I TURN IT OVER TO THE TOWN MANAGER OR TO STAFF.

KURETSKI JIM: GOOD EVENING, MAYOR AND COUNCIL.

IT'S THAT TIME OF YEAR AGAIN.

WE'RE HERE TO TALK ABOUT THE TRIM, WHICH STANDS FOR TRUTH IN MILLAGE, AND FOR THE COUNCIL TO SET THE PROPOSED MILLAGE RATE, THAT WILL GO OUT TO THE RESIDENTS ON THEIR NOTIFICATION IN AUGUST.

WE'VE DISCUSSED THE PROPERTY VALUES AT OUR FIRST WORKSHOP FOR THE BUDGET.

WE HAVE SINCE HAD AN UPDATE ON THAT.

IT WAS A VERY MINOR INCREASE, BUT JUST TO SHOW THE INCREASE OVERALL THAT WE'RE RECEIVING OVER FY-23, IT'S $1.7 BILLION IN AN INCREASE IN THE VALUES OVER FY-23, LOOKING INTO 24.

WHAT'S MADE UP OF THAT IS THERE'S A $68 MILLION IN NEW CONSTRUCTION, JUST LESS THAN A HALF A PERCENT OF THAT TOTAL, WITH A TOTAL INCREASE IN VALUES OF JUST $1.7 BILLION OR 12.23 PERCENT AND VALUATION INCREASE FOR A TOTAL OF 12.71 PERCENT.

ONE OF THE THINGS WE'RE REQUIRED TO DO IS TALK ABOUT THE ROLLBACK RATE AND HOW THE PROPOSED MILLAGE COMPARES TO THE ROLLBACK RATE.

WHEN WE DO THIS CALCULATION, WE'RE CALCULATING 95 PERCENT BY STATUTE.

YOU CAN SEE THE PROPOSED FY-24 AT A MILLAGE RATE AT 2.4633, AS WE DISCUSSED IN OUR OPERATING BUDGET, JUST OVER $37 MILLION IN TAXES, ADD VALOREM TAXES AT THE ROLLBACK RATE OF 2.2012.

WE'RE LOOKING AT $33.1 MILLION, A DIFFERENCE OF 3.949799 OVER ROLLBACK.

THAT DIFFERENCE IS 11.91 PERCENT OVER THE ROLLBACK RATE.

WE ALWAYS TALK ABOUT THE VALUES AND WE LOOK AT FROM A HISTORICAL PERSPECTIVE OF THE RATE INCREASE COMPARED TO THE VALUATION INCREASES.

YOU CAN SEE HERE ON THIS CHART THAT IT HAS A ROLLER COASTER LOOK OVER TIME.

YOU CAN SEE WHEN WE HAD THE RECESSION IN 2008, 2009, AND THEN WE SLOWLY CAME OUT OF THAT, AND THEN WE LEVELED OFF FOR SOME TIME, AND THEN OVER THE LAST COUPLE OF YEARS YOU'VE SEEN THESE EXPONENTIAL INCREASES.

NOTHING LIKE THAT OCCURRED BACK IN 2005, 2006.

BUT STILL WE'VE SEEN SOME INCREASES IN VALUES AND WE'VE TALKED ABOUT THAT OVER THE LAST COUPLE OF YEARS.

HOW DOES THE TAX DOLLARS PAID TO THE TOWN OF JUPITER? HOW DOES IT LOOK? WE'VE USED THE $550,000 HOMES AS A BENCHMARK TO SEE HOW IT'S GOING TO AFFECT THE RESIDENTS.

WE ALWAYS LOOK AT THE HOMESTEAD PROPERTIES.

WE ALSO LOOK AT THE NON-HOMESTEAD PROPERTY TO SEE WHAT THOSE INCREASES ARE GOING TO LOOK LIKE BASED ON THOSE VALUE INCREASES ALONG WITH SOME COMMERCIAL PROPERTY.

I'VE SAID IT OVER THE LAST COUPLE OF MEETINGS, I'M PROBABLY GOING TO HAVE TO

UPDATE THIS CHART BECAUSE OF THESE VALUES BEING INCREASED.

