THE SITE WE'RE LOOKING AT HERE TONIGHT ARE TWO PARCELS LOCATED SOUTH OF THE FUTURE ISLAND WAY SOUTH COLLECTOR ROAD, JUST SOUTH OF INDIAN TOWN ROAD, AND THESE PARCELS, ONE IS CURRENTLY VACANT.
THE EAST SIDE AND THE WEST SIDE DOES HAVE ONE SINGLE FAMILY HOME CURRENTLY OCCUPIED.
THE TOTAL COMBINED SITE AREA OR COMBINED ANNEXATION AREA IS JUST UNDER AN ACRE AND A HALF.
HERE YOU CAN SEE THE PROPOSED ANNEXATION WHERE OUR SITE FALLS.
REALLY, WE CHECK THE TWO IMPORTANT BOXES FOR ANNEXATION.
THE FIRST BOX, MEANING THE SITE IS CONTIGUOUS WITH THE CURRENT TOWN BOUNDARY, AND THE SECOND BOX IS THAT THE SITE IS WITHIN THE FUTURE ANNEXATION AREA WITHIN THE TOWN'S ANNEXATION STUDY.
WITH ANY ANNEXATION, WE DO NEED TO ASSIGN A LAND USE WITHIN JUPITER AND A ZONING DESIGNATION WITHIN JUPITER.

THE THIRD IS THE ZONING MAP AMENDMENT FROM PALM BEACH COUNTY RESIDENTIAL HIGH TO TOWN OF JUPITER RESIDENTIAL LIMITED MULTIFAMILY DISTRICT.
AGAIN, AS STATED, IT IS MADE UP OF TWO PARCELS THAT ARE PART OF UNINCORPORATED PALM BEACH COUNTY.
THESE PARCELS ARE LOCATED ALONG THE PLANNED COLLECTOR ROADWAY EXTENSION OF ISLAND WAY.
THIS IS THE STRATEGIC PRIORITY OF THE TOWN AND IT IS PART OF AN ADOPTED CIP.
CURRENTLY, THE TOWN DOES NOT HAVE ALL OF THE RIGHT OF WAY NECESSARY TO CONSTRUCT THE ROADWAY, BUT THAT CONCURRENT SITE PLAN AND SPECIAL EXCEPTION FOR THE DAYCARE FACILITY IS PART OF SEVERAL RECENT APPLICATIONS THAT HAVE BEEN SUBMITTED BY OWNERS WHO CONTROL MOST OF THE RIGHT OF WAY THAT IS NEEDED TO FACILITATE DEVELOPMENT OF SOUTH ISLAND WAY.
AS STATED, THOSE APPLICATIONS ARE BEING REVIEWED BY STAFF AND WILL BE REVIEWED BY THE COMMISSION AT A LATER DATE THROUGH A SEPARATE QUASI JUDICIAL PUBLIC HEARING PROCESS.
STAFF HAS REVIEWED THE APPLICATIONS THAT ARE BEING DISCUSSED TONIGHT PER CRITERIA DETAILED IN THE TOWN'S LAND DEVELOPMENT REGULATIONS AND HAVE COME TO THE FOLLOWING CONCLUSIONS.
THE REQUESTED VOLUNTARY ANNEXATION AND AMENDMENTS TO THE FUTURE LAND USE MAP AND ZONING MAP ARE CONSISTENT WITH THE GOALS, OBJECTIVES, AND POLICIES OF THE TOWN'S COMPREHENSIVE PLAN.
THE VOLUNTARY ANNEXATION IS LOCATED WITHIN THE FUTURE ANNEXATION AREA OF THE TOWN AND IS CONSISTENT WITH FLORIDA STATE STATUTES AS THE SUBJECT PROPERTY IS PART OF AN UNINCORPORATED ENCLAVE AND IS CONTIGUOUS TO THE TOWN OF JUPITER'S MUNICIPAL BOUNDARIES.
ONCE ANNEXED, THE SUBJECT PROPERTY MUST BE ASSIGNED WITH THE APPROPRIATE TOWN FUTURE LAND USE AND ZONING DISTRICT DESIGNATIONS.
