THEY WERE ACCESSIBLE, THEY WERE ACCURATE, THEY WERE DRIVEN.

AND WE CAN'T DO THINGS LIKE THAT WITHOUT, YOU KNOW, A VERY COOPERATIVE CLIENT.

SO WE'VE ENJOYED THIS RELATIONSHIP AND LOOK FORWARD TO DOING MORE IN THE FUTURE.

YOU KNOW, AS YOU KNOW, WE HELPED FILE THROUGH REPRESENTATIVE SNYDER AND SENATOR HARRELL A VARIETY OF PROJECTS.

AND, YOU KNOW, THAT'S KIND OF THE BASIS OF LOCAL GOVERNMENT REPRESENTATION, IS TO HELP YOU FUND YOUR PRIORITIES GOING FORWARD.

VERY COMPETITIVE PROCESS.

AND, YOU KNOW, THE BEST, BEST SOLUTION IS TO FIND A WIN FOR EVERYBODY INSTEAD OF, YOU KNOW, KIND OF SHRINKING YOUR TENT.

YOU ALWAYS TRY TO GROW YOUR TENT.

AND AS WE WENT THROUGH THE APPROPRIATIONS PROCESS, YOU KNOW, THERE WAS A LOT OF STRUGGLE IN THE PALM BEACH AREA FOR WHO WAS GOING TO GET WHAT FUNDED BECAUSE, YOU KNOW, ALL THE MONEY'S NOT GOING TO GO TO ONE PLACE.

AND WITH THE HELP OF SENATOR HARRELL'S STAFF AND SENATE STAFF, WE WERE ABLE TO IDENTIFY THE ABILITY TO KIND OF PUSH SOME PRIORITIES TOGETHER.

THAT INCLUDED A COUPLE OF YEARS, SPECIFICALLY BUSH ROAD AND SIMS CREEK.

THESE TYPES OF WATER PROJECTS ARE GENERALLY A PRIORITY FOR THE LEGISLATURE, AND I THINK WE WERE ABLE TO MAKE THE CASE THAT, YOU KNOW, WHY BREAK THESE THINGS UP WHEN WE HAVE THE OPPORTUNITY TO DO A MORE HOLISTIC PROJECT AND KIND OF DRIVE A WIN FOR THE REGION, DRIVE A WIN FOR YOUR LOCAL LEGISLATORS AND DRIVE A WIN FOR YOU GUYS. SO WE WERE ABLE TO FUND THE TWO PROJECTS AT OUR FULL REQUEST OF 100,255 AND 100,000 EVEN.

AND THEN WE SURVIVED THE BUDGET VETO PROCESS, WHICH EVEN THOUGH IT WAS 100 OR A $500 MILLION VETO, IT WAS A LITTLE BIT LIGHT IN COMPARISON TO THE PRIOR TWO YEARS WHERE VETOES RAN UP OVER $1 BILLION.

AND IF YOU REALLY TAKE IT INTO PERSPECTIVE, WE WERE TALKING ABOUT $115 BILLION BUDGET.

AND SO $500 MILLION IS KIND OF A LIGHT PEN.

YOU KNOW, THE HURRICANE RECOVERIES TOOK A LOT OF ATTENTION AS WE WENT FORWARD THROUGH THE SESSION, AND THAT WAS UNDERSTANDABLE.

I MEAN, WE HAD A GENERATIONAL STORM CUT THROUGH THE MIDDLE OF THE STATE, FOLLOWED UP BY A MAJOR FLOOD EVENT CAUSED BY HURRICANE NICOLE.

AND THE RECOVERY ALONE IS, YOU KNOW, IS GOING TO END UP BEING SOMEWHERE NEAR THE $50 BILLION RANGE WHEN WE GET ALL DONE WITH IT.

AND SO ON THE POLICY FRONT, SENATOR MARTIN FROM THE FORT MYERS AREA, THIS WAS HIS FIRST SESSION.

HE WAS APPOINTED TO A SEAT TO REPLACE FOLKS.

SO REALLY TOSSED INTO A TOUGH SITUATION.

RIGHT. I MEAN, YOU'VE NEVER BEEN AN ELECTED OFFICIAL BEFORE.

YOUR JURISDICTION GETS BLOWN OFF THE MAP BY BY THIS HURRICANE AND YOU GOT TO TRY TO MOVE FORWARD.

AND WHAT THEY DID IN THIS IS TRY TO AGGREGATE SOME OF THEIR EXPERIENCES OF HOW TO HAVE TOOLS READY TO GO AFTER A HURRICANE.

