I'M WITH KIMLEY-HORN ASSOCIATES AND WE HAVE OUR PROJECT TODAY IS THE JUPITER COMMUNITY PARK UTILITY BUILDING.
JUPITER UTILITIES IS CURRENTLY EXPANDING THEIR WELL FIELD NORTH OF INDIAN TOWN ROAD IN RESPONSE TO SOME DECLINING WATER QUALITIES AND PRODUCTION IN THE EXISTING FLORIDAN AND THE SUPERFICIAL WELL FIELD.
THE NEW WELLS ARE LOCATED EITHER IN JUPITER COMMUNITY PARK OR ADJACENT TO THE PARK.
THE PRIMARY PURPOSE OF THIS BUILDING, THE JUPITER COMMUNITY PARK UTILITY BUILDING IS TO SERVE AS A CENTRAL ELECTRICAL BUILDING THAT PROVIDES BOTH PRIMARY AND BACKUP POWER TO THE NEW WELLS.

THE PROJECT'S LOCATED ON THE SOUTH SIDE OF JUPITER COMMUNITY PARK AND WILL BE ACCESSED FROM THE GATED SHELL ROCK SERVICE ROAD THAT EXTENDS WEST OF THE WEST END OF EDNA RUNNER WAY.THE SITE ADDRESS IS 3377 CHURCH STREET, JUPITER, FLOOR.
THE CURRENT PROPERTY USE IS RECREATION, FUTURE LAND USE IS RECREATION AND THE ZONING DISTRICT IS PUBLIC INSTITUTIONAL.
THE BUILDING WILL BE A 2,526 SQUARE FOOT MASONRY BUILDING THAT INCLUDE A 1,600 AMP, 480 VOLT, THREE PHASE ELECTRICAL SERVICE AND AN 800 KW DIESEL GENERATOR, AND A 5,000 GALLON DOUBLE WALL DIESEL FUEL TANK.
THE GENERATOR WILL BE EQUIPPED WITH CRITICAL GRADE EXHAUST SILENCER AND VENTILATION THAT INCLUDES SOUND ATTENUATION AS WELL.
THE BUILDING ALSO INCLUDES A MEN'S AND WOMEN'S RESTROOM THAT WILL SERVE THE VISITORS OF JUPITER COMMUNITY PARK, ESPECIALLY THE SOUTH END OF THE JUPITER COMMUNITY PARK AND ALSO INCLUDES A 513 SQUARE FOOT STORAGE, GARAGE SPACE FOR PARK STAFF.
THE PROJECT MEETS ALL DEVELOPMENT STANDARDS AND CRITERIA WITH NO WAIVERS OR VARIANCE REQUESTS.
FOR THE SITE PLAN, THE BUILDING WILL PRIMARILY BE AN UNMANNED BUILDING WITH OCCASIONAL SITE VISITS FOR MAINTENANCE PURPOSES.
THE BUILDING WILL INCLUDE ONE ADA PARKING SPACE AND TWO STANDARD PARKING SPACES.
UTILITY CONNECTIONS INCLUDE A NEW FIRE HYDRANT ADJACENT TO THE SOUTHEAST CORNER OF THE BUILDING, A NEW WATER SERVICE THAT SERVES THE BATHROOMS AND WASH DOWN AREAS AND A PRIVATE LIFT STATION THAT WILL CONNECT TO LOXAHATCHEE RIVER DISTRICT'S LOW PRESSURE FOREST MAIN AT THE SOUTHEAST CORNER OF EDNA RUNNER WAY AND WASHINGTON STREET.
THE LANDSCAPING INCLUDES NATIVE TREES ON THE NORTH SIDE OF THE BUILDING AND ON THE SOUTH SIDE OF THE BUILDING.
THERE'S LANDSCAPE SCREENING THAT'LL BE PROVIDED IN THE LANDSCAPE BUFFER.
WE'RE ALSO INCLUDING LANDSCAPE BUFFER AROUND OUR ADJACENT WELL SITE.
WE ARE ALSO CONNECTING THE BUILDING TO THE SOUTHERN END OF THE SPORTS FIELD WITH A MULCHED PATHWAY.