THE PROPOSED MP AMENDMENTS ARE CONSISTENT WITH THE ESTABLISHED LAND USES OF THE SURROUNDING PROPERTIES WITH THE LAND USE TO THE SOUTH, DEVELOPED TO A SINGLE FAMILY RESIDENTIAL.
THE USE TO THE EAST, DEVELOPED TO THE PARK, PROPERTIES TO THE NORTH DEVELOPED WITH COMMERCIAL USE, AND THE PROPERTIES TO THE WEST CURRENTLY VACANT.
THE PROPOSED HIGH DENSITY RESIDENTIAL DESIGNATION OF THE SUBJECT PROPERTY PROVIDES A TRANSITION IN INTENSITY FROM THE COMMERCIAL USES TO THE NORTH TO PROVIDE A BUFFER FOR THE LOWER DENSITY RESIDENTIAL OF THE SOUTH.
THE PROPOSED MAP AMENDMENTS WILL NOT CREATE AN ISOLATED LAND USE DESIGNATION OR ZONING DISTRICT, AS THE SURROUNDING PROPERTIES TO THE WEST ARE ALSO DESIGNATED HIGH DENSITY RESIDENTIAL AND RESIDENTIAL LIMITED MULTI FAMILY.
FROM THIS ANALYSIS, STAFF HAS FOUND THE REQUESTED ANNEXATION, FUTURE LAND USE, AND ZONING MAP AMENDMENTS CONSISTENT WITH A COMPREHENSIVE PLAN AND WITH THE LAND DEVELOPMENT REGULATIONS AND IS COMPATIBLE WITH THE EXISTING AND SURROUNDING LAND USES.

LAST YEAR FOR THE COM PLAN WAS COMPLETED IN 2022, AND THE EAR BASED AMENDMENTS WERE ADOPTED IN 2023.
THE AMENDMENT BEFORE YOU TONIGHT IS A COM PLAN TEXT AMENDMENT TO THE INFRASTRUCTURE ELEMENT TO MODIFY POLICY 1.3.13, WHICH ADOPTS THE TOWN'S WATER MASTER PLAN UPDATE AND THE TEN YEAR WATER SUPPLY FACILITIES WORK PLAN BY REFERENCE.
THE ONLY CHANGE TO THE TEXT OF THE COM PLAN WILL BE TO UPDATE THE 2019 WATER SUPPLY PLAN TO THE 2025 WATER SUPPLY PLAN AND ADOPTING THE 2025 WATER SUPPLY PLAN BY REFERENCE IN ORDER TO MAINTAIN CONSISTENCY WITH THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT'S LOWER EAST COAST WATER SUPPLY PLAN UPDATE,

WHICH THEY HAD JUST ADOPTED IN 2024.THE TOWN IS REQUIRED TO UPDATE ITS PLAN TO BE CONSISTENT WITH THE WATER MANAGEMENT DISTRICTS PLANS WITHIN 18 MONTHS.
THE UPDATE INCLUDES CHANGES TO POPULATION PROJECTIONS AND TO WATER USAGE FORECASTS, AND BASED ON THE RAW WATER DEMANDS FORECASTED FOR THE TOWN OF JUPITER'S WATER SERVICE AREA IN THE 2025 UPDATE TO THE TEN YEAR WATER SUPPLY PLAN, THE TOWN'S EXISTING TRADITIONAL WATER SUPPLY AND ALTERNATIVE WATER SUPPLY SOURCES ARE ADEQUATE TO MEET FUTURE DEMANDS THROUGH THE YEAR 2045.

AS MARTIN EXPLAINED, THE PURPOSE OF TONIGHT'S AGENDA ITEM IS TO AMEND THE TOWN'S COM PLAN, AND SPECIFICALLY, THE INFRASTRUCTURE ELEMENT, WHICH IS POLICY 1.3.13, TO ADOPT BY REFERENCE THE TOWN'S 2025 UPDATE TO THE TEN YEAR WATER FACILITY SUPPLY WORK PLAN.
THIS IS REQUIRED BY FLORIDA STATUTE TO COORDINATE WITH THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT'S RECENT UPDATE TO THE LOWER EAST COAST REGIONAL WATER SUPPLY PLAN.
