NEW BUSINESS, COMMUNITY REDEVELOPMENT PLAN 2024 AMENDMENT.THIS IS INITIATED BY THE TOWN STAFF.

BEING THE SECOND PROJECT MANAGER, I'M GOING TO PITCH IT FOR HER. GRAB MY NOTES.
THIS IS THE PRESENTATION WITH A LITTLE AUGMENTATION THAT WAS PRESENTED TO THE CRA, THE COMMUNITY DEVELOPMENT AGENCY.
THERE'S THREE MAIN ITEMS THAT I'LL BE GOING OVER TO TONIGHT, WHICH INCLUDE BACKGROUND AND HISTORY.
I'M GOING TO GO INTO THAT A LITTLE BIT DEEPER SINCE THIS BOARD DOESN'T NORMALLY LOOK AT COMMUNITY DEVELOPMENT AGENCY ITEMS AS WELL AS GOING THROUGH THE PUBLIC INPUT PROCESS THAT HAS OCCURRED WITH THE COMMUNITY DEVELOPMENT PLAN UPDATE, AND THEN GOING OVER INDIVIDUAL PROJECTS AND PROGRAMS THAT ARE PROPOSED IN ORDER TO UPDATE THE ACTUAL PLAN.
WE LOOKED TO AMEND THE CRA PLAN TO BASICALLY CHANGE THE GOALS BASED ON THE POLICIES AND STRATEGIC PRIORITIES THAT HAVE CHANGED OVER THE YEARS.
THE CRA WAS ORIGINALLY ADOPTED IN 2002.
THE WHOLE REASON WHY WE DO A COMMUNITY REDEVELOPMENT PLAN IS TO INCENTIVIZE REDEVELOPMENT.

