WE HAVE ONE PRESENTATION GETTING AN UPDATE FROM OUR JUPITER FIRE RESCUE DEPARTMENT.I PRESUME THAT'S GIVEN BY OUR CHIEF.

WE'RE HONORED TO SHARE AN UPDATE WITH JUPITER FIRE RESCUE.
WE'VE BEEN COUNTING DOWN THE MONTHS UNTIL JUPITER FIRE RESCUE BEGINS PROVIDING FIRE AND EMERGENCY MEDICAL SERVICES TO THE COMMUNITY.
IN LESS THAN SIX MONTHS FROM TONIGHT, WE HAVE HIRED ALL OF OUR OPERATIONAL PERSONNEL, COMPLETED CONSTRUCTION OF OUR NEW FIRE STATIONS, RECEIVED ALL OF OUR FIRE APPARATUS AND AMBULANCES AND COMMENCED TRAINING FOR THE TRANSITION OF SERVICES TO OCCUR ON OCTOBER 1 OF 2026.
THE SLIDE BEFORE YOU IS OUR IMPLEMENTATION TIMELINE.
WE'RE IN THE PROCESS OF ORDERING ALL THE NECESSARY SUPPLIES AND EQUIPMENT FOR AMBULANCES AND FIRE TRUCKS, AND ALL OF THAT WILL BE ARRIVING IN THE NEXT FEW MONTHS.
TONIGHT, I'M GOING TO PROVIDE AN UPDATE ON THREE ITEMS. THE PURCHASE OF OUR SELF-CONTAINED BREATHING APPARATUS, RECRUITING AND HIRING FOR CAPTAINS, LIEUTENANTS, AND DRIVER ENGINEERS, AS WELL AS THE TEMPORARY FIRE STATION FOR ABACOA AND THE SURROUNDING AREAS.
ON YOUR AGENDA TONIGHT IS A REQUEST TO APPROVE THE PURCHASE OF OUR SELF CONTAINED BREATHING APPARATUS, ALONG WITH THE NECESSARY SUPPORTING EQUIPMENT.
OUR SELF CONTAINED BREATHING APPARATUS IS A SINGLE MOST CRITICAL PIECE OF PERSONAL PROTECTIVE EQUIPMENT A FIREFIGHTER WEARS.
IT IS THE LIFELINE THAT ALLOWS OUR PERSONNEL TO BREATHE SAFELY IN TOXIC, SMOKE FILLED, AND OXYGEN DEFICIENT ENVIRONMENTS.
WITHOUT THESE, WE SIMPLY CANNOT ENTER A BURNING BUILDING, A CONFINED SPACE ON AN AREA WITH TOXIC SUBSTANCES.

THIS ENSURES THAT WE RECEIVE THE BEST AVAILABLE GOVERNMENT PRICING.
FURTHERMORE, THESE UNITS WILL USE A CENTRAL RECHARGEABLE BATTERY SYSTEM ELIMINATING THE RECURRING COST OF PURCHASING THOUSANDS OF ALKALINE BATTERIES OVER THE LIFE OF THE UNITS.

