WE ARE HERE THIS EVENING TO PRESENT TO YOU THE FINAL CRA PLAN UPDATE, 2024, OUR CONSULTANT, KIM DELANEY WITH THE TREASURE COAST REGIONAL PLANNING COUNCIL WILL BE GOING THROUGH SOMEWHAT OF AN ABBREVIATED PRESENTATION FROM WHAT YOU'VE SEEN BEFORE, SINCE YOU'VE SEEN THIS ON A COUPLE OF OCCASIONS AND WE'VE BEEN WORKING ON THIS DILIGENTLY FOR ABOUT A YEAR, VERY SUCCESSFULLY WITH THE CONSULTANT AND STAFF COLLABORATING.

I'M ALSO PLEASED TO REPORT THAT THE LOCAL PLANNING AGENCY, YOUR PLANNING AND ZONING COMMISSION, ON NOVEMBER 12, DID FIND THAT THE PROPOSED AMENDMENTS WERE CONSISTENT WITH THE TOWN'S COMPREHENSIVE PLAN WITH A UNANIMOUS VOTE.

WITH THAT, I WILL PASS THINGS OVER TO MISS DELANEY.

AS JOHN MENTIONED, WE'VE BEEN IN THE DATE PROCESS WITH YOU FOR IT'S ACTUALLY ABOUT 14 MONTHS OR SO.

A YEAR AGO, WE HAD A CRA BOARD WORKSHOP TO GET INPUT FROM THE BOARD TO SET THE TONE FOR THE PLAN.

AT THAT WORKSHOP, WE PROMISED THAT WE WOULD TRY TO BE BACK WITHIN A YEAR, SO WE LANDED JUST THAT ONE YEAR WITH A FULLY COMPLETED CRA PLAN UPDATE FOR YOUR CONSIDERATION FOR TONIGHT.

TONIGHT'S PRESENTATION, AS JOHN MENTIONED, IS VERY HIGH LEVEL.

THE BOARD IS VERY FAMILIAR WITH THE PLAN, BUT NOT ALL THE MEMBERS OF THE PUBLIC ARE.

WE HAVE A HIGH LEVEL PRESENTATION JUST TO TOUCH ON THE MAIN POINTS FOR THE BENEFIT OF THE PUBLIC ARE THE FULL CRA PLAN DOCUMENT IS AVAILABLE ON THE TOWN'S WEBSITE.

AS WILL THIS PRESENTATION AND THE BACKGROUND PRESENTATIONS THAT HAVE BEEN PRESENTED OVER TIME.

WITH THAT, AGAIN, JUST FROM A HIGH LEVEL, THE JUPITER CRA ENCOMPASS ABOUT JUST UNDER 400 ACRES.

IT WAS EXPANDED JUST A BIT TO ITS CURRENT SIZE IN 2012.

MOST OF THE PROPERTY IS UPLAND, ABOUT 252 ACRES AND ABOUT JUST UNDER 150 ACRES OF SUBMERGED LANDS.

THE CRA HAS BEEN VERY SUCCESSFUL, REALLY SIGNATURE PROJECTS FOR BOTH THE COUNTY AND THE REGION.

I WAS TALKING TO YOUR STAFF EARLIER BEFORE THE MEETING.

AS WE THINK ABOUT THE JUPITER CRA, IT'S THE COVER OF THE PHONE BOOK.

IT'S THAT PLACE.

IT'S THE ICONIC PLACE THAT REPRESENTS THE QUALITY DESTINATION THAT PALMACH COUNTY OFFERS.

THE CRA HAS INSTRUMENTAL IN HELPING MAINTAIN, RESTORE, AND ENHANCE THE KEY NATURAL RESOURCES THAT THE CRA CELEBRATES, THE WATERFRONT AND THE UPLANDS, RIVERWALK, CREATING PUBLIC ACCESS, FOR THE MANY RESIDENTS THAT DON'T HAVE DIRECT WATERFRONT ACCESS, THE RIVERWALK CREATES THAT WATERFRONT ACCESS FOR YOUR RESIDENTS AND FOR THE REGION.

SUCCESSFUL PUBLIC PRIVATE PARTNERSHIPS.