WE'VE BEEN VERY SUCCESSFUL, AND WE'RE ONE OF THE AS TREASURE COAST REGIONAL PLANNING COUNCIL SAYS IS THAT WE'RE POSTER CHILD FOR BEING SUCCESSFUL WITH REDEVELOPMENT AGENCIES, AND WE'VE MET SIGNIFICANT CHALLENGES, ECONOMIC CHALLENGES, AND INVESTMENT IN THE CRA.THE CRA ITSELF IS APPROXIMATELY 400 ACRES.
IT WAS ORIGINALLY IN 2002, AROUND 397 ACRES.
A LARGE PORTION OF THAT IS IN UPLAND, BUT ABOUT A THIRD IS SUBMERGED IN WATER.
NOW IN 2012, THE CRA WAS UPDATED TO INCREASE ANOTHER TWO ACRES, AND THAT'S THE AREA, THE BOUNDARY AND RED THAT YOU SEE ON THE MAP TODAY.
THE TOWN REQUESTED TREASURE COAST REGIONAL PLANNING COUNCIL TO ADDRESS THREE MAIN ITEMS IN THEIR UPDATE.
ONE IS DUE DILIGENCE IS THE BACKGROUND RESEARCH, EXISTING CONDITIONS, AND THEN WHAT OPPORTUNITIES THERE ARE.
THE THIRD WAS TO DO SIGNIFICANT PUBLIC ENGAGEMENT, AND IT INCLUDED ONE-ON-ONE MEETINGS ON FOCUS GROUPS AND INTERVIEWS, AS WELL AS INDIVIDUALS FROM THE CRA BOARD AND THREE PUBLIC WORKSHOPS.
THE PLAN UPDATE ITSELF IS A COMPLETE RESTRUCTURING OF THE LAST UPDATE, WHICH WAS IN 2012.
THIS IS TO MAKE IT MORE EASY, MORE READER FRIENDLY, AND JUST MORE DIGESTIBLE AND MORE INTUITIVE IN GOING THROUGH THE ACTUAL AND THUMBING THROUGH.
YOU DON'T HAVE TO READ THE WHOLE THING, YOU CAN GO TO THE ITEMS THAT YOU WANT TO LOOK AT.
THEN THE IMPORTANT UPDATES WERE ALSO SHOWN IN THE GOALS, OBJECTIVES, AND POLICIES.
THAT AREA WAS ACTUALLY STRICKEN AND UNDERLINED, SO YOU COULD SEE THE SPECIFIC CHANGES IN THAT, AND THEN IT WAS REFORMATTED AS WELL.
UPDATED PROJECTED COSTS AND REVENUES ARE ALSO INCLUDED FOR TODAY'S COST, $2,012 ARE NOT THE SAME AS 2024 OR EVEN 2025, AS WE ALL KNOW, IF YOU'VE DONE A CONSTRUCTION PROJECT LATELY.
THE PLAN IS MEANT TO BE A TOOLBOX FOR REDEVELOPMENT.
IT'S NOT TO ENCOMPASS EVERYTHING, IT'S NOT TO BE VERY SPECIFIC, IT'S TO PROVIDE A VERY GENERAL AND FLEXIBLE PLAN SO THAT IT CAN MOVE WITHIN THE LAST 10 YEARS IN WHICH THE CRA PLAN WILL BE EXISTING.
SOME THE CAPITAL PROJECTS REMAIN SITE SPECIFIC, BUT THEN OTHERS ARE ALSO MORE GENERAL.
HERE'S THE ANTICIPATED PROJECT SCHEDULE AND STARTING FROM THE CRA PLAN THAT I STARTED WORKING ON THIS IN DECEMBER 2022, ACTUALLY.
THEN WE PREPARED SOMETHING FOR COUNCIL.
THEN TREASURE COAST REGIONAL PLANNING COUNCIL GOT INVOLVED.
WE'VE GONE THROUGH A SERIES OF WORKSHOPS, STAKEHOLDERS MEETINGS.
WE'VE HAD THREE WORKSHOPS, SEVERAL PLAN AMENDMENTS, REVISIONS WITH STAFF AND GOING BACK AND FORTH WITH THE CRA.
THEN WHAT YOU SEE BEFORE YOU TONIGHT HAS ALSO BEEN DISTRIBUTED TO PALM BEACH COUNTY AND ALL OF THE OTHER TAXING AGENCIES THAT ARE PART OF THE CRA THAT WOULD BE TAXED IN THIS AREA.
JUST GIVING A LITTLE BACKGROUND FOR YOU ON WHAT IS A COMMUNITY REDEVELOPMENT AGENCY, AND IT'S DEFINED AS A DEPENDENT SPECIAL DISTRICT IN WHICH ANY FUTURE INCREASE IN PROPERTY VALUES ARE SET ASIDE TO SUPPORT ECONOMIC DEVELOPMENT WITHIN THAT DISTRICT.
FROM A HIGH LEVEL IN FLORIDA, THE LOCAL PLANNING AGENCY LOOKS AT CRAS IN A MORE GENERAL VIEW.
CRAS ARE DEPENDENT ON SPECIAL DISTRICTS THAT ARE ESTABLISHED BY THE TOWN, BUT THEY STILL MAINTAIN THE LEGISLATIVE REQUIREMENTS.
WHATEVER YOU SEE FOR LOCAL PLANNING AGENCIES FOR REZONING, FUTURE LAND USE, THAT'S A SEPARATE PROCESS THAT STILL IS IN PLAY.
THE COMMUNITY REDEVELOPMENT AGENCY IS ITS OWN SEPARATE ENTITY THAT USES THE SPECIAL FINANCING IN ORDER TO INCENTIVIZE REDEVELOPMENT.
IN ORDER TO DO SO, AT THE VERY BEGINNING IN 2001, WE ACTUALLY THE TOWN HAD TO DO A FINDING OF SLUM AND BLIGHT.

