BUT THERE ARE TWO PARCELS THAT SIT NEXT TO EACH OTHER.
THESE PARCELS IN PLAN ARE WITHIN THE BOUNDARIES OF WHAT YOU WOULD SAY IS HARBOR SIDE BECAUSE THAT'S THE ELEVATED BRIDGE SECTION THERE, S1 AND THE WATER, CONTIGUOUS.
NOW, YOU CAN GO UNDERNEATH THE BRIDGE.
WE'D LIKE TO REZONE TWO PARCELS, WHICH ARE ADJACENT TO HARBOR SIDE.
THERE IS A FORTHCOMING SITE PLAN AND PUD AMENDMENT TO ADD THIS LAND TO THE HARBOR SIDE PUD AND PROPOSE A MIXED USE BUILDING WITH RETAIL AND OFFICE USES.
ONCE AGAIN, IN PLAN VIEW, THIS IS WHERE IT WOULD SIT.
CURRENTLY, THERE ARE SIX BUILDINGS ON HARBOR SIDE AND THIS WOULD ADD ANOTHER ONE TO IT.
BUT WE'RE CALLING IT BUILDING SIX BECAUSE THERE'S BUILDING 3A AND 3B.
SINCE YOU ALL WALKED BY IT, YOU KNOW WHAT IT LOOKS LIKE AND CURRENTLY THERE'S BARRICADE FENCING BECAUSE THEY TOOK DOWN THE BUILDING, AND SO THEY'VE KEPT UP THE BARRICADE FENCING AROUND.

I THINK THE MAPS CLEARLY SHOW THE EXISTING IN THE PROPOSED THAT THESE TWO PARCELS NEED TO BE CONSISTENT WITH ALL THE OTHER ONES, AND THEY ARE NOT BECAUSE NO PROPOSAL OF DEVELOPMENT HAS COME THROUGH ON THEM IN THE PAST.
BUT EVEN IF THIS APPLICANT DIDN'T OWN THE SURROUNDING PROPERTIES, ANYONE WHO DID DEVELOPMENT ON THESE WOULD BE CHANGING THE ZONING.

THROUGH OUR AGREEMENT, THEY'RE GOING TO OCCUPY THAT THROUGH THE END OF SERVICE, AND THEN STARTING ON OCTOBER 1 OF 2026, JFRD WILL ASSUME OWNERSHIP OF THAT BUILDING.
BUT WE ALSO NEED TO BE OPERATIONAL THAT DAY.
YOU CAN'T MOVE INTO A BUILDING AND BE OPERATIONAL DAY 1 MINUTE 1 SO THERE BECAME A NEED TO DO A TEMPORARY FIRE STATION SOMEWHERE WITHIN THAT SERVICE AREA.
THAT TEMPORARY STATION IS GOING TO PROVIDE TRAINING OPPORTUNITIES FOR PEOPLE TO BE ABLE TO LIVE IN THE AREA, GET FAMILIAR WITH THE AREA, AND ALSO PROVIDE THAT DAY 1 SERVICE AS STATION 16 IS EVALUATED FOR ANY FURTHER NEEDS THAT IT MAY HAVE.
WE'RE ALSO GOING TO REMOVE THAT STRUCTURE WHEN IT'S NO LONGER NEEDED.
THERE'S A CONDITION OF APPROVAL INCLUDED IN HERE, WHICH WE'LL COVER LATER.
BUT THAT STRUCTURE IS ONLY GOING TO BE THERE AS LONG AS WE'RE USING IT AS SOON AS STATION 16 IS READY TO GO, WE'VE DONE ANY NECESSARY RENOVATIONS.