THERE'S BEEN PUBLIC PARKING CREATED IN INLET VILLAGE, HARBOR SIDE, ACCOMPLISHED, BRINGING IN HOSPITALITY AND MORE INTENSIVE RETAIL, ONE OF THE IDEAS IN THE BACKGROUND OF THE CRA PLAN, AND IT IS, AGAIN, ONE OF THE MOST SCENIC DESTINATIONS IN THE COUNTY AND THE REGION.

A COUPLE OF IMAGES OF THE TYPES OF IMPROVEMENTS THAT HAVE BEEN MADE.

AGAIN, THE RIVERWALK IS A SIGNATURE CAPITAL IMPROVEMENT.

THE PLAN SUGGESTS THERE'D BE CONTINUED INVESTMENT IN THE RIVERWALK GOING FORWARD TO ACCOMPLISH ITS COMPLETION.

THE WATERFRONT RESTORATION AND ENVIRONMENTAL ENHANCEMENT ACTIVITIES OF THE CRA HAS UNDERTAKEN HAVE BECOME MODELS IN THE REGION, LIVING SHORELINES AND OYSTER BED RESTORATION REALLY CORRESPOND TO MAKING A BETTER PLACE FOR ECONOMIC INVESTMENT.

THAT'S THE RELATIONSHIP BETWEEN THOSE ACTIVITIES OF THE CRA UNDERTAKES, BE THEY ON PRIVATE LAND OR PUBLIC AND THE INVESTMENT CLIMATE THE CRA IS ABLE TO ESTABLISH TO CREATE A SUCCESSFUL DISTRICT.

THAT'S THE NEXUS IN THOSE ACTIVITIES WITH RESPECT TO THE STATUTORY OPPORTUNITIES THAT ARE CREATED FOR REDEVELOPMENT IN FLORIDA STATUTE.

WITH RESPECT TO SCHEDULE, WE HAVE HAD ABOUT A 14 MONTH PROCESS FOLLOWING DUE DILIGENCE, WE WERE WITH YOU AS A BOARD TO GET INPUT ABOUT PRIORITIES.

WE'VE HAD VERY DELIBERATE PUBLIC ENGAGEMENT OVER TIME, AND SO IN ADDITION TO STAKEHOLDER INTERVIEWS AND FOCUS GROUP INTERVIEWS WITH RESIDENTS, WITH PROPERTY OWNERS, AND BUSINESS OWNERS.

WE ALSO HAD A FAIRLY WELL ATTENDED PUBLIC WORKSHOP IN THE SPRING OF THIS YEAR.

THAT WAS FOLLOWED BY A CRA BOARD WORKSHOP IN SEPTEMBER TO CONVEY BACK TO YOU WHAT WE HEARD FROM THE PUBLIC AND THE KINDS OF CHANGES THAT ARE RECOMMENDED IN THE PLAN AS A RESULT.

WE'VE COMPLETED THOSE CHANGES, PRESENTED THEM TO THE LOCAL PLANNING AGENCY, AS JOHN MENTIONED, EARLIER THIS MONTH OR LAST MONTH RATHER, AND THE BOARD RECOMMENDED TO YOU AS A CRA BOARD THAT IT FINDS THE PLAN IS CONSISTENT WITH THE COMPREHENSIVE PLAN.

IT REALLY CONDUCTS THAT REVIEW AS A COURTESY TO YOU AS A CRA BOARD, AND THEN YOUR ACTIONS TONIGHT ARE TO REVIEW THE PLAN AND MAKE A RECOMMENDATION TO THE TOWN COUNCIL.

I KNOW IT'S THE SAME MEMBERS SITTING IN THOSE SEATS, BUT THAT'S ACTUALLY HOW THOSE RESPONSIBILITIES FALL OUT.

TONIGHT'S ACTION FOR THE BOARD IS TO REVIEW THE PLAN AND PROVIDE A RECOMMENDATION TO THE TOWN COUNCIL, WHERE YOU'LL BE COMING BACK IN JUST TWO WEEKS TO TAKE ACTION ON THE CRA PLAN TO IMPLEMENT THE UPDATES TO THE DOCUMENT.