WAS THIS AREA SLUM AND BLIGHT? WELL, YES, BECAUSE WE WERE ABLE TO LOOK AT A LACK OF INFRASTRUCTURE, A LACK OF INVESTMENT.IF YOU WERE HERE, I DON'T KNOW WHO HAS BEEN HERE SINCE THE '80S, FOR EXAMPLE, MR. GUISINGER, US1 WAS THE MAIN ROAD.
THEN WHEN INDIAN TOWN ROAD WAS CONNECTED TO I95, IT PULLED ALL THE INVESTMENT AWAY FROM US1, AND WE WERE GETTING THINGS LIKE WALMART THAT WANTED TO INVEST ON US1 AND BACK UP TO THE INTERCOSTAL WATERWAY.
IF YOU CAN IMAGINE THAT, IT SPURRED SOME THOUGHT THERE ON MAYBE WE NEED TO DO SOMETHING ABOUT THAT.
NOT ONLY THAT, WE HAD VACANT AND UNDER UTILIZED PROPERTIES, OR PROPERTIES THAT WERE LACKING CERTAIN INFRASTRUCTURE.
WHEN WE DID THE FINDINGS OF NECESSITY, WE HAD TO GO THROUGH ALL OF THE REQUIREMENTS OF THE COUNTY BECAUSE THE COUNTY HAD TO AGREE TO IT.
THEN WE CREATED THE SPECIAL REDEVELOPMENT DISTRICT FOR THE CRAS.
NOW, WHAT ARE THE PURPOSES OF THE CRA? THE CRA IS TO REMEDY CONDITIONS, INFRASTRUCTURE, TO LAND ACQUISITION, TO CODE ENFORCEMENT, AND POLICING.
IT'S IMPORTANT TO NOTE THAT LAND USE, ZONING, AND DEVELOPMENT APPROVALS, AS I HAD MENTIONED BEFORE, REMAIN WITH THEIR EXISTING PROCESSES, SO THIS IS A SEPARATE PROCESS.
WE LOOK AT THOSE THINGS SEPARATELY.
NOW, INCREMENT FINANCING IS ONE OF THE MAJOR MECHANISMS IN ORDER TO HELP FUND REDEVELOPMENT AND INFRASTRUCTURE IMPROVEMENTS.
IT'S DONE BY FREEZING THE EXISTING PROPERTY TAX BASE AND BASICALLY IN 2002, THE BASE VALUE THAT WAS ESTABLISHED, AND THAT INCREMENT OF INCREASE OVER THE YEARS FROM BOTH PALM BEACH COUNTY AND TOWN TAXES THEN GOES INTO A SPECIAL REDEVELOPMENT FUND.
THOSE FUNDS ARE THEN USED ONLY IN THE CRA, AND THAT'S THE GOAL IS TO INCREASE PROPERTY VALUES AND IMPROVE THE DISTRICT OVERALL, GET RID OF THE SLUM AND BLIGHT.
FOR TONIGHT, THE MAIN QUESTION FOR THE LOCAL PLANNING AGENCY IS DOES THE PROPOSED CRA PLAN CONFORM WITH THE TOWN'S COMPREHENSIVE PLAN FOR THE DEVELOPMENT OF THE TOWN OVERALL? IT'S NOT A STATUTORY REQUIREMENT THAT IT COMES TO THIS BOARD, BUT WE WANTED TO BRING IT TO YOU.
WE WANTED YOU TO SEE IT BECAUSE IT'S A BIG INTEGRAL PART IN PROJECTS LIKE WHAT YOU SAW THE PREVIOUS MONTH IN VILLAGE MARKET, WHICH IS IN THE CRA, THINGS THAT THIS BOARD HAS SEEN BEFORE LIKE LOVE STREET.
THOSE PROJECTS ARE PART OF THE CRA AND UNDERSTANDING THE INTRICACIES OF THE CRA AS A SEPARATE ENTITY FROM YOUR TYPICAL ROLE IS IMPORTANT.

