MY NAME IS CHRIS KITTLESON AND I'M FROM PREFERRED GOVERNMENTAL INSURANCE TRUST FOR YOUR PROPERTY CASUALTY INSURANCE CARRIERS.

SOMETIMES THEY CALL US PGIT, NOW THEY CALL THIS PREFERRED, NEW BRANDING.

IT'S A GREAT HONOR TO BE HERE THIS EVENING TO RECOGNIZE THE TOWN OF JUPITER, WHICH HAS BEEN SELECTED TO RECEIVE THIS PRESTIGIOUS PREFERRED SAFETY AND RISK MANAGEMENT MEMBER AWARD FOR 2023.

THE TOWN OF JUPITER WAS SELECTED FROM OVER 400 PREFERRED MEMBERS, IT'S APPROXIMATELY OUR POLICYHOLDER BASE, AS THE RECIPIENT OF THIS AWARD.

MOST IMPORTANTLY, I WOULD LIKE TO HIGHLIGHT SOME OF THE IMPORTANT ASPECTS OF THE AWARD BY FIRST RECOGNIZING DAISY SAN, YOUR RISK MANAGER, WHO I'VE HAD THE PLEASURE OF WORKING WITH.

HOW LONG HAS IT BEEN DAISY? A LONG TIME, 12 YEARS?

>> LONG TIME. A LOT OF THINGS HAPPEN.

SHE'S BEEN INSTRUMENTAL IN DEVELOPING AND IMPLEMENTING THE BEST PRACTICES, IN OUR TRADE WE CALL THEM ACCIDENT PREVENTION AND CLAIMS MANAGEMENT.

IN OTHER WORDS, WE WORK TO TRY TO REDUCE CLAIMS FOR THE TOWN OF JUPITER, BOTH ON WORKERS COMP, LIABILITY, AUTO, ALL OF THOSE TYPES OF INTERESTING AND FUN THINGS THAT CAN HAPPEN WHEN YOU OPERATE A MUNICIPAL GOVERNMENT.

MORE SPECIFICALLY, IF I MAY, DAISY HAS DEVELOPED SAFETY CONSCIOUS POLICIES AND PROCEDURES, SHE'S AGGRESSIVELY PURSUED CLAIMS TO ACHIEVE POSITIVE OUTCOMES.

THAT MEANS WE DON'T LITIGATE THEM.

CONDUCTED THOROUGH ACCIDENT INVESTIGATIONS TO DETERMINE CAUSE AND CORRECTIVE ACTION TO PREVENT RE-OCCURRENCE THAT HELPS REDUCE FREQUENCY OF ACCIDENTS, AND HAS PROVIDED SAFETY TRAINING TO KEEP STAFF UP-TO-DATE ON SAFE WORK METHODS, AS WELL AS CONTINUES TO PROMOTE A CULTURE OF SAFETY AT THE TOWN OF JUPITER.

SHE'S DONE A TREMENDOUS JOB, MORE SPECIFICALLY DURING COVID-19 WHEN EVERYBODY WAS WONDERING, WHAT DO WE DO? DAISY DEMONSTRATED HER ABILITIES BY WORKING ON PROVIDING TRAINING FOR PEOPLE THAT WERE WORKING REMOTELY AND HAD UTILIZED A LOT OF THE TECHNOLOGY OF VIDEO CONFERENCING AND THOSE TYPES OF INFORMATION TECHNOLOGY SERVICES THAT WE WERE ALL TRYING TO UNDERSTAND AND LEARN DURING [NOISE] THAT TIME.

SHE ROSE TO THE OCCASION AS THEY SAY.

DAISY HAS ALWAYS BEEN RECEPTIVE TO WORKING WITH PREFERRED AND I HAVE PERSONALLY ENJOYED WORKING WITH HER, AND SHE'S ALWAYS MADE ME FEEL WELCOME AT THE TOWN OF JUPITER.

HE WAS LOOKING TO HIS LEFT TO SEE IF ANYBODY WAS COMING, BUT HE DIDN'T LOOK TO HIS RIGHT.

I WAS A PASSENGER IN A GOLF CART AND WE WERE COMING ACROSS.

THE VAN HIT US RIGHT IN THE BACK QUARTER, WHICH SPUN IT AROUND AND FLIPPED IT OVER.

THE PERSON WHO WAS DRIVING A GOLF CART FLEW ACROSS MY BACK AND INTO THE VAN, HE BROKE FOUR RIBS AND HAD A CONCUSSION.