THERE ARE SOME PARTICULAR REVISIONS JUST TO CALL OUT FOR BOTH THE BOARD AND THE MAYORS OF THE PUBLIC.

IF YOU'VE BEEN FOLLOWING THE JOURNEY, THE AREA PLAN IS, IT'S ABOUT A 350 PAGE DOCUMENT ACTUALLY WITH ALL THE ATTACHMENTS AND OF THAT, IT'S ABOUT 114 PAGES OR SO OF TEXTS.

THE PLAN IS ORGANIZED AS A TOOLBOX, IF YOU WILL, AND THERE'S A BACKGROUND INFORMATION AND A HISTORY OF THE DISTRICT.

THERE ALSO IS A SERIES OF PROJECTS AND PROGRAMS. THAT ARE TOOLS IN THE TOOLBOX.

IT GIVES THE CRA BOARD THE ABILITY TO IMPLEMENT THOSE PROJECTS AND PROGRAMS OVER TIME AS THE BOARD SEES FIT.

THOSE INVESTMENT PRIORITIES ARE AT THE DISCRETION OF THE CRA BOARD ANNUALLY WITH YOUR BUDGET APPROVAL OR DURING THE COURSE OF THE YEAR AS YOU DEEM APPROPRIATE.

THE KEY CHANGES JUST TO CALL OUT FOR THE BOARD, BASED ON YOUR SEPTEMBER INPUT.

THERE ARE FOUR PARTICULAR CHANGES.

THE COMPLETED PROJECTS TABLE AT THE BEGINNING OF THE PLAN HAS BEEN MODIFIED TO ADD SOME ADDITIONAL PUBLIC PRIVATE LAND ACQUISITION AND RIVERWALK IMPROVEMENTS JUST TO DETAIL THOSE THINGS WHERE THE CRA HAS DONE SUCH A REMARKABLE JOB IN GETTING THE RIVERWALK COMPLETED WITH PRIVATE ENGAGEMENT.

THERE'S A NEW MAP THAT DETAILS PUBLIC WATERFRONT ACCESS AND AMENITIES, AND I'LL PULL THE SLIDE UP THAT ILLUSTRATES THAT.

THERE'S A NEW PROGRAM THAT'S BEEN ADDED, WHICH RELATES TO LAUNCHES FOR PERSONAL WATERCRAFT.

AS A PRIORITY THE BOARD TALKED ABOUT AT ITS LAST WORKSHOP, AND A NEW PROGRAM HAS BEEN ADDED FOR THAT.

THEN FINALLY, THERE'S NOW SUMMARIES OF BOTH THE CRA PROJECTED REVENUES AS WELL AS THE PROJECTED COSTS OF REDEVELOPMENT.

THOSE ARE ALL ELEMENTS, OF COURSE, THAT ARE REQUIRED BY STATUTE TO BE INCLUDED IN THE PLAN.

I HAVE SLIDES TO JUST TOUCH ON EACH OF THOSE THINGS AS WE GO FORWARD.

WITH RESPECT TO THE CAPITAL PROJECTS LISTING IN THE PLAN, THIS SLIDE INCLUDES THE PROJECTS ON THE LEFT HAND SIDE AND THE PROGRAMS ON THE RIGHT.

AGAIN, THE CRA CAN PICK AND CHOOSE AS IT FEELS APPROPRIATE FROM THIS LIST AND IMPLEMENT PROJECTS OVER TIME AS NEEDED AND PROGRAMS WHERE THEY'RE NECESSARY.

THE ONE NEW ITEM UNDER ITEM D, THERE'S A LITTLE NEW UNDERLINED THERE, AND THAT'S A NEW PROGRAM, WHICH IS TO ALLOW THE CRA TO INVEST IN LAUNCHES FOR PUBLIC WATERCRAFT, TO CREATE MORE PUBLIC WATERFRONT ACCESS, MORE AWARENESS OF THE WATERWAY, AND ALSO TO HELP PROTECT THE ENVIRONMENTAL RESOURCE THAT IS THE SIGNATURE FOR THE DISTRICT.

AGAIN, REMINDING THE BOARD AND JUST CALLING THIS OUT, BOTH FOR THE BOARD AND THE PUBLIC.