WE DID TAKE OUT SOME EXOTICS, BUT THERE IS A PROPOSED PLAN TO UPGRADE AND NOW BECAUSE YOU'VE SEEN THE FIRE STATION, WHICH DOES NOT GET FUNDED BY THE CRA, BY THE WAY.THAT IS ITS OWN SEPARATE INVESTMENT BECAUSE IT SERVES THE WHOLE TOWN.
>> THEN THE LOVE STREET PROPERTY IS ON THE RIGHT SIDE.
WHY WE'RE UPDATING IT? BECAUSE WE'VE HAD A LOT OF SUCCESSES AND WE WANT TO UPDATE THE PLAN TO ILLUSTRATE THOSE SUCCESSES THAT HAVE OCCURRED.
THIS VERY TEXT SLIDE IS PURPOSEFULLY PRESENTED IN THIS WAY BECAUSE THERE'S A LOT OF SUCCESSES.
THE REDEVELOPMENT IN THE REGION FOR JUPITER HAS BEEN VERY SUCCESSFUL.
THE RIVERWALK IS LISTED ON THE COVER OF VISIT PALM BEACH COUNTY.
WE'VE HAD A LOT OF SUCCESSES WITH THE THINGS, AND THEN THE PRIVATE SECTOR RESPONDED WITH THOSE INVESTMENTS THAT THE TOWN DID, TAKING THE CRAS LEAD.
GOING THROUGH THESE SUCCESSES, IN PARTICULAR, THE RIVERWALK, OBVIOUSLY, IS A MAJOR REGIONAL DESTINATION WITH A VARIETY OF ACTIVITIES, WALKING, KAYAKING.
THE SHORELINE RESTORATION EFFORTS THAT WE'RE DOING HAVE BOOSTED THE ENVIRONMENTAL AND WATER QUALITY, AND WE'VE ALSO GOT PROJECTS LIKE HARBOURSIDE, WHICH IS THE BOTTOM THAT PROVIDED REDEVELOPMENT AND COMMERCIAL AND ENTERTAINMENT DESTINATIONS THAT IMPROVED EFFICIENCY AS WELL AS THE TRANSPORTATION NETWORK WITH THE RIVERWALK.
THE RIVERWALK WAS WOVEN TOGETHER BY A SERIES OF DEVELOPMENTS.
WHEN DEVELOPMENTS CAME IN, THE RIVERWALK WAS REQUIRED.
TODAY WE HAVE ALMOST TWO AND A HALF MILES OF RIVERWALK.
WELL, I'LL SHOW YOU ON SOME OF THE UPCOMING SLIDES, THE SOUTHERN SECTION IS THE CONTINUOUS SECTION, AND IT STOPS JUST NORTH OF HARBOURSIDE.
THE RIVERWALK HAS PROVIDES OPPORTUNITIES FOR GRANTS WITH FLORIDA INLAND NAVIGATION DISTRICT, DEP, THE DEPARTMENT ENVIRONMENTAL PROTECTION, AND ALSO THE ENVIRONMENTAL IMPROVEMENTS THAT WE'RE CURRENTLY UNDER WAY REGARDING LIVING SHORELINES AND SHORELINE STABILIZATION.
OTHER SUCCESSES INCLUDE THE RIGHT OF WAY IMPROVEMENTS ALONG A1A, THE BIKE LANES, AND THE CROSSWALKS THAT MAKE IT SAFER.
WE'VE ALSO ACQUIRED PROPERTY SUCH AS THE INLET VILLAGE MARINA AND THE LOVE STREET PARKING LOT, WHICH HAS IMPROVED PARKING OPPORTUNITIES AS WELL AS THESE HAVE ALSO INCREASED RECREATIONAL ACTIVITIES.
THEN THE MARKET RESPONDED BY PRODUCING HIGH QUALITY DEVELOPMENT AND INFILL REDEVELOPMENT AND BROUGHT A VARIETY OF COMMERCIAL AND RESIDENTIAL USES TO THE CRA TO HELP BOOST THE TAX INCREMENT FINANCING FOR THE TOWN.
THE NEXT SECTION IS WHAT PROCESSES WE LOOKED AT FOR THE PUBLIC INPUT? AS I NOTICED, WE DID A LOT OF EXTENSIVE OUTREACH.
WE ENGAGED MORE THAN 40 INDIVIDUALS, AGENCIES, AND ORGANIZATIONS.
WE HAD THREE WORKSHOPS AND WITH THE CRA, AND WE ALSO HAD A VIRTUAL INTERFACE.
THESE ARE THE QUESTIONS WE ASKED OF THE PUBLIC.
WHAT WORKED WELL WITH THE CRA? WHAT CHALLENGES DID YOU OBSERVE? WHAT ARE THE OUTSTANDING NEEDS OF THE CRA IN THE AREA SURROUNDING IT? ARE THERE ANY PROJECTS OR PROGRAMS YOU'VE ENCOUNTERED IN OTHER COMMUNITIES THAT JUPITER SHOULD CONSIDER? WHAT ELSE WOULD YOU RECOMMEND? THESE ARE THE QUESTIONS THAT WERE ASKED AND THIS IS WHAT WE HEARD.
IT'S A PRETTY COMPREHENSIVE LIST, BUT WHAT WE HEARD IN GENERAL IS THAT WHAT WE'VE DONE IS GREAT.