BUT FOR THE HOMESTEAD PROPERTY, WE'RE LOOKING AT A $41 ANNUAL INCREASE BASED ON THOSE VALUES AND $172,000 INCREASE ON THE 550,000 NON-HOMESTEAD PROPERTY.

JUST TO POINT OUT, THE SAVE OUR HOMES IS IN PLAY, A 3 PERCENT CAP ON THOSE HOMESTEAD PROPERTIES.

ALSO, FOR THE COMMERCIAL PROPERTY, THERE'S A CAP OF 10 PERCENT, SO YOU'LL SEE THERE THE 171 DIFFERENCE IN THE VALUES FOR THE COMMERCIAL PROPERTY.

TONIGHT, AS IN RESOLUTION 68-23, WE'RE ASKING THE COUNCIL TO CONSIDER ADOPTING THE TRIM RATE WITH A FLAT MILLAGE OF 2.4633.

WE ALSO HAVE THE SMALL AMOUNT OF DEBT SERVICE AT 0.1330 FOR REPORTING TO THE STATE AND SETTING THE FIRST PUBLIC HEARING OR FIRST PUBLIC MEETING ON THE BUDGET AT SEPTEMBER 5TH, 2023 FOR THAT FIRST HEARING.

ON THE WORKSHOP, I REQUESTED THAT STAFF LOOK AT NEW LEAD TO REDUCE THE MILLAGE RATE BY 3 PERCENT, WHICH COINCIDES WITH THE SAVE OUR HOMES CAP.

IS THAT SOMETHING THAT STAFF FELT THAT WE COULD ACCOMMODATE, OR JUST SHARPEN OUR PENCILS AND MAKE NO CHANGES IN THE BUDGET? KURETSKI JIM: WE DID DO THE CALCULATION, MAYOR, AS YOU'RE AWARE, HOW IT WOULD AFFECT THE BUDGET IS ESSENTIALLY $1 MILLION, JUST OVER $1 MILLION IN TOTAL.

BUT THAT WOULD MEAN A REDUCTION OF THE $41 THAT WE JUST OUTLINED FOR THE 3 PERCENT.

BUT WE HAVE LOOKED AT THAT.

WE COULD ESSENTIALLY, IF THE COUNCIL WISH TO GO TO THAT RATE, WE COULD REDUCE THE OPERATING IN THE CIP BUDGET TO ACCOMMODATE THAT, AND THERE WOULD ALSO BE A REDUCTION IN THE CRA BUDGET AS WELL.

I'VE BEEN PONDERING THAT LAST COUPLE OF WEEKS.

LAST YEAR LOOKING FORWARD, I HAD SOME CONCERNS ABOUT ECONOMIC ISSUES AND THEY'VE BEEN SOMEWHAT.

I'M NOT AS CONCERNED AS I WAS BEFORE.

I THINK AT THIS POINT WITH JUST THE VALUE INCREASES I'D BE, I DON'T WANT TO TAKE A LOOK AT A THREE PERCENT DECREASE IN THE MILLAGE RATE.

IF IT'S PLAUSIBLE.

MALE_1: IT'D BE JUST LIKE I SAID, JUST OVER $1 MILLION IN TOTAL REDUCTION.

WE'VE IDENTIFIED, WE WENT THROUGH AS AN EXERCISE BASED ON THE REQUEST TO LOOK WHERE WE CAN DO THOSE REDUCTIONS GOING FORWARD IF THAT WAS THE INTENT OF THE COUNCIL.

SUNDSTROM MALISE: I DON'T HAVE ANY QUESTIONS.

I JUST WANTED TO SAY THAT I HAVE STRUGGLED WITH THE THREE PERCENT.

I KNOW LAST YEAR I ABSOLUTELY WANTED TO STAY THE SAME.

WE HAD A LOT OF UNCERTAINTY.

BUT NOW LOOKING AT OUR VALUATION OF MORE THAN 25 PERCENT OVER TWO YEARS AND JUST OUR PLANNING VERSUS OUR ACTUAL INCREASE THIS YEAR EVALUATION, I DO SEE AND FEEL MORE COMFORTABLE THAN I DID LAST YEAR ABSOLUTELY.