WE'RE EXCITED AND ANXIOUS TO GET OUR ENTIRE TEAM ON BOARD AND TO ESTABLISH THE BEACON OF EXCELLENCE FOR THE FIRE SERVICE RIGHT HERE IN JUPITER.
ON THIS AGENDA FOR LATER IN THE MEETING IS A SPECIAL EXCEPTION AND SITE PLAN AMENDMENT APPLICATION FOR THE TEMPORARY FIRE STATION.
I'LL ADDRESS THE SPECIAL EXCEPTION SITE PLAN AMENDMENT APPLICATION DURING THAT PART OF THE MEETING.
RIGHT NOW, MY GOAL IS JUST TO EXPLAIN WHY WE NEED THIS TEMPORARY FIRE STATION AND HOW WE'LL BE OPERATING FROM IT.
THE ABACOA FIRE STATION, ALSO KNOWN AS STATION 16, IS LOCATED ON MILITARY TRAIL JUST NORTH OF FREDERICK SMALL ROAD.
PALMACH COUNTY FIRE RESCUE IS CURRENTLY USING THIS STATION TO PROVIDE SERVICE.
THE STATION WILL REVERT TO THE TOWN'S OWNERSHIP UNDER A REVERSIONARY DEED, BUT THAT DEED PROVIDES FOR THE REVERSION TO OCCUR AT THE TIME THAT THE COUNTY NO LONGER PROVIDES SERVICE.
WE'VE ATTEMPTED TO DEVELOP A PHASE TRANSITION PLAN THAT WOULD INCLUDE THE TRANSITION OF THE ABACOA STATION.
THAT TRANSITION PLAN WAS DENIED.
AS IT STANDS NOW, THE ABACOA FIRE STATION WILL REVERT TO THE TOWN'S OWNERSHIP ON OCTOBER 1ST OF 2026.
BUT JUPITER FIRE RESCUE MUST BE OPERATIONAL THAT VERY SAME DAY.
THIS FLIP OF A SWITCH APPROACH REQUIRES US TO ESTABLISH A TEMPORARY FIRE STATION FOR THE ABACOA AREA.
OUR CURRENT PLAN IS TO PLACE A TEMPORARY FIRE STATION IN THE NORTHWEST CORNER OF THE ABACOA COMMUNITY PARK.
AGAIN, WE'LL DISCUSS THIS FURTHER DURING THE SPECIAL EXCEPTION AND SITE PLAN AMENDMENT SECTION OF YOUR AGENDA TONIGHT.

IF TOURIST VISITORS COME DOWN FOR A WEEK, THEY WANT TO GET ON THE WATER, EXPLORE THE BEAUTIFUL WATER OF JUPITER, WE ARE THE ONLY PLACE THAT RENTS BOATS TO THE GENERAL PUBLIC.
WE DON'T DO THAT BECAUSE IT MAKES US MORE MONEY.
WE DO IT BECAUSE PERSONALLY, YOU FEEL LIKE IT'S NECESSARY THING TO HAVE PUBLIC ACCESS TO THE WATER.
TRUST ME, PUBLIC RENTALS ARE GIGANTIC HEADACHE, WAY MORE DIFFICULT AND LESS MONEY AND THEN THAN DOING PRIVATE BOAT CLUBS AND MARINAS.
OUR ETHICALLY PUBLIC RENTALS ARE WHAT WE FEEL WE SHOULD DO.

WE'VE TRIED TO SIT IT OUT, WAIT FOR IT, UNFORTUNATELY, WE JUST CAN'T AFFORD IT, AND HAVE BEEN LOOKING FOR A DIFFERENT PLACE TO MOVE TO.
THERE'S A LACK OF COMMERCIALLY AVAILABLE PUBLIC DOCKS THAT CAN FIT A FLEET OF TEN BOATS.
WHAT'S GOING TO HAPPEN IS MARINEMAX, WHO IS AT THE MARINA.
THEY'RE A PUBLICLY TRADED COMPANY ON THE STOCK MARKET, EQUIVALENT OF WALMART'S OF BOATS.
THEY'RE OFFERING MORE MONEY, THEY'RE GOING TO TAKE OVER OUR SPOT.
THE LANDLORD IS GOING TO GIVE THEM OUR DOCKS, SOMETHING LIKE THAT.
WHEN WE LEAVE, THE TOWN WILL LOSE THE ONLY PUBLIC ACCESS TO THE WATER FOR BOATERS.

THIS IS A BIT OF A REPEAT PERFORMANCE OF OUR LAST TWO COMMENTS, BUT I SEEK THE COUNCIL TO CONSIDER A RESOLUTION OF SUPPORT TO CONSIDER A AFFORDABLE TOWN DOCK IN MARINA SOMEWHERE IN THE JUPITER WATERWAYS.
I BELIEVE EVENTUALLY, IT COULD BE BUILT SOMEWHERE.
THERE'S NOT TOO MANY CHOICES, LIKE THEY SAID EARLIER, BURT-REYNOLDS DOCKS AND RAMPS IS A POTENTIAL LOCATION.
SUNI SANDS MIGHT BE ANOTHER POTENTIAL LOCATION.
SAWFISH BAY IS ANOTHER POTENTIAL LOCATION.

PHASE 1 CONSISTED OF SITE PREPARATION AND DRILLING OF THE DEEP INJECTION WELL AND THE ASSOCIATED DUAL ZONE MONITORING WELL.