WE'VE BEEN SUCCESSFUL.THAT ENVIRONMENTAL RESTORATION IS DEFINITELY WANTED.
PEOPLE WOULD LIKE TO SEE SOME SMALL RETAIL OR SMALL RESTAURANTS LIKE A BREAKFAST RESTAURANT, SMALL MARKETS, DIVE SHOPS, BUT IT'S HARD GIVEN THE OVERHEAD AND GIVEN THE COST OF LAND VALUES.
THERE WAS ALSO A GENERAL SENTIMENT THAT IT SHOULD BE MORE RESIDENT-FOCUSED VERSUS INVESTOR-FOCUSED.
THEN THERE WERE ALSO SOME CONCERNS ABOUT OVERALL VILLAGE SCALE, A SMALLER SCALE, VERSUS HAVING A LARGER SCALE, AND ALSO THERE WAS CONCERN OVER WHAT HAPPENS WITH SUNI SANDS.
THOSE WERE SOME OF THE COMMENTS FROM THE PUBLIC THAT WE RECEIVED FROM THE INPUT WE GOT FROM THE PUBLIC.
THEN ALSO HERE'S OUR UPDATED CAPITAL PROJECTS LIST AND UPDATED PROGRAMS LIST.
THE CAPITAL PROJECTS ARE THINGS THAT GET BUDGETED FOR EVERY YEAR.
IT'S A LIST OF THINGS THAT WE COULD DO, NOT NECESSARILY WHAT WE ARE GOING TO DO, BUT WANTS AND DESIRES, IT'S OUR WISHES, OUR CHRISTMAS LIST OR HANUKKAH LIST, BUT DEFINITELY, WE WANT TO HAVE WHATEVER PROJECTS WE INTEND TO HAVE ON THE LIST SO THAT THEY CAN BE FUNDED AS PART OF THE CRA PLAN.
THEN IN PARTNERSHIP WITH THE PROJECTS ARE PROGRAMS, AND THOSE PROGRAMS COULD BE ANYWHERE; THEY'RE NOT AS SITE-SPECIFIC AS THE PROJECTS THEMSELVES.
ONE OF THE MAIN ITEMS FOR PROGRAMS AS WELL AS PROJECTS WAS ENVIRONMENTAL ENHANCEMENT, AND THIS WAS SEEN AS BEING ABLE TO BE ACCOMPLISHED THROUGH THE RIVERWALK, AND I'LL BE GOING THROUGH ALL OF THOSE THINGS SEPARATELY.
THEN MOVING ON TO THINGS THAT WE AMENDED IN THE PROJECTS LIST IS WE REMOVED THOSE ITEMS THAT WERE COMPLETED BECAUSE THEY WERE SUCCESSFUL, AND WE STILL HAVE THEM IN THE PLAN; THEY'RE JUST IN THE APPENDIX.
THEN THE ONE AREA THAT WE DID REMOVE WAS THE PUBLIC PARKING STRUCTURE.
WE REMOVED THAT BECAUSE THE MAJORITY OF THE PEOPLE WHO CAME OUT SAID THAT IT SHOULD NO LONGER BE A PRIORITY.

SUN TRAIL IS AN ACRONYM FOR A SHARED USE NETWORK PATH, AND IT'S A 12-FOOT WIDE UNOBSTRUCTED PATH THAT'S SEPARATE FROM THE EDGE OF THE TRAVEL LANES, AND SO IT'S MUCH SAFER.
IT'S GOT A DISTINCT EDGE TO IT AND IT'S PART OF OVER ALMOST 5,000 MILES OF PREMIUM TRAILS IN THE STATE OF FLORIDA.
WE'RE VERY FORTUNATE WE GOT ON THEIR PROJECT LIST EARLIER THIS YEAR, AND NEXT YEAR, WE SHOULD START FEASIBILITY.

THEN YOU ALL HAVE SEEN THIS AS PART OF PIATT PLACE AND THE FIRE STATION.
THIS WAS THE PHASE 2 OF IT, WHICH THE RED IS THE FIRE STATION, EVERYTHING OUTSIDE OF IT, THE RIVERWALK LOOP CONNECTION, A KAYAK LAUNCH, AS WELL AS ENVIRONMENTAL RESTORATION IS PROPOSED.
THIS PROJECT HAS BEEN APPROVED BY THE CRA AND TOWN COUNCIL FOR CAPITAL INVESTMENT PROJECT, AND IT'S BEEN BUDGETED FOR IN THE COMING YEARS.

WE'VE LOOKED AT SUBCATEGORIES THAT ADDRESS ALLEY NETWORKS AND COMPLEMENTING THE INTERNAL ACCESS AS WELL AS CROSS-ACCESS FOR GREATER EFFICIENCY, MOBILITY, AND ACCESSIBILITY.

THEN THE CRA CREATED COMMON PARKING SPACES THROUGH SITE PLANS AND THEN LICENSING AGREEMENTS ASSIGNED TO INDIVIDUAL USERS SUCH AS GUANABANAS, AND CASTAWAYS, AND JUPITER OUTDOOR CENTER.
I WOULD NOTE THAT THERE'S AN INVENTORY AVAILABLE FOR DAYTIME USES.
YOU SAW THAT AT INLET VILLAGE MARKET, THAT DAYTIME USES WERE STILL OPEN, BUT NIGHTTIME USES ARE NOT AVAILABLE, WHICH IS WHY THEY HAD A CONDITION OF APPROVAL THAT THEY CANNOT GO BEYOND 4:00 PM.