THIS PROCESS IS COMPLETED HAS BEEN COMPLETED ROUTINELY IN YEARS PAST AND AN UPDATE TO THE TEN YEAR PLAN IS REQUIRED EVERY FIVE YEARS.
TONIGHT, I'M JUST GOING TO TRY TO BRIEFLY GO THROUGH WHAT IS INCLUDED IN THE TEN YEAR WATER FACILITY SUPPLY UPDATE, AND FOR SIMPLICITY, I'M GOING TO JUST REFER TO IT AS THE WORK PLAN BECAUSE I GET TONGUE TIED.
HAZEN AND SAYER, ONE OF OUR CONSULTANTS COMPLETED THE WORK PLAN UPDATE FOR US AND IN COORDINATION WITH TOWN STAFF WHO PROVIDED DATA AND INPUT.
THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT PROVIDES A GUIDEBOOK FOR UTILITIES TO USE IN PREPARING UPDATES TO THESE WORK PLANS, AND THAT GUIDE BOOK WAS USED FOR THIS UPDATE, AS WELL AS THE 2019 WORK PLAN THAT WAS ADOPTED PREVIOUSLY.
THE PURPOSE OF THE WORK PLAN AND REQUIRED FIVE YEAR UPDATES IS TO VERIFY WHETHER OR NOT BASED ON POPULATION PROJECTIONS THAT THE EXISTING WATER SUPPLY AND TREATMENT FACILITIES ARE ADEQUATE TO MEET FUTURE WATER DEMANDS, OR IF RAW WATER SUPPLY AND TREATMENT FACILITIES NEED TO BE EXPANDED.
A COMPONENT OF THE WORK PLAN IS WATER CONSERVATION, AND THROUGH THIS, WATER UTILITIES ARE ENCOURAGED TO PROMOTE WATER CONSERVATION AND ALTERNATIVE WATER SUPPLY CONSERVATION MEASURES TO PROTECT TRADITIONAL WATER SUPPLIES.
THE TOWN OF JUPITER OWNS AND OPERATES A 30 MILLION GALLON A DAY WATER TREATMENT PLANT.
IT INCLUDES RAW WATER SUPPLY, TREATMENT, PUMPING, AND WATER METERING FACILITIES TO SUPPORT TREATMENT AND DISTRIBUTION OF SAFE DRINKING WATER, THAT MEETS ALL REGULATORY REQUIREMENTS.
OUR WATER SERVICE AREA ENCOMPASSES 58 SQUARE MILES, INCLUDING THE MUNICIPAL LIMITS OF JUPITER, THE TOWN OF JUNEAU BEACH, AND THEN AREAS OF UNINCORPORATED PALM BEACH COUNTY, AND MARTIN COUNTY THAT ARE WITHIN OUR WATER SERVICE AREA.
OUR WATER SERVICE AREA DOES ALSO EXTEND OUT TO JUPITER FARMS. ALTHOUGH RIGHT NOW WE ARE NOT SERVING ANY RESIDENTIAL AREAS OF JUPITER FARMS. WE CURRENTLY SUPPLY POTABLE DRINKING WATER TO APPROXIMATELY 81,000 PEOPLE.
THE TOWN'S WATER SERVICE IS NEARLY BUILT OUT WITH THE EXCEPTION OF A FEW UNDEVELOPED PARCELS AND POSSIBLE REDEVELOPMENT AND THEN RESIDENTIAL AREAS OF JUPITER FARMS, AS I JUST MENTIONED.
OUR RAW WATER SUPPLIES FOR THE TOWN'S TREATMENT SYSTEM INCLUDE THE SURFICIAL AQUIFER AND THE FLORIDA AQUIFER, AND WE RECORD AND REPORT MONTHLY ANNUAL WITHDRAWALS FROM BOTH OF THOSE AQUIFERS IN ACCORDANCE WITH OUR CONSUMPTIVE USE PERMIT THAT WE'VE OBTAINED FROM THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT.
THE SURFACIAL AQUIFER IS A SHALLOW FRESHWATER AQUIFER.
IT IS WHAT IS COMMONLY REFERRED TO AS A TRADITIONAL WATER SOURCE.