THEY HAVE DONE THIS FOUR MONTHS AHEAD OF THE PROJECTED SCHEDULE.
THEY ARE CURRENTLY WORKING TOWARDS SITE RESTORATION AND INJECTION TESTING FOR PERMIT COMPLIANCE, WHICH THEY EXPECT TO COMPLETE IN EARLY 2026, WHICH WOULD BE POSSIBLY FOUR TO FIVE MONTHS OF THE FINAL CONTRACT COMPLETION DEADLINE.
TONIGHT WE ARE SEEKING APPROVAL FOR THE FINAL CONSTRUCTION CONTRACT, WHICH IS PHASE 2, THAT WILL ENABLE US TO PLACE THE DEEP INJECTION WELL AND THE DUAL ZONE MONITORING WELL INTO SERVICE AND FURTHER COMPLY WITH THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTIONS ORDER TO CEASE RO TREATMENT BY PRODUCT OR CONCENTRATE DISPOSAL VIA SERVICE WATER DISCHARGE PERMIT.

AS LONG AS WE ARE MAKING PROGRESS TOWARD THAT END, THEY HAVE BEEN SUPPORTIVE.
ONCE WE DO PLACE THE DEEP INJECTION WELL AND THE DUAL MONITORING WELL INTO SERVICE, THEY WILL REMAIN THEY WILL OPERATE UNDER OUR CONSTRUCTION PERMIT FOR ONE YEAR, AND THEN AT THAT TIME, WE WILL TRANSITION THE PERMIT TO AN OPERATING PERMIT WITH DEP.
CONSTRUCTION OF THE PHASE 2 IMPROVEMENTS IS COMPLEX WITH HIGH RISK, IF IT'S NOT EXECUTED PROPERLY AND CAREFULLY.
IT INVOLVES MULTI DISCIPLINE INDUSTRIAL CONSTRUCTION, INCLUDING ELECTRICAL, MECHANICAL, STRUCTURAL, INSTRUMENTATION, CONTROLS, AND SITE CIVIL WORK.

IT WAS BASED ON A POINT SYSTEM WITH THE COST BEING ONE OF THE HEAVIEST WEIGHTED OF THOSE POINTS AT 30 POINTS.
THEY REVIEWED AND EVALUATED LAWRENCE'S PREVIOUS EXPERIENCE WITH SIMILAR TYPE PROJECTS, AND THEY DID REFERENCE CHECKS, WHICH ALL CAME BACK EXCELLENT.
THE PROPOSED FUNDING OPTIONS, IT IS BEING REQUESTED FOR A BUDGET AMENDMENT OF $3.2 MILLION BASED ON THE PROPOSAL THAT'S BEEN RECEIVED.