I THINK AS A MATTER OF POLICY-MAKING, I WILL GENERALLY NEVER WANT TO DO SOMETHING LIKE CUTTING THE MILLAGE IN A TRIM MEETING THIS EARLY.

WE HAVEN'T SEEN OUR CIP YET.

WE DO HAVE A LOT OF VARIABLES.

I WOULD WANT TO WAIT JUST FOR ADDITIONAL INFORMATION.

I KNOW WE'RE WAITING ON INFORMATION FROM THE STATE, BUT I CERTAINLY AM MORE COMFORTABLE WITH IT THAN I WAS LAST YEAR.

I'M JUST THINKING ABOUT THAT.

WE DID.

IF YOU LOOK ACROSS ALL IT'S NEVER JUST THE MILLAGE RATE, IT'S ALL TAXES, ALL FEES, ALL MILLAGE, EVERYTHING.

ACROSS THAT, WE DO SEE INCREASES IN THE WATER.

THIS CAN HELP PROVIDE RELIEF FOR THAT.

I MEAN, THERE ARE A NUMBER OF THINGS I'M THINKING ABOUT.

WE HAVE TIME.

I WOULDN'T WANT TO DO IT NOW, BUT I DO WANT TO SIGNAL THAT IT IS SOMETHING I'VE BEEN THINKING ABOUT, ESPECIALLY SINCE READING ABOUT THE BUSINESS COMMITTEE.

THEIR MEETING RECENTLY, THEIR BUSINESS ADVISORY COMMITTEE THAT WE HAVE AND JUST A COUPLE OF OTHER THINGS.

I'M DEFINITELY THINKING ABOUT.

WE CAN DEFINITELY BRING THOSE NUMBERS BACK TO SHOW HOW IT WOULD AFFECT THE BUDGET OVERALL, NOT JUST THE OPERATING BUT THE CAPITAL IMPROVEMENT PLAN AS WELL.

I KNOW THAT THIS IS SOMETHING THAT IN A TOWN, I DON'T KNOW IF WE'VE EVER REDUCED IT AT THE TRIM AND UNDERSTAND IT.

WE CAN SAY THAT WE CAN DO IT LATER AND WE CAN.

I JUST THINK THAT THE LAST TWO YEARS HAVE BEEN EXTRAORDINARY AND IMPACTS TO THE PUBLIC WITH REGARD TO INFLATION BEING THE WORST IN FOUR DECADES AND WHATEVER.

IF THE EVALUATION HAD COME IN THREE PERCENT LESS INCREASE, NOT ONE OF US WOULD BE INCREASED IN THE TAX RATE.

I THINK I'M WILLING AND SUPPORTIVE OF MOVING TO TRIM THREE PERCENT LOWER BECAUSE I'M CONFIDENT THAT WE CAN MAKE IT HAPPEN AS MAKING SURE WE'RE MANAGING FISCALLY LIKE OUR RESIDENTS AND BUSINESSES HAVE TO DO SO I WOULD.

SUNDSTROM MALISE: I WANT TO SAY I TEND TO LIKE A STEADY MILLAGE RATE.

I LOVE HOW LONG WE'VE HELD ONTO IT.

I TEND TO WANT THAT TO BE STEADY, BUT OUR ECONOMY HAS BEEN MORE STEADY IN THE PAST.

I THINK WE HAVE TO RESPOND TO WHAT WE'RE SEEING, WHICH IS EXTRAORDINARY.

SO NOW WHEN I CROSS THE STREET, I RAISE MY HAND, MAKE SURE I WANT TO MAKE SURE THAT CAR SEES ME WHEN I'M CROSSING.

I APPRECIATE WHAT IS BEING DONE AND I KNOW IT'S A COUNTY EFFORT TO INSTALL THOSE LIGHTS, BUT I'LL TELL YOU, I'M AN ENGINEER AND I THINK THERE COULD HAVE BEEN A MORE ELEGANT WAY TO DO THIS WORK.

