IN THE 67 TOWN COUNCIL MEETINGS I'VE ATTENDED SINCE WE MOVED HERE, I'VE SEEN COUNCILORS RECUSE THEMSELVES WHENEVER THE COUNCIL WAS TO VOTE ON AN ITEM WHICH INVOLVED AN ENTITY IN WHICH THEY, YOU, OR EVEN A FAMILY MEMBER HAD AN INTEREST. THAT'S THE RIGHT THING TO DO. ON APRIL 18, 2023, YOU VOTED ON WHETHER TO APPROVE THAT NEW 10-YEAR CONTRACT BETWEEN TWO GOVERNMENT AGENCIES, THE TOWN OF JUPITER AND PALM BEACH COUNTY FIRE RESCUE. AT THAT TIME, COUNCILOR MAY WAS BEING PAID AS AN ELECTED TOWN COUNCILOR TO REPRESENT THE TOWN'S BEST INTERESTS. HE WAS ALSO BEING PAID BY THE PALM BEACH COUNTY FIRE RESCUE AS A FIREFIGHTER, APPROPRIATELY SO. HE WAS ALSO BEING PAID AS THE PRINCIPAL OFFICER OF THE PALM BEACH COUNTY FIRE RESCUE UNION LOCAL 2928. TO ME, THAT IS THE CLEAREST POSSIBLE EXAMPLE OF A CONFLICT OF INTEREST. YET COUNCILOR MAY DID NOT RECUSE HIMSELF IN APRIL. HE DID NOT RECUSE HIMSELF IN AUGUST. I AM AWARE THAT COUNCILOR MAY RECEIVED LEGAL CLEARANCE TO VOTE. THAT'S NOT THE SAME IN MY MIND AS A MORAL OBLIGATION TO RECOGNIZE A CONFLICT OF INTEREST. THIS, THIS SITE ACTUALLY WAS PREVIOUSLY APPROVED FOR A SITE PLAN AMENDMENT TO RAISE THE WHOLE SITE AND MAKE SOME SIGNIFICANT ENHANCEMENTS TO THE PROPERTY BACK IN 2017. THAT WAS REALLY THE FIRST EVOLUTION OF WENDY'S PROJECT. THIS REPRESENTS THE SECOND EVOLUTION OF THAT. THERE'S BEEN A NUMBER OF BENEFITS THIS TIME AROUND THAT ARE NEW FROM THE PREVIOUS ONE. MOST NOTABLY, THAT'S A FORMAL ENTRY INTO THE MUNICIPAL COMPLEX. IT WAS PREVIOUSLY JUST A ONE WAY. IT'S A REDUCTION IN THE NUMBER OF VEHICULAR CONFLICTS ON SITE BETWEEN THE DRIVE THROUGH AND PARKING. IT'S AN INCREASE IN LANDSCAPING ON SITE, MORE SO THAN WHAT WAS INCREASED LAST TIME. IT'S ALSO GOT SIGNIFICANTLY MORE DRIVE THROUGH STACKING TO REDUCE THE INSTANCES OF BEING STUCK ON INDIANTOWN ROAD, TRYING TO ACCESS THE DRIVE THROUGH DURING PEAK HOUR. THIS APPLICATION IS CONSISTENT WITH THE TOWN CODE, AS WELL AS THE COMPREHENSIVE PLAN AS IT RELATES TO REDEVELOPING NON CONFORMING USES. THE CODE AND THE COMP PLAN LAY OUT FOUR KEY THINGS FOR REDEVELOPMENT OF NON CONFORMING USES. THAT IS THAT THERE'S NO INCREASE BEYOND 10%, WHICH THIS IS A REDUCTION. THERE'S NO INCREASE IN THE NUMBER OF STORIES WHICH THIS IS NOT. THERE'S NO EXPANSION ONTO OTHER PROPERTIES, WHICH THIS PROJECT IS NOT EXPANDING FURTHER INTO ANY OTHER PROPERTY, AND THERE'S