A COMPARISON OF BID PRICING TO THE COST ESTIMATE REVEALED THAT PIPE AND VALVE COSTS ARE NOW 20 HIGHER, PUMP COSTS ARE NOW 10 PERCENT HIGHER, ELECTRICAL COSTS ARE 77 PERCENT HIGHER, AND CONSTRUCTION LABOR FOR THIS TYPE OF PROJECT HAS NEARLY DOUBLED.
TARIFFS AS HIGH AS 50% ARE HAVING A SIGNIFICANT IMPACT ON STAINLESS STEEL AND ELECTRICAL MATERIALS AND EQUIPMENT, INCLUDING COPPER, STEEL, WIRING, PANELS, AND TRANSFORMERS, LEADING TO THESE HIGHER PROJECT COSTS, LONGER DELAYS, AND SHRINKING MARGINS FOR CONTRACTORS.
OTHER FACTORS THAT CONTRIBUTE TO THE INCREASE IN COST IS THE COMPLEXITY OF THIS PROJECT, WHICH HAS INHERENT RISK WORKING IN CROWDED UTILITY CORRIDORS WITH CRITICAL INFRASTRUCTURE.
FOR EXAMPLE, REROUTING EXISTING PIPING TO THE DEEP INJECTION WELL WILL REQUIRE THE CONTRACTOR TO NAVIGATE MORE THAN 25 UTILITY CONFLICTS IN LESS THAN 300 FEET.
LONG MATERIAL LEAD TIMES ALSO CONTRIBUTE TO THE INCREASED COSTS AS CONSTRUCTION DURATIONS ARE EXTENDED.
FEEDBACK THAT WE RECEIVED FROM OTHER CONTRACTORS WHO DID NOT SUBMIT PROPOSALS FOR THE PROJECT, REPORTED THAT THE PROJECT WAS EITHER TOO LARGE FOR THEM, TOO SMALL FOR THEM OR TOO COMPLEX FOR THEM TO TAKE ON AT THIS TIME, CONSIDERING THEIR OTHER WORKLOADS.
WHILE OTHER QUALIFIED CONTRACTORS FOR THIS TYPE OF INDUSTRIAL MUNICIPAL WORK ARE BIDDING ONLY CONSTRUCTION MANAGEMENT AT RISK OR DESIGN BUILD CONTRACTS.
A SURVEY OF OTHER UTILITIES IN FLORIDA CONSTRUCTING DEEP INJECTION WELLS REVEALED CONSTRUCTION COSTS VARYING FROM $20.2 MILLION IN 2023 TO $48 MILLION.
HISTORICALLY, THE WATER UTILITY HAS REFERENCED THE US BUREAU OF LABOR AND STATISTICS CONSUMER PRICE INDEX FOR ALL URBAN CONSUMERS, I KNOW THAT'S A LOT, BUT IT'S THE CPIU, COMMONLY REFERRED TO AS THE CPIU.
WE HAVE TYPICALLY AND HISTORICALLY RELIED ON THE CPIU FOR INDEXING OUR CONSTRUCTION PROJECTS FOR FUTURE BUDGETS.
THAT'S NOT TO SAY THAT WE DON'T LOOK AT EACH PROJECT, THAT EACH PROJECT IN DETAIL TO MAKE SURE THAT OUR CONSTRUCTION PRICING IS CORRECT, BUT FOR THOSE PROJECTS THAT ARE FIVE YEARS OUT, WE TYPICALLY APPLY THE CPIU.
BUT WE'RE FINDING THAT THE CPIU IS NOT SUFFICIENT, ESPECIALLY FOR PROJECTS IN OUR AREA OR FLORIDA, ESPECIALLY FOR INDUSTRIAL TYPE MUNICIPAL PROJECTS.
WE DID CONDUCT A REVIEW OF OUR CONSTRUCTION COSTS FROM HISTORICAL PROJECTS, WHICH WE INCLUDED IN THE AGENDA PACKET, AND IT REVEALED THAT CONSTRUCTION INDICES ARE ONLY EXPLAINING A PORTION OF THE INFLATIONARY COSTS FOR OUR INDUSTRY, AND THAT ACTUAL ANNUAL INFLATION RATES ARE MUCH HIGHER BASED ON ACTUAL CONSTRUCTION COSTS RANGING FROM 7% TO AS HIGH AS 24%.

AGAIN, AND I WASN'T ADVOCATING TO JUST GIVE IT TO THE SECOND BIDDER.
BECAUSE I THINK EVIDENCE IS WE DIDN'T GET COMPETITIVE BIDS, PERIOD.
I EXPECTED MORE FROM OUR CONSULTANT ENGINEER, AND I DIDN'T NECESSARILY WANT TO GET IN THIS, BUT JUST EXPLAIN BECAUSE FROM MY EXPERIENCE, A TRUE EVALUATION THAT I WOULD EXPECT FROM THEM IS THEY LOOK AT THE COMPONENTS OF WHY THEIR COSTS WAS DIFFERENT.
THEY WOULD LOOK IN THE RFP AND CONCLUDE, WAS IT CLEAR? WAS THE SCOPE CLEAR OR WAS IT MAYBE VAGUE ENOUGH THAT THE CONTRACTOR HAD TO PUT ALL SORTS OF CONTINGENCY IN.
I CAN TELL YOU WHEN I GET A COMPLEX PLANT PROJECT, WE WENT TO EXTRAORDINARY EFFORTS TO MAKE SURE WE DEFINED EVERYTHING CRYSTAL CLEAR SO A BIDDER COULD COME IN AND REALLY UNDERSTAND WHAT THEY'RE FACING.
I REALIZE THAT'S NOT A PERFECTLY DONE, BUT THERE'S AN EFFORT ON IT.
