THIS MORNING, I RECEIVED A PHONE CALL FROM PALM BEACH COUNTY ANIMAL CARE, SAYING THAT IF I WANTED TO PARTICIPATE IN THE TRAP PROGRAM OF THESE FERAL CATS, I WOULD NEED TO PICK UP THE TRAP ON BELVEDERE ROAD, PUT IT IN MY YARD, WHEN THE CAT AND IF THE CAT IS TRAPPED, I THEN HAVE TO RETURN THE CAT TO BELVEDERE ROAD TO BE SPAYED, AND THEN I HAVE TO BRING IT BACK TO MY HOUSE TO BE RELEASED.
THEY'RE NOT MY NEIGHBOR'S PROBLEM.
I FIND THE MIXED MESSAGES THAT I'M GETTING BETWEEN THE TOWN OF JUPITER AND PALM BEACH COUNTY VERY FRUSTRATING.
I REALLY DON'T KNOW WHERE THIS IS ALL GOING.
IT DOES NOT SEEM TO ME THAT YOU ARE WORKING TOGETHER TO RESOLVE A HEALTH AND SAFETY ISSUE IN MY COMMUNITY.

THE APPLICATION WAS COMPLETE, AND THEY ARE A LOCAL NONPROFIT THAT SERVES TOWN OF JUPITER WITH UNDUPLICATED SERVICES FROM THE TOWN.
THIS YEAR, WE TRIED TO CREATE A FORMULA MATRIX BASICALLY TO LOOK AT HOW MANY TOWN OF JUPITER RESIDENTS THE ORGANIZATION,

WHICH, BY THE WAY, ALL ARE VERY WORTHY OF FUNDING.BUT WE HAD TO SOMEHOW PUT THEM IN ORDER.
WHAT WE LOOKED AT WAS HOW MANY JUPITER RESIDENTS THEY SERVE.
THAT CREATED DIFFERENT THRESHOLDS FOR FUNDING.
THE FIRST ONE WAS WHICH FOUR ORGANIZATIONS WERE SERVING MORE THAN 10,000 RESIDENTS, AND STAFF IS PROPOSING FOR THEM TO RECEIVE A $5,000 DONATION.
TWO ORGANIZATION WAS SERVING MORE THAN 1,000 RESIDENTS, AND WE ARE PROPOSING FOR THEM TO RECEIVE A $3,000 DONATION.
FIVE ORGANIZATIONS ARE SERVING MORE THAN 100 JUPITER RESIDENTS AND WE'RE PROPOSING $2,500 DONATION, AND EIGHT ORGANIZATIONS ARE SERVING LESS THAN 100 RESIDENTS AND WE ARE PROPOSING FOR THEM TO RECEIVE $8,000 DONATION.
THIS WOULD EQUAL TO 46,500, AND THAT IS WITHIN THE $50,000 BUDGET.

WITH THAT, UNLESS ANYBODY ON COUNCIL HAS ANY QUESTIONS, I'LL JUST TAKE A MOTION TO APPROVE THE CHARITABLE DONATION PROGRAM FOR 2024.

THEY MAY GET A TABLE OR SOMETHING LIKE THAT IN AN EVENT, BUT I LOVE THAT WE GET TO PARTNER WITH THESE ORGANIZATIONS AND THEY MAY IN TURN GET TO LEVERAGE THE TOWN SUPPORT FOR THEIR ORGANIZATION WHEN THEY'RE GOING OUT FOR PRIVATE SUPPORT, SAYING, WE ALREADY PARTNER WITH THE TOWN OF JUPITER.
I LOVE THAT WE CAN HELP THEM IN THAT WAY AS WELL, POTENTIALLY.
I THINK THIS IS ONE OF THE BEST YEARS WE'VE HAD IN DOING THIS.
IT CAN BE AT TIMES FRUSTRATING WHEN WE HAVE SO MANY COME WITH SUCH A LARGE ASK AND YOU HAVE A LIMITED BUDGET.

I'D LIKE TO REVIEW THE PROPOSED TIMELINE THAT WAS DEVELOPED, AND THIS IS BASED ON OUR PRIORITIZATION SURVEY THAT WAS PREVIOUSLY SENT OUT.THE GOAL IS TO RECEIVE SOME FEEDBACK OR ANY MODIFICATIONS TO THAT TIMELINE SO THAT IT CAN BE INCLUDED WITH OUR ADOPTION OF THE STRATEGIC PLAN THAT WE'LL BE BRINGING BACK ON THE 21ST.
JUST TO PROVIDE A LITTLE HISTORY AND RECAP HOW WE GOT HERE TONIGHT, A ROUND-TABLE WAS CONDUCTED IN MARCH TO DISCUSS OUR CURRENT STRATEGIC PLAN, THE INITIATIVES, ACTION ITEMS. COUNCIL PROVIDED SOME INPUT AND FEEDBACK.
THERE WERE SOME MINOR CHANGES TO A FEW ACTION ITEMS, AND WE ADDED ONE NEW INITIATIVE.
EACH COUNCILMEMBER HAD THE OPPORTUNITY TO RANK THE STRATEGIC INITIATIVES.
WE RECEIVED THAT BACK AND WE DEVELOPED A TIMELINE FOR OUR THREE-YEAR APPROACH, AND THAT WAS, AGAIN, DEVELOPED BASED ON THAT PRIORITIZATION SURVEY THAT WE SENT OUT.
THE NEXT GOING FORWARD, THESE SLIDES ARE GOING TO SHOW THAT TIMELINE AND IT'S BEEN DEVELOPED BY THE SURVEY THAT'S SENT OUT.
IT INCLUDES NOT ONLY THE STRATEGIC INITIATIVE, BUT THAT ACTION ITEM.
YOU'LL ALSO NOTICE AS WE GO THROUGH, THERE ARE BARS, THOSE BLUE BARS INDICATE THE ESTIMATED COMPLETION DATES FOR THOSE ACTION ITEMS. THIS BASICALLY WAS DEVELOPED TO LAY OUT A THREE-YEAR PLAN THAT WILL ALLOW FOR THE DISTRIBUTION OF WORKLOAD FOR STAFF AND CREATES A GUIDE FOR AN EFFECTIVE AND EFFICIENT COMPLETION OF ALL OF THESE STRATEGIC INITIATIVE ACTION PLANS.
THE TIMELINE WAS DEVELOPED BASED ON A FEW FACTORS, INCLUDING THE LEVEL OF PRIORITY AND URGENCY GIVEN BY COUNCIL.
AVAILABLE FUNDING AND STAFF RESOURCES CURRENTLY BEING USED FOR THE PROJECTS, AND THEN WE ALSO DEVELOPED REALISTIC TIME FRAMES TO COMPLETE THEM BASED ON ALL OF THOSE FACTORS, INCLUDING CONTRACTORS AND ET CETERA.
WE CAN GO THROUGH EACH SLIDE, LOOK AT IT, TAKE A LOOK IF YOU WANT TO PROVIDE FEEDBACK AS WE GO. THAT WOULD BE GREAT.