IT IS IMPACTED BUT BY DROUGHT IN A NEGATIVE WAY,

AND THEN ALSO BY RAINFALL IN A POSITIVE WAY IN THAT THE RAINFALL RECHARGES THE SURFICIAL AQUIFER.AS THE SOUTH FLORIDA'S LOWER EAST COAST WATER SUPPLY PLAN INDICATES, PRESERVATION OF THE SURFACIAL AQUIFER IS IMPORTANT, AND THAT'S PART OF THE REASON THAT THEY REQUIRE US TO DO THESE PLANS SO THAT WE LOOK AT WHAT OUR WATER DEMANDS ARE AND WHAT ARE OPTIONS FOR ALTERNATIVE WATER SUPPLIES ARE TO PROTECT THE SURFACIAL AQUIFER.
IN ADDITION, THERE ARE MINIMUM FLOW REQUIREMENTS THAT THE LOXAHATCHEE RIVER NEEDS TO MEET TO PROSPER, I GUESS, I'LL SAY, FROM A WATER QUALITY PERSPECTIVE AND A FLOW PERSPECTIVE, ANS SO PART OF THE LOWER EAST COAST WATER SUPPLY PLAN IS TO PROTECT THE RIVER AND MAKE SURE THE RIVER MAKES THEIR MINIMUM FLOWS.
CURRENTLY, THE SELF WATER MANAGEMENT DISTRICT HAS PROJECTS UNDERWAY THAT WILL BE ABLE TO DIVERT WATER TO OUR AREA FOR THE BENEFIT OF THE RIVER.
THEN WHEN THAT HAPPENS, WE ARE HOPEFUL THAT ANY WATER THAT WOULD OTHERWISE BE WASTED TO TIDE COULD BE REDIRECTED TO OUR SURFACIAL AQUIFER RECHARGE SYSTEM AND THEREBY PROTECT THE SURFICIAL AQUIFER IN OUR AREA.
OUR SURFICIAL AQUIFER SUPPLY CONSISTS OF 49 WELLS, RANGING IN AGE FROM FOUR YEARS TO 50 YEARS AND IN CAPACITY FROM 170 GALLONS A MINUTE TO 800 GALLONS A MINUTE.
THE SURFACIAL AQUIFER WELLS SUPPLY WATER TO OUR NANOFILTRATION PLANT, WHICH I'LL CALL THAT THE NF PLANT FOR SIMPLICITY, AND ALSO OUR ION EXCHANGE PLANT.
WITHIN OUR CONSUMPTIVE USE PERMIT FROM THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT, WE HAVE SIX ADDITIONAL WELLS THAT WE CAN CONSTRUCT IN A NORTHERN WELL FIELD NORTH OF INDIANTOWN ROAD.
IT'S ALONG THE ISLAND WAY CORRIDOR, AND WE HAVE THUS FAR DRILLED FOUR OF THOSE WELLS, AND WE EXPECT TO BE ABLE TO EQUIP THEM WITH PUMPS AND PIPING AND ELECTRICAL EQUIPMENT IN 2028.
THE OTHER TWO WELLS ARE DEPENDENT ON DEVELOPMENT IN THAT AREA.
THE FLORIDA AQUIFER IS A DEEPER BRACKISH WATER SUPPLY AND IT IS A CONFINED AQUIFER, SO IT IS NOT IMPACTED BY RAINFALL OR DROUGHT.
THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT CONSIDERS THE FLORIDA AQUIFER AN ALTERNATIVE WATER SUPPLY.
THE USE OF THE FLORIDA AQUIFER HAS BECOME MUCH MORE COMMON AMONG WATER UTILITIES AS THEY'VE HAD TO TRANSITION TO ALTERNATIVE WATER SUPPLIES AND MEMBRANE TREATMENT, AND THE TOWN WAS ONE OF THE FIRST TO VENTURE INTO ALTERNATIVE WATER SUPPLIES THROUGH THE FLORIDA AQUIFER APPROXIMATELY 35 YEARS AGO.
WE DO HAVE SOME PLANNED FUTURE FLORIDA AQUIFER WELLS IN OUR CONSUMPTIVE USE PERMIT.