THE FLOOR PLAN OF THE 2,526 SQUARE FOOT BUILDING INCLUDES THE REST ROOMS IN THE NORTHEAST CORNER.
THE GARAGE STORAGE SPACE IS LOCATED IN THE NORTHWEST CORNER AND WILL INCLUDE A 10 FOOT TALL,12 FOOT WIDE OVERHEAD DOOR.
THE ROOM IN THE CENTER OF THE BUILDING IS A CLIMATE CONTROLLED ELECTRICAL ROOM.
IN THE SOUTHERN ROOM WILL INCLUDE THE 100 KW GENERATOR AND THEN THE VENTILATION AND INTAKE SYSTEMS THAT INCLUDE AN AIR PLENUM ON EACH OF, I GUESS, THE EAST AND WEST SIDES OF THE BUILDING FOR SOUND ATTENUATION PURPOSES.
THOSE LOUVERS ARE 10 FOOT TALL, 14 FOOT WIDE AND WE'LL SEE THOSE IN THE ELEVATIONS COMING UP HERE.
THE BUILDING WILL BE A MASONRY CONSTRUCTION WITH A HIP ROOF AND ASPHALT SHINGLES.
THE BUILDING COLORS WERE SELECTED TO MATCH THE EXISTING CONCESSION STAND BUILDING JUST TO THE NORTH OF THIS SITE AND WITHIN THE CENTER OF JUPITER COMMUNITY PARK.
THE ASPHALT SHINGLES ARE ALSO COLOR MATCHING THAT SAME BUILDING, THE CONCESSION STAND BUILDING AND THEY'RE GREEN SHINGLES.
THESE ARE THE NORTH AND SOUTH ELEVATIONS AND THESE ARE THE EAST AND WEST ELEVATIONS.
IT SHOWS THE PRIMARY ENTRANCE FOR THE ELECTRICAL ROOM AND ALSO THE VENTILATION LOUVERS ON EACH SIDE.
WE INCLUDED A PICTURE OF THE CONCESSION BUILDING THAT'S JUST TO THE NORTH AND WITH THE BUILDING COLORS AND BUILDING LIKE THE ROOF STYLE AND JUST TO SHOW WHERE OUR INTENT WAS TO MATCH THAT BUILDING.

IT'LL INCLUDE PARK RESTROOMS. THIS IS LOCATED IN THE SOUTHERN PART OF WHAT IS CONSIDERED JUPITER COMMUNITY PARK.PROPOSED BUILDING WILL PROVIDE POWER TO MULTIPLE OF THE TOWN'S RAW WATER SUPPLY WELLS AND WILL PROVIDE FACILITIES THAT SUPPORT THE PARK.
AS DISCUSSED, THE PROPOSED HAS BEEN DESIGNED TO BE COMPATIBLE WITH THE CHARACTER OF EXISTING PARK BUILDINGS.
ADDITIONALLY, THE LANDSCAPING HAS BEEN DESIGNED TO ACCOMMODATE THE NEEDS OF THE WELL SITE WHILE RETAINING THE NATURAL CHARACTER OF THE PARK.
IT UTILIZES ONLY NATIVE PLANT TYPES CONSISTENT WITH THE SURROUNDING AREA.
ULTIMATELY, THE PROPOSED BUILDING WILL MEET THE NEEDS OF BOTH THE WELL FIELD SITE, AS WELL AS THE PARK PATRONS AND STAFF, MAXIMIZING THE REMAINDER OF THE PROPERTY FOR PUBLIC ACCESS AND PARK USE.
STAFF REVIEWED THE APPLICANT'S REQUEST AND DETERMINED THE PROPOSED IS CONSISTENT WITH A COMPREHENSIVE PLAN AND THE TOWN CODE SITE PLAN CRITERIA, SUBJECT TO THE CONDITIONS OF APPROVAL THAT WERE INCLUDED IN EXHIBIT 1.
SINCE THE TIME OF THE PARK'S ORIGINAL APPROVAL, FOUR ADDITIONAL PARCELS HAVE BEEN ADDED AND ACQUIRED BY THE TOWN, UTILIZED FOR PARK FUNCTIONS.
THESE PARCELS THAT MAKE UP THE PARK HAVE NOT BEEN UNIFIED AS PART OF THE PARKS EXPANSION.
SINCE THE PROPOSED IS INCLUDED WITHIN PARCELS THAT HAVE NOT YET BEEN UNIFIED, STAFF RECOMMENDS A CONDITION OF APPROVAL, REQUIRING THE FIVE PARCELS BE UNIFIED AS PART OF THE PARK PROPERTY.

THE LOCATION FOR SANITARY SEWER IS A LOW PRESSURE FORCE MAIN, IT'S APPROXIMATE, ABOUT 100 YARDS TO THE EAST OF US, AND THAT'S RIGHT AT, I BELIEVE, IT'S SOUTHEAST CORNER OF EDNA RUNNER WAY AND WASHINGTON STREET.