THERE ARE A SERIES OF PROJECTS THAT WERE COMPLETED BY THE CRA.

THOSE HAVE BEEN TAKEN OUT OF THE PLAN BECAUSE THEY'RE JUST NOT NECESSARY.

THEY'RE RETAINED IN THE ARCHIVAL DOCUMENTS, BUT WE'VE ACCOMPLISHED THOSE THINGS.

WE DON'T NEED TO INVEST IN THEM GOING FORWARD.

BUT THE ONE KEY REMOVAL FROM THE PLAN IS THE IDEA OF THE CRA FUNDING A PARKING GARAGE.

IT'S BEEN A LOT OF PARKING DISCUSSION AS PART OF THE INPUT THAT WE'VE RECEIVED THROUGH THE COURSE OF THE PLAN.

THERE'S NOTHING IN THE PLAN THAT SUGGESTS A PARKING GARAGE COULDN'T BE CONSTRUCTED BY THE PRIVATE SECTOR.

BUT BASED ON THE INPUT THAT WE'VE RECEIVED AND THE PRIORITIES WE'VE HEARD FROM YOU AS A BOARD, THERE'S NO LONGER A PROGRAM FOR THE CRA TO BUILD A PARKING GARAGE WITH PART OF ITS TIFF REVENUE.

IT COULD BE ADDED IN AT A FUTURE POINT IF YOU WANTED TO, BUT AT THIS POINT IN TIME, THAT'S WHAT THE INPUT HAS BEEN ON THAT SUBJECT.

THE CRA PLAN, OF COURSE, INCLUDES A MAP TO DELINEATE WHERE THE DIFFERENT PROJECTS ARE LOCATED.

FROM NORTH TO SOUTH, CERTAINLY A LOT OF RIVERWALK IMPROVEMENT TO REMAINING TO BE COMPLETED THROUGHOUT THE DISTRICT REALLY ALONG THE WATERWAYS.

THE PUBLIC WATERFRONT ACCESS HAS BEEN A CONTINUED THEME AND THERE ARE TWO KEY PARK PROPERTIES, PIET PLACE AND INLET VILLAGE MARINA THAT ARE CALLED OUT TO RECEIVE ADDITIONAL IMPROVEMENT OVER TIME TO BUILD THE WATERFRONT ACCESS AND ENJOYMENT WITHIN THE DISTRICT.

THERE WE GO. ON THAT MAP.

A NEW MAP THAT'S BEEN ADDED IS A MAP THAT INDICATES WATERFRONT PUBLIC ACCESS AND AMENITIES.

FOLLOWING THE BOARD'S DISCUSSION, THOSE RESOURCES LIKE WHERE CAN YOU PARK AND CAN YOU USE A RESTROOM AND WHERE CAN YOU GET TO THE RIVERWALK.

THOSE ARE ALL IDENTIFIED ON THIS MAP.

AGAIN, CALLING OUT BOTH PIET PLACE AND INLET VILLAGE MARINA AS TWO KEY PUBLIC RECREATIONAL PARCELS THAT WOULD BE EXPECTED TO SEE INCREASED INVESTMENT OVER TIME.

AS I MENTIONED, LAUNCHES FOR PERSONAL WATERCRAFT IS A NEW PROGRAM THAT'S BEEN ADDED TO THE CRA PLAN, THE PLAN DETAILS THE BENEFITS OF ADDING THOSE LAUNCHES TO THE WATERWAY, AGAIN, BOTH CREATING PUBLIC WATERFRONT ACCESS AND OPPORTUNITY TO ADD TO INCREASED ENVIRONMENTAL AWARENESS OF THE WATERFRONT RESOURCES THAT YOU HAVE, AND ALSO BY VIRTUE OF THEIR INSTALLATION, ADD ADDITIONAL LAYERS OF PROTECTION TO THE WATERWAYS.

AGAIN, ADDED A PROGRAM.

IT WOULD BE EXPECTED THAT THOSE IMPROVEMENTS WOULD BE FUNDED IN PART BY THE CRA, BUT WITH A LOT OF GRANT DOLLARS COMING IN, THEY'RE VERY SUCCESSFUL GRANT FUNDED ACTIVITIES FOR LOCAL GOVERNMENTS.