THEN THERE'S A RAMP THAT WILL GO UNDER THE BRIDGE, AND THEN DOTS CONSTRUCTING THE CONNECTION EAST AND WEST RIVERWALK FROM 1000 NORTH TO U-TIKI.
THAT WILL MAKE THAT CONNECTION.
THEN WE'RE MISSING SOME CONNECTIONS LIKE AT PELICAN CLUB AND CASTAWAYS.
CASTAWAYS WILL HAVE TO BE LAND, AND THEN SUNI SANDS WOULD BE UPLAND AS WELL.
IT'S GOING TO BE A COMBINATION OF THE STATE, AND THAT'S ABOUT 15-20 MILLION DOLLARS THAT THEY'RE GOING TO BE PROVIDING AS PART OF THEIR CONSTRUCTION PLANS AFTER THEY FINISH THE US1 BRIDGE AND THEN MOVING FORWARD TO THAT.
THEN NOT ONLY THAT, IT'S GOING TO CONNECT TO TEQUESTA AND TEQUESTA IS INTERESTED IN CONNECTING TO THAT AS WELL AS MARTIN COUNTY.
IT'S PART OF AN OVERALL SYSTEM AND IT DRAWS PEOPLE TO INLET VILLAGE, TO THE ENTERTAINMENT DISTRICT.

THE CRA HAS THE ABILITY TO MAKE THAT A PRIORITY AND MOVE FORWARD WITH DESIGN AND CONSTRUCTION POTENTIALLY IN FRONT OF THE PELICAN CLUB, AND THEN THAT WOULD GET YOU ALL THE WAY FROM 1000 NORTH ALL THE WAY UP TO SQUARE GROUPER.
THEN WE'VE GOT SOME CHALLENGES THERE TO WORK.

THAT WAS NOT ENVISIONED WHEN THE PLAN WAS ESTABLISHED BECAUSE THE BRIDGE WAS PROJECTED TO HAVE A LONGER LIFESPAN, BUT THEN IT FAILED SOME TESTS AND IT WAS DETERMINED THAT ITS LIFESPAN WAS SHORTER THAN EXPECTED AND NEEDED TO BE REPLACED.
WITH THOSE SUBSTANTIAL IMPROVEMENTS AS PART OF THE BRIDGE, WITH PEDESTRIAN AMENITIES AND OVERLOOKS, THAT SHIFTS THE FOCUS A LITTLE BIT TO NEW OPPORTUNITIES.
THAT'S WHY, AS MS. THOBURN SAID, THE SUN TRAIL OPPORTUNITY WAS REALLY WELL POSITIONED FOR THE TOWN TO CONNECT THE RIVERWALK THAT RUNS SOUTH FROM HARBOURSIDE NORTH UP TO THE NEW BRIDGE, AND THEN WORK ON THOSE CONNECTIONS THROUGH THE INLET VILLAGE.

IT IS A STRATEGIC PRIORITY OF THE TOWN TO COMPLETE A RECREATIONAL MASTER PLAN TO INCLUDE CURRENT FACILITIES, FUTURE PLANNED FACILITIES, AND PARTNER FACILITIES AND OPPORTUNITIES.
THE RECREATIONAL MASTER PLAN INCLUDES PROVIDING SPLASH PADS.
IF THE PUBLIC BENEFIT IS NOT FOUND TO BE SUFFICIENT, IS FOUND TO BE SUFFICIENT.
A CONDITION HAS BEEN ADDED TO REQUIRE THE OWNER TO CONTRIBUTE $10,000 TO BE PLACED IN A SPECIAL TOWN FUND FOR UPGRADES TO TOWN PARKS.
IF THE PUBLIC BENEFIT IS FOUND TO NOT BE SUFFICIENT, THE STAFF HAS IDENTIFIED OTHER PUBLIC BENEFITS ON PAGE 3-4 OF THE STAFF REPORT, WHICH ONE IS IN IDENTIFIED IN THE TOWN PLAN IS TO UPDATE A FUTURE LAND USE AND ZONING DESIGNATIONS OF EXISTING PRESERVATION AREAS AND GOLF COURSES TO PROVIDE CONSISTENCY WITH THE DEVELOPMENT OF ORDER APPROVALS BY THE TOWN COUNCIL.