AND WE THOUGHT THIS WOULD BE IMPORTANT TO BRING TO YOUR ATTENTION BECAUSE, YOU KNOW, HOPEFULLY NOT, BUT MAYBE ONE DAY WE'RE IN THE SAME SITUATION HERE AND WE'LL NEED TO MARSHAL RESOURCES QUICKLY.

AND SOME OF THE ELEMENTS OF SB 250 WILL HELP YOU DO THAT.

AND THAT'S EVERYTHING FROM, YOU KNOW, FORM CONTRACTS FOR FOR DISASTER MANAGEMENT.

ALSO SOME PROHIBITIONS ON LOCAL GOVERNMENTS AS IT APPLIES TO TO PLANNING AND ZONING AND PERMITTING AS WELL AS AND I KNOW THIS IS A BIG DEAL HERE, WHAT TO DO WITH VESSELS, THE REVOLVING LOAN PROGRAM.

AND SO, YOU KNOW, I THINK WE WILL CONTINUE TO SEE THIS AREA OF POLICY EVOLVE, HOW LOCAL GOVERNMENTS INTERACT WITH THE STATE AND NATURAL EMERGENCIES.

AND WE'LL CERTAINLY TRY TO KEEP YOU GUYS ON THE FRONT END OF THAT DISCUSSION.

THE LEGISLATIVE PROCESS IS A MOUSE TRAP THAT'S MEANT TO FAIL, RIGHT? 90% OF BILLS GO IN THERE AND THEY FAIL.

AND WE THINK IT'S IMPORTANT TO MAKE SURE THAT YOU GUYS ARE AWARE OF WHAT THAT SPECTRUM IS, BECAUSE GENERALLY WHEN SOMETHING FAILS, IT COMES BACK.

AND SO WE WANTED TO POINT OUT A FEW THINGS TO YOU THAT MAYBE.

YOU DIDN'T NOTICE. MAYBE YOU DID, BUT.

BUT HERE ARE SOME OF THE LOCAL GOVERNMENT ISSUES THAT THAT FAILED THIS YEAR AND THIS RESIDENTIAL BUILDING PERMIT BILL BY REPRESENTATIVE ESPOSITO AND SENATOR DICEGLIE DROVE A LOT OF CONTROVERSY, YOU KNOW, REDUCING THE AMOUNT YOU CAN PAY, YOU CAN CHARGE FOR PRIVATELY INSPECTED PLANS, SHORTENING TIMEFRAMES, LIMITING YOUR ABILITY TO REVIEW APPLICATIONS BY TIME, AND ALSO IN SOME WAYS ALLOWING SOME ADVANCED DEVELOPMENT OF ABILITIES.

SO WE EXPECT TO SEE THIS BACK.

SENATOR DICEGLIE WAS A FRESHMAN SENATOR.

REPRESENTATIVE ESPOSITO IS A FRESHMAN REPRESENTATIVE.

THEY BOTH WORK FOR CHAMBERS OF COMMERCE.

SO I WOULD EXPECT TO SEE SOMETHING LIKE THIS COME BACK IN A PRETTY SERIOUS MANNER.

SOVEREIGN IMMUNITY, I'M SURE THAT'S SOMETHING MR. BAIRD KEPT TRACK OF, YOU KNOW, RAISING THE INDIVIDUAL LIMIT TO 2.5 MILLION INCHES THE AGGREGATE LIMIT TO 5 MILLION.

THAT'S A PRETTY SUBSTANTIAL INCREASE OVER WHERE WE WERE, WHERE WE ARE ALSO THE ABILITY TO PAY DIRECTLY WITHOUT A CLAIMS BILL.

A LOT OF CONTROVERSY OVER THAT.

SOME PEOPLE THINK THAT'S GREAT.

SOME PEOPLE THINK THAT'S A LITTLE BIT OF A BURDEN.

BUT THIS SOVEREIGN IMMUNITY DISCUSSION STARTED PROBABLY A DECADE AGO.

WE'VE SEEN SOME ADJUSTMENTS IN THAT PERIOD, BUT THIS WILL COME BACK AGAIN ALSO.

AND THIS CREATES ODD BEDFELLOWS BECAUSE THE LARGE UNIVERSITIES ARE IN THE SAME BOAT AS YOU GUYS ARE.

AND SO WHERE YOU GENERALLY WOULDN'T HAVE SOME NATURAL ALLIES, YOU HAVE NATURAL ALLIES IN THIS.

AND THEN VACATION RENTALS.