WE HAVE SIX FUTURE NEW WELLS, THREE OF THOSE HAVE BEEN DRILLED AND EXPECTED TO GO INTO SERVICE IN 2028, AND THE OTHER THREE ARE DEPENDENT ON DEVELOPMENT.
OUR EXISTING WELLS AND OUR PLAN FUTURE WELLS ARE ADEQUATE TO MEET THE PROJECTED WATER DEMANDS IN THE COMING 20 YEAR PERIOD AS PRESENTED IN THE PLAN.
ALSO DISCUSSED IN THE PLAN ARE TREATMENT LOSSES AND DISTRIBUTION SYSTEM LOSSES.
>> MEMBRANE TREATMENT SYSTEMS HAVE AN INHERENT AND TREATMENT LOSS.
THE REVERSE OSMOSIS PLANT, 75% OF THE WATER THAT'S DELIVERED TO THE REVERSE OSMOSIS PLANT FOR TREATMENT BECOMES DRINKING WATER.
THE OTHER 25% IS A BYPRODUCT WATER KNOWN AS CONCENTRATE THAT MUST BE DISPOSED OF.
THAT'S AN INHERENT TREATMENT LOSS.
AS FAR AS A NANOFILTRATION PLANT, 85% OF THE WATER DELIVERED TO THAT PLANT BECOMES DRINKING WATER, AND THE OTHER 15% IS A BYPRODUCT CONCENTRATE WHICH MUST BE DISPOSED OF.
THE NANOFILTRATION CONCENTRATE CURRENTLY IS ACTUALLY REPURPOSED AND DELIVERED TO THE LOXAHATCHEE RIVER DISTRICT WASTEWATER TREATMENT PLANT, WHERE THEY BLEND IT WITH THEIR IRRIGATION QUALITY WATER.
THE NANO CONCENTRATE IS IS NOT NECESSARILY A WASTE, BUT IT'S A RESOURCE THAT IS BEING USED FOR IRRIGATION QUALITY.
WE DO HAVE A DEEP INJECTION WELL UNDER CONSTRUCTION.

FOR THE PAST 30 YEARS, THE RAW CONCENTRATE HAS BEEN PERMITTED TO DISCHARGE TO THE C18 CANAL JUST BEFORE THE SOUTHWEST FORK OF THE RIVER, AND WITH THE LAST PERMIT RENEWAL, THE DEP ENCOURAGED US TO CONSTRUCT A DEEP INJECTION WELL.THAT WELL IS UNDER CONSTRUCTION, AND WE EXPECT IT TO GO INTO SERVICE BY THE END OF 2027, AND THAT WILL BE ABLE TO HANDLE OR TAKE OR RECEIVE BOTH THE NANOFILTRATION CONCENTRATE AND THE REVERSE OSMOSIS CONCENTRATE.
HOWEVER, WE WILL STILL BE IN PARTNERSHIP WITH THE LOXAHATCHEE RIVER DISTRICT FOR RE USING AND REPURPOSING NANO CONCENTRATE FOR THE BENEFIT OF THE ENVIRONMENT AND OUR CUSTOMERS.
IN ADDITION, ANOTHER ALTERNATIVE WATER SUPPLY PROJECT THAT WE HAVE IN THE PLAN FOR THE FUTURE, BUT WE ARE CURRENTLY PILOT TESTING IS BLENDING OUR NANOFILTRATION TO CONCENTRATE WITH FLORIDA AQUIFER RAW WATER AND THEN TREATING IT THROUGH THE RO PLANT.
THAT WOULD HELP TO REDUCE THE AMOUNT OF WITHDRAWAL FROM THE FLORIDA AQUIFER AND ALSO ADDRESS WATER QUALITY DEGRADATION THAT'S OCCURRING IN THAT AQUIFER.
ALL THAT TO SAY, TREATMENT LOSSES ARE EXPECTED IN THE INDUSTRY AND THEY ARE OKAY.
OUR DISTRIBUTION SYSTEM LOSSES, WHICH IS THE DIFFERENCE BETWEEN THE WATER PRODUCED BY THE PLANT AND PUMPED TO THE DISTRIBUTION SYSTEM AND WATER ACTUALLY RECORDED BY THE WATER METERS.