ENVIRONMENTAL RESOURCES ARE A HALLMARK OF THE JUPITER CRA.

THE PLAN INCLUDES BOTH PROJECTS AND PROGRAMS DESIGNED TO IMPROVE, ENHANCE, AND RESTORE ENVIRONMENTAL RESOURCES WITHIN THE DISTRICT.

THIS MAP ILLUSTRATES THE LOCATIONS WHERE THOSE RESOURCES ARE LOCATED, ESSENTIALLY, IT'S THE ENTIRE WATERFRONT OF THE CRA AS WELL AS SOME OF THE UPLANDS THAT ARE IDENTIFIED IN GREEN.

THE RIVERWALK HAS BEEN THE OTHER VERY SIGNATURE CAPITAL INVESTMENT THE CRA HAS UNDERTAKEN.

THE PLAN INCLUDES ALL OF THE MISSING PIECES, IF YOU WILL, TO COMPLETE THE RIVERWALK, WHICH ARE IDENTIFIED ON THIS MAP, BOTH THE PRIMARY ALIGNMENT AND SOME ADDITIONAL ALIGNMENTS THAT WOULD TAKE FOLKS OUT ALONG THE WATERWAY, FOR EXAMPLE, AT PIET PLACE.

THE OTHER THING TO MENTION, OF COURSE, IS THAT THE FLORIDA SUN TRAIL PROGRAM IS A COMPONENT, IF YOU WILL, OF THE RIVERWALK SYSTEM.

THIS PROCESS HAS ACTUALLY ALLOWED THE TOWN TO ACCELERATE ITS FUNDING THROUGH THE SUN TRAIL PROGRAM AND THE COMPONENTS OF THE RIVER WALK THAT WOULD BE ALONG US 1, LEADING UP TO THE JUPITER FEDERAL BRIDGE AND THEN CONTINUING OUTSIDE OF THE CRA DISTRICT OVER

THE BRIDGE AND UP TO BEACH ROAD ARE ALL NOW PRIORITIZED FOR FUNDING WITHIN DISTRICT 4, WHICH IS REALLY A NICE WIN, AND THIS PROCESS HAS ALLOWED THE TOWN TO REALLY EMPHASIZE HOW IMPORTANT IT IS TO COMPLETE THAT IMPROVEMENT, AND THE PLANETS WERE ALIGNED WITH ADDITIONAL SUN TRAIL FUNDING AVAILABLE, SO THAT'S A QUICK VICTORY.

THAT'S 100% FUNDING BY THE STATE, BY THE WAY, FOR THE SUN TRAIL SYSTEM.

COMPLETE STREETS IN THE MANY DIFFERENT FLAVORS THAT COMPLETE STREETS PROJECTS OCCUR ARE DETAILED IN THE PLAN.

EVERYTHING FROM ROADWAY IMPROVEMENTS TO BIKE SHARING, RIDE SHARING, WATER TAXIS, LOCAL TRANSIT, PARDON ME, AND IMPROVEMENTS LIKE THE RIVERWALK PROMENADE ARE ALL CAPTURED UNDER THE COMPLETE STREETS UMBRELLA.

EV CHARGING AS WELL, I FORGOT, BOTTOM LEFT HAND SIDE, AND SO THOSE DIFFERENT TYPES OF IMPROVEMENTS ARE IDENTIFIED AS CANDIDATES FOR CRA INVESTMENT GOING FORWARD.

REALLY, PARKING IS THE HALLMARK OF A SUCCESSFUL DISTRICT.

IF YOU DON'T HAVE A PARKING PROBLEM, THOSE COMMUNITIES WISH THEY HAD A PARKING PROBLEM BECAUSE PEOPLE AREN'T COMING.

WHEN PEOPLE ARE COMING, THEN YOU HAVE A PARKING PROBLEM.

IT MEANS YOU'VE DONE SOME THINGS RIGHT QUITE HONESTLY.

THAT SAID, IT'S ALSO A TRICKY CHALLENGE TO BALANCE PARKING AND MAINTAINING THE TOWN SCALE THAT IS WHAT REALLY CHARACTERIZES JUPITER AS A UNIQUE DESTINATION.