I'M NOT SURE EXACTLY HOW HOW PROLIFERATED THESE ARE IN THIS AREA, BUT THIS HAS BEEN AN ISSUE THAT HAS BEEN AROUND FOR QUITE SOME TIME.

YOU SEE IT MOVE BACK AND FORTH IN THE POLICY SPECTRUM, DEPENDING ON WHO'S IN LEADERSHIP, YOU KNOW, WHERE WHERE THE EMPHASIS IS PUT.

THIS WAS A PRIORITY FOR SENATE PRESIDENT PASSIDOMO THE HOUSE WAS NOT WILLING TO GO AS FAR AS SHE WAS.

AND THIS WAS ONE OF THE FEW AREAS OF REAL DISPUTE THAT YOU SAW LAST SESSION.

AND THIS DIED AT THE VERY END.

THIS COULD HAVE JUST AS EASILY PASSED HAD THERE NOT BEEN A LITTLE BIT OF A FIGHT.

SO EXPECT THAT TO COME BACK.

AND THEN THE PACE YOU KNOW, PACE IS A CONTROVERSIAL SUBJECT AROUND THE AROUND THE COUNTRY, REALLY, PARTICULARLY IN THIS STATE.

THIS BILL WOULD HAVE EXPANDED PACE TO COMMERCIAL USES.

A LOT OF PEOPLE THINK THAT IS KIND OF A AN EXPANSION OF THESE TYPES OF PROGRAMS THAT WAS NEVER INTENDED.

OTHERS THINK IT'S A GOOD WAY TO CONTINUE COMMUNITY DEVELOPMENT.

BUT PACE IS A CONTROVERSIAL SUBJECT THAT WE'LL CONTINUE TO SEE.

YOU KNOW, WE APPRECIATE ALL THE TIME WE'VE BEEN ABLE TO SPEND WITH STAFF AND INDIVIDUAL COUNCIL MEMBERS OVER TIME.

WE KNOW THAT THERE ARE MORE ISSUES COMING DOWN THE ROAD THAT ARE VERY IMPORTANT TO YOU.

NUMBER ONE, WE LOOK FORWARD TO WORKING WITH YOU ON THEM.

YOU KNOW, WE NEED GUIDANCE GOING FORWARD IN PRETTY SHORT ORDER OF WHAT IT IS YOU WANT TO WORK ON.

WE'VE BEEN KIND OF READ INTO THE SUNNY SANDS ISSUE.

WE UNDERSTAND THAT THAT'S VERY DIFFICULT AND THAT, YOU KNOW, YOU GUYS ARE WORKING FOR A LOCAL SOLUTION HERE.

AND, YOU KNOW, HOPEFULLY YOU FIND ONE AND IT SEEMS LIKE YOU'RE MOVING TOWARDS THAT.

WE HAVE HAD SOME PRELIMINARY DISCUSSIONS WITH THE SECRETARY OF STATE'S OFFICE JUST TO FEEL THEM OUT ON THE ISSUE.

THEY'RE CERTAINLY INTERESTED IN IT.

YOU KNOW, THEY DON'T HAVE JURISDICTION.

THEY CAN'T COME DOWN HERE AND INTERVENE.

BUT SHOULD YOU COME TO SOME TYPE OF AMICABLE RESOLUTION TO THE PROPERTY OWNER, WE BELIEVE THAT THEY'D BE WILLING TO ENGAGE IN SOME WAY FINANCIALLY TO ASSIST YOU GUYS. AND SO I KNOW WE'RE A LONG WAY FROM A FINISH LINE THERE, BUT I HOPE THAT DEMONSTRATES THAT THERE'S OTHER PEOPLE THAT CARE ABOUT THAT AND THERE'S POTENTIALLY SOLUTIONS OUT THERE TO HELP YOU GUYS DEAL WITH THAT.

AND SO WE LOOK FORWARD TO HELPING YOU GUYS KIND OF MOVE YOUR WAY THROUGH THAT AS TIME GOES ON.

JUST A FEW COMMENTS ON WHAT YOU PRESENTED.

FIRST IS THE SMALLER ONE, YOU KNOW, ON RESIDENTIAL BUILDING PERMITS, LIKE YOU SAID, IT'S I'M GLAD YOU EXPLAINED IT THAT WAY, THAT YOU'RE TALKING ABOUT ONES THAT HAVE, YOU KNOW, FAILED BECAUSE THEY'RE LIKELY TO COME BACK.

SO I JUST WANT TO, YOU KNOW, PAINT A PICTURE FOR YOU.