ALSO WANTED TO COVER, THERE'S BEEN SOME COMMUNITY OUTREACH THE CHIEF HAS BEEN DOING TO THE NEARBY RESIDENTS AS WELL AS INDEPENDENT MIDDLE SCHOOL.
THOSE CONVERSATIONS ARE ONGOING.
JUST A QUICK SITE PLAN SO THAT SHE CAN UNDERSTAND THE STRUCTURES.
THE TYPE IS REALLY SMALL ON THE PLANS.
THERE'S THE TEMPORARY STATION, WHICH IS THE LONGER, SO RECTANGLE THAT'S VERTICAL.
THERE'S THE CANOPY FOR THE JFRD VEHICLES IN THE PARKING AREA, AS WELL AS AN EQUIPMENT SHED ON SITE.
AS IT RELATES TO LANDSCAPING, I'M SURE IF YOU'VE BEEN BY THE SITE, YOU'RE FAMILIAR WITH IT.
THERE IS SOME EXISTING LANDSCAPING, MOSTLY NATIVE PLANTING.
WE'RE GOING TO BE SUPPLEMENTING WITH THE LANDSCAPE PLAN ALONG THE ROADWAY TO PROVIDE SOME ADDITIONAL SCREENING.
THAT'S GOING TO BE COCOA PLUM ALONG THE SIDEWALK AND THAT I'LL JUST HELP SCREEN THAT TEMPORARY STRUCTURE.
THEN WE'RE GOING TO BE ADDING SOME POTTED CLUSIA AROUND THE BASE OF THE BUILDING, AND THAT'LL HELP JUST TEMPORARILY INCREASE SOME MORE LANDSCAPE SCREENING FOR THE SKIRTING AREA THAT'S AROUND THE BOTTOM.
ONCE THE STRUCTURE IS REMOVED, WE'LL BE PLANTING THAT CLUSIA OFF SITE SOMEWHERE ELSE.
PART OF IT MAY BE ONSITE, PART OF IT MAY BE OFFSITE FOR SOMETHING ELSE.
WE'VE ALSO LOOKED AT THE PARK AREA JUST FOR GENERAL AREAS THAT NEED INFILL.
WE NOTICED THAT THERE WAS A NEED FOR ADDITIONAL COCOA PLUM, FAKAHATCHEE GRASS, AND ILEX IN THE EXISTING PARK.
MORE SPECIFICALLY, THE FREDRICK SMALL ENTRANCE.
IT'S VERY SPARSE, SO WE'LL BE ADDING THAT TO MAKE SURE THAT EVERYTHING IS CODE COMPLIANT WITH THE PARK.
TWO QUICK CONDITIONS FOR COMPLIANCE WE'RE LOOKING AT IS THE REMOVAL OF THE BUILDINGS.
THAT'S WITHIN 60 DAYS OF A CERTIFICATE OF COMPLETION FOR STATION 16.
AS I MENTIONED, WE'RE NOT REALLY SURE AS TO THE SCOPE OF WORK THAT'S NECESSARY.
IT COULD TAKE A WEEK, IT COULD TAKE A MONTH.
THERE'S JUST NO WAY OF REALLY KNOWING AT THIS POINT.
THIS CONDITION IS TIED TO WHEN WE'RE ABLE TO OCCUPY STATION 16.
THAT STARTS A 60 DAY CLOCK FOR THE REMOVAL OF THE STRUCTURE.
JUST GIVES RESIDENTS SOME PEACE OF MIND THAT THE STATION WILL BE MOVED.
LASTLY, STANDARD WATER CONNECTION FEE PRIOR TO SETTING THE ADDITIONAL METER FOR THE STRUCTURE.
THEY ARE BRINGING IN UTILITIES FOR THE STRUCTURE.
THEY DON'T EXIST, SO THAT SITE WILL REMAIN WITH UTILITIES, WATER, AND SEWER UTILITIES THAT MAY BE UTILIZED IN THE FUTURE FOR ANY OTHER RENOVATIONS AS NEEDED.
REAL QUICKLY TO COVER THE SITE PLAN AND SPECIAL EXCEPTION CRITERIA.
STAFF FINDS THAT THE APPLICATIONS WILL MEET ALL THE SITE PLAN CRITERIA WITH THE CONDITION FOR THE WATER SERVICE AGREEMENT, AND THE SPECIAL EXCEPTION CRITERIA HAVE ALL BEEN SATISFIED.
THE PROPOSED FIRE STATION IS CONSISTENT WITH THE COMP PLAN AND CODE.
IT'S COMPATIBLE WITH THE CHARACTER, THE AREA AND SURROUNDING USES, AND IT'S AN INTEGRATED AND AN ESSENTIAL PART OF THE COMMUNITY.