AN ELIMINATION AND A REDUCTION OF NUISANCES AND NON CONFORMITIES. AS IT RELATES TO THE DUMPSTER, THERE'S A CONDITION WITHIN THE RESOLUTION, THAT'S A CARRYOVER FROM THE PREVIOUS APPROVAL. THERE'S ALSO A DUMPSTER EASEMENT, AND THAT CROSS ACCESS EASEMENT AND THAT SIGNAGE EASEMENT, [01:15:04] I JUST MENTIONED, TOOK A SIGNIFICANT PORTION OF THE WESTERN HALF OF THIS PROPERTY. THE ESTABLISHMENT OF THIS DUMPSTER EASEMENT ESSENTIALLY OFFSETS WHAT'S BEING GIVEN BY THE APPLICANT FOR THE CROSS AXIS IN THE SIGNAGE EASEMENT AND CREATES A MUCH SAFER AND AESTHETICALLY PLEASING CONDITION ON SITE. LASTLY, THERE'S A TEMPORARY CONSTRUCTION EASEMENT AS SOME OF THE IMPROVEMENTS FOR WENDY'S ARE ON ANOTHER EASEMENT THAT'S GIVEN FROM THE BANK FOR WENDY'S TO UTILIZE FOR THEIR PURPOSES. THEIR STANDARD CONDITIONS AS IT RELATES TO UNDERGROUND UTILITIES AND SIGNAGE, LIMITING THE HEIGHT TO SEVEN FEET, AS WELL AS 90 SQUARE FEET. THERE'S A NEW CONDITION IN HERE AS IT RELATES TO THE ELECTRONIC MENU BOARD SIGN. WE FOUND OVER THE YEARS THAT THIS WAS SOMETHING THAT WAS A DESIRE OF THE COMMUNITY OF FAST FOOD RESTAURANTS, AND THERE HAVE BEEN A NUMBER OF CHANGES OVER THE YEARS, MOST SIGNIFICANTLY THE MULT THEATER. I'M SURE YOU ALL ARE FAMILIAR WITH THAT SIGN OUT THERE. WE LEARNED THAT THOSE SIGNS CAN BE STATIC IN NATURE AND THAT THE CONDITIONS THAT ARE ASSOCIATED WITH THIS PROJECT WERE TAKEN DIRECTLY FROM THAT, AND THAT'S BEEN WORKING REALLY WELL OVER THE PAST FEW YEARS AND IF IMPLEMENTED PROPERLY AND WITH THESE CONDITIONS, THOSE SIGNS CAN BE MADE TO BE EXACTLY LIKE THE EXISTING MENU BOARD SIGNAGE. WE WOULD LIMIT THE NUMBER OF TIMES THEY WOULD CHANGE. WE WOULD MAKE SURE THAT THE IMAGES WEREN'T FADING OR MOVING. WE WOULD MAKE SURE THAT THERE WAS ADJUSTABLE LIGHTING LEVELS AND THAT THEY WEREN'T FACING RESIDENTIAL. WE COULD IMPOSE THOSE CONDITIONS ON THIS SITE TO MAKE THAT NEW ELECTRONIC MENU BOARD FUNCTION JUST LIKE THE EXISTING ONE WITHOUT ALL THE ISSUES OF MAINTENANCE AND MILDEW AND THINGS THAT ARE ASSOCIATED WITH THE TRADITIONAL METHOD OF THAT. JUPITER FIRE RESCUE STAFF HAVE MET WITH STAFF FROM THE JUPITER LIGHTHOUSE AND HAVE DETERMINED TWO LOCATIONS FOR TWO NEW AEDS AT THE LIGHTHOUSE. ONE AED WILL BE INSTALLED IN THE BACKS BUILDING, WHICH HOUSES THE MUSEUM AND GIFT SHOP. THE SECOND AED WILL BE INSTALLED AT THE RESTROOM BUILDING THAT IS LOCATED