WE'VE BEEN THROUGH FIRST OF ALL, I THINK WE HAVE PROBABLY THE BEST BUILDING DEPARTMENT IN THE STATE, AND THERE'S A LOT OF VALUE ON HAVING IT DONE RIGHT.

I JUST WANT TO EMPHASIZE, PARTICULARLY IN THE BACKDROP OF HURRICANES AND EVENTS LIKE THAT, WHICH PEOPLE MAY BE THINKING ABOUT, YOU KNOW, WE HAD 5000 ROOFS THAT HAD TO BE REPLACED IN 2005, 2006, 5000 ROOFS IN JUST THE TOWN OF JUPITER.

AND IT WAS WE WERE REALLY BACKLOGGED BECAUSE TO GET, YOU KNOW, SUPPLIES AND WHATEVER IN THAT TIME PERIOD.

BUT I CAN TELL YOU, YEARS LATER, THE TOWN WENT AHEAD AND.

YOU KNOW, IT HELPS OUR INSURANCE.

IT'S AMAZING.

YOU KNOW, I HAD A HURRICANE INSPECTION DONE, AND IT'S AMAZING THE DOCUMENTATION IN THE REPORT THAT THEY SEND TO THE STATE THAT THEY GET FROM OUR BUILDING DEPARTMENT. AND SO I JUST WANT TO MAKE SURE THAT, YOU KNOW, SOMETIMES THESE LEGISLATORS DON'T KNOW HOW THIS STUFF WORKS.

BUT, YOU KNOW, A GOOD BUILDING DEPARTMENT CAN REALLY PAY DIVIDENDS BECAUSE IF YOU SLOPPY IT UP BECAUSE YOU JUST WANT TO GET THE ROOF ON AND YOU DON'T HAVE IT INSPECTED OR WHATEVER, THERE'S NO DOCUMENTATION.

AND THEN SOMEBODY PAYS LATER BECAUSE THEY DON'T GET GOOD INSURANCE.

RIGHT. SO I JUST WANTED TO KIND OF MAKE THE PITCH FOR THAT BECAUSE I KIND OF READ INTO THAT SOME OF THIS, YOU KNOW, THAT'S BUREAUCRACY.

YOU KNOW, I HAVEN'T BEEN INVOLVED ON MY MOM'S HOUSE 30 MILES NORTH OF HERE.

I HAVE A ROOF INSPECTION GOING TO BE DONE TOMORROW.

I UNDERSTAND UP THERE THE CONTRACTOR GOES OUT WITH AN IPAD.

THE BUILDING DEPARTMENT DOESN'T EVEN COME OUT.

SO THERE'S GREAT VARIATION, YOU KNOW, WITH HOW INSPECTIONS ARE DONE.

AND I HOPE THAT'S TAKEN INTO CONSIDERATION WHEN SOMEBODY IS.

AND EVEN THEN, WE WAITED THREE DAYS TO GET IT, THE INSPECTION DONE.

BUT AND THEN LASTLY, WE'RE SECOND TO LAST.

WE HAVE CROSSING SIGNS.

I UNDERSTAND THAT.

BUT THEY PUT THE SIGN IN BETWEEN THE CROSSING SIGNS.

I MEAN, HOW MANY SIGNS DO WE NEED? I SENT YOU PICTURES.

TO ME, THERE'S NO NEED FOR THAT.

THE EYE LEVEL LIGHTS, IT'S LIKE A TRAFFIC LIGHT WOULD BE MORE THAN ADEQUATE.

IT'S A 30 MILE AN HOUR ZONE.

PEOPLE SHOULDN'T BE ZOOMING THROUGH THERE IN 70 TO 80 MILES AN HOUR, IF I HAVE TO SAY, SINCE I'M NOT THERE EVERY DAY, THERE ARE PEOPLE THAT SPEED THROUGH A1A UNFORTUNATELY, THE CUTTING THE TREES JUST JUST BUGS THE HECK OUT OF ME AND IT'S FOR THAT UPPER LIGHT.

THE TOWN HAS GIVEN FUNDING TO LOCAL NONPROFITS WHO PROVIDE AN IMPORTANT SERVICE THAT THE TOWN DOES NOT PROVIDE FOR THE TOWN'S RESIDENTS. LAST YEAR, THE BUDGET FOR THE PROGRAM WAS FIRMED UP TO $50,000.

THIS YEAR, 14 ORGANIZATIONS REQUESTED FUNDING TOTALING $119,513, WHICH IS OBVIOUSLY MUCH, MUCH MORE THAN WE HAVE BUDGETED FOR.