THOSE ARE CONSIDERED DISTRIBUTION SYSTEM LOSSES.
THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT ENCOURAGES US OR HAS SET A GOAL FOR UTILITIES TO MAINTAIN DISTRIBUTION LOSSES BELOW 10%.
OVER THE PAST FIVE YEAR PERIOD, THE TOWN'S DISTRIBUTION SYSTEM LOSSES HAVE BEEN BETWEEN NINE AND 10%.
HOWEVER, WE ARE ANXIOUS OR LOOKING FORWARD TO AS WE'RE INSTALLING A NEW METERING SYSTEM.
AS WE IMPLEMENT THAT NEW SYSTEM, WE WILL BE ABLE TO HAVE EARLY DETECTION OF LEAKS AND FURTHER MINIMIZE DISTRIBUTION SYSTEM LOSSES.
AS FAR AS POPULATION PROJECTIONS.
THE PLAN BEFORE YOU UTILIZE THE PALM BEACH COUNTY MODELING USING TRAFFIC ANALYSIS ZONES.
THIS IS A COMMON METHOD OF ASSESSING AND PROJECTING POPULATION FOR AN AREA.
IT'S USED COMMONLY BY MOST WATER UTILITIES IN PALM BEACH COUNTY AND THROUGHOUT SOUTH FLORIDA.

MARTIN COUNTY DOES NOT CONDUCT A POPULATION ACCORDING TO TRAFFIC ANALYSIS.
WE DERIVED VALUES FOR POPULATION PROJECTIONS IN MARTIN COUNTY, USING AVERAGE PERSONS PER HOUSEHOLD IN THE ENTIRE UTILITY SERVICE AREA AND THEN AVERAGING A PERCENT WITHIN THE PALM BEACH COUNTY SERVICE AREA.
BASED ON HISTORICAL RECORDED RAW WATER WITHDRAWALS AND FINISHED WATER DEMANDS AND APPLYING LET ME BACK UP.
WE USE HISTORICAL RAW WATER WITHDRAWALS AND FINISHED WATER DEMANDS TO CALCULATE AVERAGE PER CAPITA WATER USE.
APPLYING THAT AVERAGE PER CAPITA WATER USE FROM A RAW WATER PERSPECTIVE AND FROM A FINISHED WATER PERSPECTIVE TO THE POPULATION PROJECTIONS IS HOW WE DETERMINED WHAT THE FUTURE DEMANDS WOULD BE.

ULTIMATELY, IT WOULD BE UP TO THE TOWN COUNCIL AS TO WHETHER WE PROVIDE WATER SERVICE OUT THERE.
IT WOULD BE A COSTLY ENDEAVOR TO EXTEND ALL THE PIPING THAT WOULD BE NECESSARY.
BUT IT CAN BE DONE AND OUR EXISTING CAPACITY WOULD BE ABLE TO SUPPORT IT.

THE DISTRICT HAS BUILT A LARGE RESERVOIR, AND THEY ARE COLLECTING WATER IN THAT AND WE'LL BE CONSTRUCTING A CONVEYANCE SYSTEM TO DIVERT WATER THROUGH VARIOUS PRESERVE AREAS AND OTHER CHANNELS.
THAT WOULD GO TO THE C18 CANAL IN OUR AREA AND THEN PROVIDE BENEFIT TO THE LOXAHATCHEE RIVER.

THE NEW RECREATION ZONING DISTRICT WAS ADOPTED UNANIMOUSLY ON CONSENT, THE REZONING OF THE COASTAL WAY PROPERTY THAT'S PART OF THE HARBORSIDE PROPOSED EXPANSION WAS ALSO APPROVED UNANIMOUSLY ON THE CONSENT AGENDA, AS WELL AS THE ABACOA TEMPORARY FIRE STATION, WHICH WAS APPROVED UNANIMOUSLY.
ON THE JANUARY 6 TOWN COUNCIL MEETING, THE COUNCIL APPROVED UNANIMOUSLY THE HARBORSIDE REZONING ON SECOND READING, AND THAT WAS PASSED UNANIMOUSLY ON CONSENT.