AT THE FOOT OF THE LIGHTHOUSE. THE JFRD STAFF HAS PURCHASED THE AEDS, WHICH WILL BE INSTALLED LATER THIS WEEK. WE HAVE DIVISION CHIEF, TIM ROSCH OVER HERE WITH US. HE'S TAKEN THIS PROJECT ON. IN ADDITION TO ALL OF THIS, I HAPPENED TO BE STANDING IN THE LOBBY THE OTHER DAY AND TALKING TO SOME RESIDENTS. ANOTHER RESIDENT COME UP TO ME TO COMPLIMENT THE CHIEF ON HIS CPR CLASSES HE WAS GIVEN OVER THERE AND TAKING THE TIME TO MEET WITH THEM. THANK YOU, CHIEF, WE APPRECIATE THAT. OF COURSE, LAST WEEK, THE TOWN CELEBRATED THE OPENING OF FIVE NEW ENHANCED CROSSWALKS THAT THE COUNCIL HAS REQUESTED, AND THE UPCOMING COMPLETION OF THE SIXTH. THESE CROSSWALKS ARE PART OF OUR STRATEGIC INITIATIVE AIMED AT INCREASING PEDESTRIAN SAFETY IN TOWN, AND THESE SIX LOCATIONS NOW BRING THE TOWN'S TOTAL TO EIGHT NEW CROSSWALKS. WE TOOK A LITTLE BIT LONGER THAN ANTICIPATED, BUT WE'VE GOTTEN IT DONE AND I JUST WANT TO REPORT THAT OUT TO YOU. THE JUPITER POLICE DEPARTMENT CONTINUES TO MONITOR TRAFFIC ON RIVERSIDE DRIVE AT ALTERNATE A1A. HOPEFULLY, COUNSEL, YOU'VE SEEN A PRETTY BIG DIFFERENCE THERE. CHIEF BARBERA RECENTLY SHARED THAT WE'RE SEEING MINIMAL VIOLATIONS OF VEHICLES STOPPING ON THE TRACKS, AND TRAFFIC IS RUNNING SMOOTHLY SINCE THE CHANGE TO THE NO-STOPPING ON-TRACK SIGN, BUT WE'LL CONTINUE TO MONITOR THAT. OF COURSE, THIS SIGNAGE IS NEEDED AS PART OF THE TOWN'S APPLICATION FOR QUIET ZONES. THAT JPD WILL CONTINUE TO MONITOR THE INTERSECTION AND EDUCATE MOTORISTS ON THE SAFETY CONCERNS OF STOPPING ON THE TRACKS AT ALL OF OUR RAILWAY CROSSINGS. THE MEANS OF EDUCATION VARIES FROM DRIVER TO DRIVER. [01:35:02] OF COURSE, YOU ALSO KNOW THAT LAST WEEKEND WE HAD THE JUPITER JUBILEE, 100TH ANNIVERSARY. THERE WAS ABOUT A YEAR AND A HALF IN THE MAKING, AND I CAN TELL YOU, I WAS SO PROUD OF THEM BECAUSE EVERYTHING FROM START TO FINISH WAS DONE. IT'S JUST EXCELLENT. WE RECEIVED A LOT OF COMPLIMENTS FROM RESIDENTS, FROM ATTENDEES, AND WE HAD ABOUT 4,000 OR 5,000 PEOPLE THERE, SO IT'S QUITE THE TURNOUT. THEN FINALLY, JUST A REMINDER THAT WE HAVE THE GROUNDBREAKING FOR TWO NEW JUPITER FIRE RESCUE DEPARTMENT FIRE STATIONS. THE FIRST BEING CINQUEZ STATION THIS THURSDAY AT 3:00 PM. THEN THE SECOND IS OUR PIATT STATION, AND THAT IS SCHEDULED FOR FRIDAY MORNING AT 10:00 AM. AS JUST A NOTE ON THE CINQUEZ STATION, AS PROMISED TO THE RESIDENTS THERE.