THE PROGRAM STAFF WENT THROUGH THE APPLICATIONS AND THE CREDENTIALS OF THE ORGANIZATIONS AND DEEMED THEM ALL ELIGIBLE TO RECEIVE FUNDING.

WE LOOKED AT THE 14 APPLICATIONS AND THE ONE LETTER THAT REQUESTED FUNDING THAT CAME OUTSIDE OF THE APPLICATION PROCESS FROM THE KIWANIS CLUB AND EVALUATED THEM BASED ON THE PROGRAM IMPACT ON THE JUPITER COMMUNITY PROGRAM.

IMPACT ON THE SAFETY OF JUPITER PROGRAM, IMPACT ON TOWN OF JUPITER YOUTH.

AND IF THE PROGRAM PROVIDES A DIRECT ASSISTANCE TO THE TOWN OF JUPITER.

AND IN ADDITION, WE LOOKED AT HOW MANY JUPITER RESIDENTS DIRECTLY BENEFIT FROM THE PROGRAM DUE TO THE LIMITED FUNDING AVAILABLE FOR THE PROGRAM. STAFF IS NOT RECOMMENDING FUNDING FOR THE DAUGHTERS OF THE AMERICAN REVOLUTION FOR THE DISTRIBUTION OF PAPER COPIES OF THE US CONSTITUTION.

THIS WAS THE ONLY GRANT THAT WE DID NOT RECOMMEND FOR FUNDING.

STAFF RECOGNIZES THE IMPORTANT WORK THE ORGANIZATION DOES AND THE SIGNIFICANCE OF THE DOCUMENT.

HOWEVER, THE CONSTITUTION IS READILY AVAILABLE TO STUDENTS FROM NUMEROUS ELECTRONIC SOURCES SOURCES FREE OF CHARGE.

THE TRAFFIC ENGINEERS FOUND THAT THE PROPOSED 23 UNITS DO NOT HAVE A DETRIMENTAL EFFECT ALONG BUSH ROAD AND THEY GENERATE LESS THAN 20 PEAK DAILY TRIPS.

IF THIS THIS REPORT EXPLICITLY STATES THAT THE PROJECT IS IN FULL COMPLIANCE WITH THE PALM BEACH COUNTY'S TRAFFIC PERFORMANCE STANDARDS AND THE SPIRIT OF TRANSPARENCY, I DO BELIEVE I WAS GOING TO HAND OUT THE TRAFFIC STUDIES I HAD.

ON FEBRUARY 7TH, 2023, THE TOWN COUNCIL DENIED THE APPLICATION FOR 35 RENTAL TOWNHOUSE DWELLING UNITS PURSUANT TO SECTION 27-264.

ANY APPLICATION WHICH HAS BEEN DENIED BY A TOWN COUNCIL MAY NOT BE RESUBMITTED FOR A PERIOD OF 24 MONTHS.

AFTER DENIAL, THE APPLICANT SUBMITTED A NEW APPLICATION FOR 23 RENTAL TOWNHOUSE UNITS, WHICH WAS CONSIDERED SUBSTANTIALLY DIFFERENT.

STAFF PROVIDED A LIST OF THOSE DIFFERENCES IN THE APPLICATIONS AND THE STAFF REPORT.

THEREFORE, THE PROPOSED APPLICATION WAS CONSIDERED DIFFERENT AND IS PERMITTED TO GO THROUGH THE REVIEW PROCESS.

REGARD TO DENSITY, THE PROPERTY HAS A RESIDENTIAL HIGH DENSITY LAND USE DESIGNATION AND IS R-3 ZONING DISTRICT, WHICH ALLOWS FOR A BASE DENSITY OF SIX UNITS PER ACRE BASED ON THE ACREAGE OF THE SITE.

A TOTAL OF 18 UNITS ARE PERMITTED BY CODE.

THE APPLICANT IS REQUESTED REQUESTED AN INCREASE IN DENSITY FROM 6 TO 7.8 DWELLING UNITS PER ACRE THROUGH THE USE OF THE SMALL SCALE PLANNED UNIT DEVELOPMENT DENSITY BONUS AS PERMITTED IN POLICY.

1.3.4 A OF OBJECTIVE 1.3 OF THE FUTURE LAND USE ELEMENT, WHICH STATES AN ADDITIONAL TWO UNITS PER ACRE PER GROSS ACRE MAY BE GRANTED IF THE RESIDENTIAL PROJECT IS DEVELOPED AS A PLANNED NEW DEVELOPMENT.