FOR THE MEMBERS OF THE PUBLIC THAT AREN'T FAMILIAR, THE JUPITER CRA IS FUNDED THROUGH TAX INCREMENT FINANCING, REFERRED TO AS TIF.

TAX INCREMENT FINANCING IS A FINANCING MECHANISM ONLY AVAILABLE TO CRAS IN FLORIDA.

THE WAY TAX INCREMENT FINANCING WORKS IS THAT AN AGENCY, A CRA, CAN ESTABLISH A BOUNDARY AND THE CRA HAS A 399-ACRE BOUNDARY, AND WHEN THE CRA IS ESTABLISHED, THE TOTAL VALUE OF PROPERTIES IN THE DISTRICT BECOME THE BASE FOR FUTURE INCREMENTAL FUNDING, IF YOU WILL.

THE TOTAL TAXABLE VALUE IN THE JUPITER CRA WHEN THE CRA WAS CREATED WAS ABOUT $167 MILLION, TTV IS TOTAL TAXABLE VALUE.

THAT'S THE BASE FROM WHICH THE TOWN AND THE COUNTY CONTINUE TO GET REGULAR TAXES EVERY YEAR GOING FORWARD.

BUT AS PROPERTY VALUES INCREASE, WHEN YOU HAVE A TIF DISTRICT IN PLACE, THOSE TOWN AND COUNTY TAX DOLLARS ON THE INCREMENTAL INCREASE ARE REDIRECTED INTO WHAT'S CALLED A REDEVELOPMENT TRUST FUND.

THAT TRUST FUND CAN ONLY BE USED TO IMPLEMENT AN ADOPTED CRA PLAN.

THOSE PROJECTS AND PROGRAMS THAT WE'VE TALKED ABOUT ARE THE TYPES OF THINGS THE CRA CAN INVEST IN.

THE CRA HAS THE LATITUDE TO PRIORITIZE THOSE DOLLARS ON AN ANNUAL BASIS OR AS NEEDED DURING THE YEAR, BUT THAT'S WHERE THOSE DOLLARS ARE ALLOWED TO BE SPENT.

THEY CAN'T BE SPENT OUTSIDE OF THE TIF DISTRICT, IN THIS CASE, THE CRA DISTRICT.

THEY CAN ONLY BE SPENT WITHIN THE DISTRICT, AND THEY CAN ONLY BE SPENT ON PROJECT AND PROGRAMS THAT ARE IN AN ADOPTED CRA PLAN.

THAT'S WHY THE UPDATE IS SO IMPORTANT.

THE BOARD AND THE TOWN CAN HAVE AN UPDATED INVENTORY OF THINGS IT CAN SPEND MONEY ON OR IT ALLOWS ITSELF TO SPEND MONEY ON, AND THE PUBLIC HAS THAT AWARENESS.

AGAIN, WITH RESPECT TO THE JUPITER CRA IN THE BASE YEAR FOR FY 2004, WHEN THE CRA IS ESTABLISHED, WE HAD A $167 MILLION TOTAL TAXABLE VALUE.

IF WE FAST FORWARD, YOU CAN SEE THE RISE AND FALL IN THE ECONOMY IN THIS GRAPH BECAUSE THIS IS AN ANNUAL GRAPH WHERE TIME IS GOING ALONG THE BOTTOM, AND MILLIONS OF DOLLARS ARE GOING UP THE Y-AXIS OR UP THE VERTICAL AXIS.

WHEN YOU TAKE THE GREEN LINE TO ITS POINT OF CONCLUSION, WHICH IS FY 2025, OUR TOTAL TAXABLE VALUE FOR THIS FISCAL YEAR IS 717 MILLION.

THAT'S A $515 MILLION INCREASE OVER THE BASE OR AN INCREASE IN TOTAL TAXABLE PROPERTY VALUES OF ABOUT 328%, WHICH IS REALLY A REMARKABLE ACCOMPLISHMENT.

THAT CONSTITUTES THE BASIS FROM WHICH TIF DOLLARS ARE GENERATED.

THEN GOING FORWARD, THROUGH THE FY 2034, WHICH IS WHEN THE CRA IS EXPECTED TO SUNSET.