IN REPORTING A LAWSUIT AGAINST THE TWO, IT'S BROUGHT BY VOYAGE RECOVERY CENTER, AND BASICALLY WHAT THIS WAS BROUGHT IN FEDERAL COURT.

VOYAGE RECOVERY IS A RECOVERY BUSINESS.

THEY PRESENTLY ARE ONLY LICENSED FOR COUNSELING AT THEIR LOCATION.

WE WENT THROUGH A PROCESS WHERE THEY GOT A ZONING CONFIRMATION LETTER FROM STAFF.

IT WAS LIMITED TO COUNSELING.

THEY CAME BACK EARLIER THIS YEAR AND ASKED FOR A REASONABLE ACCOMMODATION TO ALLOW THEM TO HAVE EIGHT RESIDENTIAL UNITS ALONG WITH THERE COUNSELING SERVICES THAT ARE PROVIDED IN THEIR CURRENT LOCATION.

UNDER THE ZONING CODE, THEY WOULD BE CONSIDERED A LICENSED PROVIDER IF THEY ADD THE RECOVERY RESIDENCES, AND THAT'S NOT PERMITTED IN THE C2 ZONING DISTRICT.

THEY ASKED FOR A REASONABLE ACCOMMODATION, MEANING THEY WANT THE TOWN TO ACTUALLY ADD THAT AS A USE TO C2.

WE WENT THROUGH AN ANALYSIS AND WE SAID THAT'S NOT APPROPRIATE.

THESE USES ARE PERMITTED IN C3.

IF THAT'S WHAT YOU WANTED, YOU SHOULD HAVE SORT THAT PARTICULAR USE IN A ZONING DISTRICT THAT ACCOMMODATE IT BECAUSE THEIR PREVIOUS DISCUSSION WITH STAFF DID NOT SUGGEST.

IN FACT, IT WAS JUST THE OPPOSITE.

MR. WESTON HAD MENTIONED EARLIER THAT WE CONDUCTED THE MEETING WITH THE DOLPHIN DRIVE RESIDENTS AND I'D LIKE TO THANK AMANDA BARNES AND THE STAFF OUT OF UTILITIES FOR PUTTING THAT TOGETHER, AND OUR ASSISTANT TOWN MANAGER WAS THERE AS WELL AS ON WITH COMMUNICATIONS FOLKS.

WE FILED THE COUNCIL'S DIRECTIONS.

I MET WITH MR. WESTON PRIOR TO THAT MEETING TO GO OVER THE INFORMATION THAT WAS OBTAINED AS A RESULT OF THE PROJECT DESCRIPTION AND ANALYSIS THAT WAS DONE THROUGH OUR UTILITIES FOLKS.

THEN WENT DOWN, THEY HAD THE MEETING.

I CAN'T REMEMBER IF IT'S LAST WEEK OR THE WEEK BEFORE OVER AT THE COMMUNITY CENTER.

HIS RIGHT HAD A SIGNIFICANT NUMBER OF PEOPLE THERE.

UNOFFICIALLY, WE'RE STILL GETTING EMAILS, BUT TRYING TO GET THE PULSE OF THE COMMUNITY THERE, AND WE HAD TO THIS DATE, 14 NO'S, FOUR YESES AND WE'RE STILL WAITING FOR FIVE OF THE MOST IMPACTED RESIDENCES OR RESIDENTS TO GET BACK TO US.

I HADN'T HEARD THAT YET, WHAT THEIR INTEREST IS, BUT THAT'S WHERE IT STANDS RIGHT NOW, AND CERTAINLY I'LL CONTINUE TO MEET WITH MR. WESTON TO ADDRESS HIS CONCERNS FROM THIS EVENING.

THEN, THE SECOND PIECE OF INFORMATION, JUST FOR YOU ALL, I KNOW WE'RE WORKING THROUGH THE ROGER DEAN SITE PLAN AND IN THAT WHOLE PROCESS, BUT WE DID GO AHEAD AND ISSUE THE DEMOLITION PERMITS FOR THE MARLINS AND CARDINALS CLUBHOUSES.