THE APPLICANT IS REQUESTING FIVE ADDITIONAL UNITS.

THE PROPOSED DENSITY IS CONSISTENT WITH SURROUNDING DEVELOPMENTS.

NOT REQUESTING ANY WAIVERS TO THE CODE AS PART OF THE SMALL SCALE PUD.

THE APPLICANT HAS, AS INDICATED, IS PROPOSING TO ACHIEVE ITS SILVER LEVEL CERTIFICATION FROM THE FLORIDA GREEN BUILDING COALITION AS A PUBLIC BENEFIT, WHICH IS ONE OF THE SIX IDENTIFIED PUBLIC BENEFITS LISTED IN THE ZONING CODE FOR SMALL SCALE PLANNED NEW DEVELOPMENTS.

IN REGARDS TO THE WORKFORCE HOUSING ONE, WORKFORCE HOUSING IS REQUIRED BASED ON THE TOWN'S INCLUSIONARY HOUSING REQUIREMENT.

SINCE THE APPLICANT IS NOT REQUESTING A WORKFORCE HOUSING DENSITY BONUS, THEY ARE ELIGIBLE TO PAY A FEE IN LIEU OF CONSTRUCTING THE ONE REQUIRED UNIT ON SITE. THE APPLICANT INDICATED HE'S GOING TO PAY THE $150,000, WHICH IS ESTABLISHED IN THE TOWN CODE FOR A RENTAL UNIT.

IN REGARDS TO TRAFFIC, DURING REVIEW OF THE PRIOR APPLICATION FOR THE PROPERTY, SOME ISSUES WERE RAISED BY NEARBY RESIDENTS, INCLUDING ISSUES WITH VEHICLES TRAVELING SOUTHBOUND ON BUSH ROAD STACKING AND BLOCKING DRIVEWAYS AND SEMI TRUCKS TRAVELING SOUTH ON BUSH ROAD.

IN REGARDS TO THE STACKING RIGHTS TO INDICATE THAT VEHICLES TRAVELING SOUTHBOUND ON BUSH ROAD BACK UP AT THE INTERSECTION OF TONY PENA AND BUSH ROAD.

ACCORDING TO THE RESIDENTS, THIS CAUSED AN ISSUE WITH INGRESS AND EGRESS FROM THE DEVELOPMENTS, ACCORDING TO THE TOWN'S TRAFFIC ENGINEER.

THE RIGHT TURN LANE ADDITIONS AT TONY PENA AND BUSH ROAD INTERSECTION ARE SCHEDULED FOR THE 2025 COMMUNITY INVESTMENT PROGRAM.

PROPOSED IMPROVEMENTS ARE ANTICIPATED TO ADDRESS THE ISSUES SUBSTANTIALLY REDUCE THE SIDE STREET BUSH ROAD DELAY AND IMPROVE ITS CURRENT FAILING LEVEL OF SERVICE.

SO WE FELT, TOGETHER WITH THE SIGNIFICANT REDUCTION IN THE NUMBER OF UNITS AND ADDRESSING THE ISSUES THAT HAD BEEN RAISED THROUGH THE PUBLIC HEARING, THAT IT WAS A DIFFERENT APPLICATION AND IT WAS IT SHOULDN'T BE TREATED AS BEING THE SAME AND BEING SUBJECT TO THE TWO YEAR WAITING PERIOD.

SO WITH THIS PRECEDENT, THOUGH, HOW DOES THAT DOES THE RULE WORK GOING FORWARD? SO SOMEBODY ELSE HAS AN APPLICATION, IT'S DENIED.

SOMETHING GETS DENIED AND YOU MAKE SOME CHANGES AND IT COMES RIGHT BACK.

LIKE LIKE THE COUNCIL, WE SPENT A LOT OF TIME DISCUSSING WHETHER OR NOT TO MOVE THAT LAST ITEM FORWARD AS IT RELATES TO POLICIES AND TOWN CODES.

AND SO WE SAW IT AS TWO SEPARATE ISSUES.

NUMBER ONE IS OUR TOWN CODE DEFINITELY NEEDS SOME REVISION.

AND IF YOU COULD IMAGINE, YOU KNOW, MY BACKGROUND FOR MANY YEARS, YOU KNOW, IN TERMS OF PAYING ATTENTION TO RULES AND LAWS AND AND SO, YOU KNOW, AND AND THE INTERPRETATION OF THOSE.