THE FINANCE DEPARTMENT PROJECTS THAT YOU'LL HAVE ABOUT A BILLION DOLLARS OF TOTAL VALUE IN THE DISTRICT AT THAT POINT IN TIME, WHICH IS ABOUT A 500% INCREASE OVER THAT 30-YEAR LIFESPAN, WHICH IS REALLY JUST FOR ME AS A PLANNER IN DOING THIS WORK, I TAKE A MOMENT OF PAUSE AND THINK TO MYSELF, WOW, WHAT A SUCCESSFUL EFFORT FOR AN AGENCY TO INVEST ITS DOLLARS SO STRATEGICALLY TO PRODUCE A 500% INCREASE IN VALUE.

NOW, OTHER THINGS HAVE HELPED BECAUSE THE ECONOMY HAS BEEN KIND TO FLORIDA AND THE ECONOMY HAS BEEN KIND PARTICULARLY TO PALM BEACH COUNTY, AND NORTHERN PALM BEACH COUNTY.

BUT THAT SAID, WE REALLY AS AN AGENCY, HAVE INVESTED DOLLARS IN A PRODUCTIVE MANNER BECAUSE AT A MINIMUM, WE'VE HELPED THAT TREND ALONG AND CREATED THIS WONDERFUL SET OF RESOURCES THAT HAVE PUBLIC ACCESS AND A CLEANER WATERWAY,

AND A MORE ATTRACTIVE INVESTMENT CLIMATE.

THIS IS THE BACKSTORY WITH RESPECT TO REVENUE, AND THEN THE NEXT SLIDE THEN CARRIES THAT FORWARD INTO TIF REVENUE.

WITH RESPECT TO TIF, AS I MENTIONED, THE TOWN AND COUNTY CONTINUE TO HAVE TAX REVENUE YIELD FROM THE BASE, THE $167 MILLION BASE.

BUT EVERY YEAR, ONCE THIS AREA WAS ESTABLISHED, THE TOWN WAS ABLE TO COLLECT TOWN AND COUNTY AD VALOREM REVENUE ON THE INCREMENTAL INCREASE AND DIRECTED INTO THE CRA.

THIS GRAPH ILLUSTRATES THE RELATIONSHIP BETWEEN THE TOWN'S PORTION OF THE TIF, WHICH IS IN THE GREEN AT THE BOTTOM, AND THE COUNTY'S PORTION OF THE TIF, WHICH IS IN THE BLUE AT THE TOP.

THERE'S A TAX DIFFERENTIAL.

CLEARLY, WE WERE ABLE AS A TOWN TO LEVERAGE ADDITIONAL MONIES COMING IN BECAUSE THE COUNTY HAS A HIGHER TAX RATE.

THAT SAID, IN YEAR 1, THE AGENCY RECEIVED ABOUT $290,000 IN TIF.

IN THIS FISCAL YEAR, IT'S HAD ABOUT 3.38 MILLION IN TIF REVENUE, WHICH IS ABOUT A $3.1 MILLION INCREASE OVER TIME.

THEN PROJECTED LONG-TERM, THE EXPECTATION IS IN 2034, THE CRA WILL RECEIVE ABOUT 5.5 MILLION IN TIF.

THAT GIVES US I THINK ABOUT A 72-$73 MILLION TOTAL TIF REVENUE, SCOTT, YOU'LL TELL ME IF I'M OFF BASE. I'M RIGHT? GOOD. AT THAT RATE, WE HAVE COLLECTED ABOUT $55 MILLION IN TIF IN THE AGENCY TO THIS POINT IN TIME, WE HAVE ABOUT 28 OR SO MILLION TO GO.

THAT'S BASED ON THAT PROJECTED TOTAL VALUE THAT WOULD APPROACH ABOUT A BILLION DOLLAR IN 2034.

THAT'S THE REVENUE SIDE OF THE HOUSE.

ON THE EXPENDITURE SIDE OF THE HOUSE, THE NEXT TWO SLIDES SUMMARIZE THE ESTIMATED COSTS OF THE TYPES OF CAPITAL PROJECTS THAT ARE DETAILED IN THE PLAN.