SO WE WILL BE BRINGING FORWARD, YOU KNOW, SOMETHING FOR THE COUNCIL AS WE LOOK AT OUR WHOLE PLANNING AND ZONING PROCESS AND REALLY GETTING TO THE POINT WHERE WE CAN DECIDE WHAT TRULY CONSTITUTES A NEW PROJECT.

YOU KNOW, AND AS THE VICE MAYOR POINTED OUT, WHAT ARE THE THRESHOLDS? WHAT DOES THAT MEAN? AND UNFORTUNATELY, IT'S REALLY NOT AS CLEAR AS AS WE WOULD LIKE IT TO BE AT THE MOMENT.

SO SO WE'LL BE WORKING ON THAT.

AS SOME OF YOU PROBABLY SAW IN THE IN LAST WEEK'S REPORT, THE TREASURE COAST SECTION FOR THE AMERICAN SOCIETY OF LANDSCAPE ARCHITECTS HAD MET AT SAWFISH BAY PARK FOR A MANGROVE SHORELINE CLEANUP AND AND YOU KNOW, SO WELL ORGANIZED.

THEY HAD PEOPLE IN THE WATER CLEANING UP, PEOPLE ON LAND, CLEANING UP.

AND AND SO IT WAS A A GREAT EVENT AND AND THE THE GENERAL TAKEAWAY THAT PEOPLE WERE EXCITED TO SEE THE OYSTERS AND THE SEA

COUNCILOR SUNDSTROM, I JUST WANT TO SAY THAT WAS AN INCREDIBLE NATIONAL NIGHT OUT AND MY KIDS LOVED IT.

AND I JUST. LOVE SEEING THE WHOLE COMMUNITY AND GETTING TO DRIVE AROUND AND SEE THE WHOLE TOWN.

MY DAUGHTER ACTUALLY HAD THIS GREAT MOMENT WHERE ABACOA COMMUNITY PARK WAS FULL OF KIDS.

THEY STOPPED EVERYTHING THEY WERE DOING TO RUSH THE ROAD, AND I THINK EVERYONE MIGHT HAVE RUN OUT OF CANDY BY THEN.

BUT SHE WAS MADE FOR THIS MOMENT AND SHE HAD ALL THE CANDY AND SHE JUST WENT FOR IT.

AND MY HUSBAND ASKED HER HOW IT WENT WHEN SHE GOT HOME AND SHE SAID, MY CHRISTMAS PRESENT WAS WATCHING ALL THOSE PEOPLE BE SO HAPPY WHEN THEY GOT THE CANDY.

SO THAT WAS A REALLY NICE MOMENT AND A REALLY GOOD THING THAT THE TOWN DOES.

SO I'M GLAD THAT WE HAVE OUR PARADES.

I'M GLAD JTA WILL CONTINUE AND ALL OF THAT SOUNDS IT.

VICE MAYOR I HAVE A STATEMENT THAT I WISH TO READ.

I WANT TO INFORM THE PUBLIC THAT I HAVE MADE THE DIFFICULT DECISION TO STEP DOWN AS A COUNCIL MEMBER.

THIS WAS NOT AN EASY CONCLUSION TO REACH, BUT IT IS NECESSARY TO DO FOR MY HEALTH.

I WANT TO ASSURE THE RESIDENTS OF JUPITER, EVEN THOUGH I AM LEAVING COUNCIL, I AM NOT GOING AWAY.

I WILL NOT BE STEPPING AWAY FROM THE ISSUES THAT ARE IMPORTANT TO ME AND TO YOU OR THE THINGS I HAVE FOUGHT FOR OVER THE LAST NINE YEARS.

MY INVOLVEMENT WITH THE TOWN BEGAN WITH MY FIRST INVOLVEMENT WITH THE TOWN WAS IN 2014, WHEN I SPOKE BEFORE COUNCIL ADVOCATING FOR THE REDUCTION AND RELOCATION OF LIVE WORK UNITS IN MY THEN ABACOA NEIGHBORHOOD.

TOGETHER WITH MP HAGUE, WE WERE ABLE TO CONVINCE COUNCIL TO CUT THE NUMBER OF UNITS IN HALF AND MOVE THEM AWAY FROM THE CENTER OF THE COMMUNITY TO A MORE APPROPRIATE LOCATION SHORTLY THEREAFTER, IN A MOVE HE MAY NOW REGRET, DON HERRING INVITED ME TO A CHARRETTE ABOUT LOVE STREET.

THE REST, AS THEY SAY, IS HISTORY.

I MET SO MANY WONDERFUL PEOPLE DURING THE BATTLE TO SCALE BACK LOVE STREET AND PUT THE BRAKES ON SOME OF THE CRA'S PLANS.

TOGETHER, WE WERE ABLE TO MAKE A DIFFERENCE.

I ALSO HAD THE PRIVILEGE TO WORK WITH SOME OF THE AMAZING RESIDENTS OF SUNNY SANDS TO TRY AND WRITE SOME OF THE WRONGS AND SAVE THEIR HOMES AFTER THE RESIDENTS OF SUNNY SANDS ALERTED US ABOUT THE POTENTIAL THREAT TO THE MARINE LIFE AND SEAGRASS BEDS IN FRONT OF THE MOBILE HOME PARK AND BIHAG AND I CO-FOUNDED THE JUPITER FOUNDATION IN 2017 TO TRY AND SAVE THIS AREA.

WE HAD NO IDEA AT THE TIME IF WE WOULD BE SUCCESSFUL OR IF WE WOULD EVEN LAST ONE YEAR.

SIX YEARS LATER.

I AM VERY PROUD OF EVERYTHING WE'VE ACCOMPLISHED.

AS THE 2019 MUNICIPAL ELECTION APPROACHED, IT LOOKED LIKE COUNCIL WAS POISED TO REMAIN A THREE TO PRO DEVELOPMENT OVERDEVELOPMENT MAJORITY.

THE ONLY COUNCIL MEMBER WHO WAS GOING TO DRAW AN OPPONENT OPPONENT WAS THEN COUNCILOR KURETSKI.

IT WAS IMPORTANT TO ME TO TRY AND CHANGE COUNCIL TO GET A MAJORITY THAT UNDERSTOOD THE RESIDENTS DESIRE TO KEEP JUPITER JUPITER.

SO AT THE LAST MINUTE I THREW MY HAT IN THE RING AND RAN FOR MAYOR.

WELL, I DIDN'T WIN THE SEAT.

I FEEL I WON THE ARGUMENT.

IN 2020.

CAMERON MAY RAN FOR COUNCIL.

WE ALL WORKED HARD ALONGSIDE CAM AND HE FINALLY AND CAM WON AND WE FINALLY GOT.

THE MAJORITY OF THE RESIDENTS HAD LONG HOPED FOR.

AS THE 2022 ELECTION APPROACHED, IT LOOKED LIKE THIS MAJORITY WAS IN DANGER AGAIN.

AS COUNCILOR KURETSKI INDICATED, HE WAS READY TO RETIRE.

ALTHOUGH I KNEW IT WAS GOING TO BE DIFFICULT FOR ME.

FOR HEALTH PERSPECTIVE, I FILED TO RUN TO PROTECT THE VOICE OF THE RESIDENTS.

I HAD HOPED THAT BY BEING ON COUNCIL I'D BE ABLE TO MAKE A DIFFERENCE AND ENSURE THAT THE LONG HELD PRIORITIES OF THE RESIDENTS WOULD BE MOVED TO THE FRONT BURNER.

BUT THIS HASN'T ALWAYS BEEN THE CASE, AND IT HAS BEEN DIFFICULT FOR ME TO BALANCE MY DESIRE TO FIGHT FOR THE RESIDENTS WITH THE NEED TO PROTECT MY HEALTH.

AFTER SPENDING MANY MONTHS THINKING ABOUT THIS, I CAME TO THE CONCLUSION THAT THE BEST WAY FOR ME TO CONTINUE TO FIGHT FOR THE THINGS THAT ARE IMPORTANT TO ME AND TO THE RESIDENTS AND STILL PRIORITIZE MY HEALTH IS TO RETURN TO MY PREVIOUS ROLE AS A CITIZEN ADVOCATE.

GOING FORWARD, I WILL FOCUS MY EFFORTS EFFORTS ON JUPITER INLET FOUNDATION'S MISSION OF PROTECTING OUR ENVIRONMENT AND ARCHEOLOGICAL TREASURES.

JUPITER INLET FOUNDATION WILL HAVE SOME NEW PROJECTS AND EXCITING PARTNERSHIPS TO ANNOUNCE SOON.

IT HAS BEEN AN ABSOLUTE HONOR AND PRIVILEGE TO SERVE YOU.

AS I HAVE LONG SAID, JUPITER IS A BEAUTIFUL PLACE, BUT IT'S A WONDERFUL PLACE BECAUSE OF THE PEOPLE WHO LIVE HERE AND BECAUSE OF THE LOCALS WHO GIVE JUPITER ITS HEART AND SOUL.