I FELL ON THE GROUND AND THEN THE GOLF CART FELL ON TOP OF ME.

BROKE THREE RIBS, CRACKED TWO TEETH, A DETACHED RETINA, AND I TORE THE MENISCUS IN MY LEFT KNEE, THE MEDIAL MENISCUS.

I'VE HEARD THAT YEARS BEFORE THAT THEY PROPOSED A BRIDGE THAT GO FROM EAST TO WEST AT ADMIRALS COVE, AND THE PRESIDENT OF ADMIRALS COVE FROM WHAT I'VE HEARD, TURNED IT DOWN.

I WAS WONDERING IF THERE'S A WAY THAT WE CAN OPEN THAT BACKUP TO GET THE BRIDGE FOR SAFETY TO GO BACK OVER FROM EAST TO WEST, WHICH WILL BE ALSO NICE FOR THE TOWN OF JUPITER TO HAVE THAT.

I WANT TO GO TO THE ESTEEMED LAWYER TOWN WHILE YOU'RE HERE.

IN A MEMO TO JOHN STICKLER IN 2019, HE WROTE, [NOISE] I AM OF THE OPINION THE BOARD DOES NOT HAVE THE AUTHORITY TO CONVEY THE COMMON AREA TO 14 PRIVATE HOMEOWNERS.

THAT SOMEHOW BECAME, NOW WE FAST-FORWARD TO MALLORY CREEK BULLETIN THAT GOES OUT TO THE MEMBERS SAYING THAT THE TOWN HAS A NEW LAWYER, I SAID THIS BEFORE, TO REVIEW SINCE THE PREVIOUS ONE KEPT CHANGING HIS OPINION ON THE MATTER, I BELIEVE HE DID NOT.

NOW, WE GO TO PLANNING AND ZONING LETTER TO THE OFFENDING PARTIES WITH OBSTRUCTIONS IN THE COMMON AREA, PUTTING THE CART BEFORE THE HORSE, BEFORE YOU PEOPLE MIXED THE APPLICATION.

THE LETTER SAYS THE FENCES LOCATED, MUST BE REMOVED.

SOMEHOW THAT GOTTEN MUTILATED TO, SHOULD BE.

ANY OBSTRUCTIONS ENCROACHING ON OUR LIST WHICH SHOULD BE REMOVED.

IF WE'RE GOING TO DEAL WITH THE LANGUAGE, LET'S DEAL WITH IT.

WE'RE LOOKING AT IT FROM 1,000 FOOT ABOVE THE TOWN.

SOME OF THEM WERE BROUGHT UP, BUT THEY ALSO HAVE THESE UNIQUE PLACES THAT BUILD UPON THEIR CHARACTER.

OF THOSE, THREE OF THEM HAVE HISTORIC DISTRICTS THAT OVERLAP THE SPECIAL ZONING DISTRICT.

BUT ONE IN PARTICULAR, STEWART DOESN'T HAVE A HISTORIC DISTRICT.

THEY DON'T EVEN HAVE A HISTORIC PRESERVATION ORDINANCE AND REQUIREMENT LIKE WE DO, BUT THEY'VE ADOPTED AN ORDINANCE THAT ADDRESSES THE HISTORIC CHARACTER.

THAT'S WHY I WANTED TO POINT THAT OUT TO YOU.

THE OTHER THING WE LOOKED AT IS, WHAT DO WE HAVE TODAY? WHAT IS EXISTING TODAY IN OUR CODES THAT ARE SPECIAL TO US? I'M GOING TO BE SHOWING THOSE TO YOU.

THE FIRST ITEM IS, WHERE ARE WE TODAY? THESE ARE SIX EXISTING ZONING DISTRICTS OR IMPORTANT AREAS, REDEVELOPMENT OVERLAY AREAS THAT ARE IN THE TOWN.

THE FIRST THREE ARE SPECIAL ZONING DISTRICTS THAT WE'VE OUTLINED.

THESE WERE DEVELOPED IN TERMS OF, THE MIXED USE AND INDIANTOWN ROAD WERE FOR NEW DEVELOPMENT.

US1 WAS MOSTLY NEW DEVELOPMENT, BUT THERE WAS SOME OF THAT HISTORIC CHARACTER THINGS THAT WE WERE TRYING TO CAPTURE, PARTICULARLY AS IT RELATES TO THE INLET VILLAGE ROA AND THEN ALSO CENTER STREET.

YOU'LL SEE IN THESE AREAS, WE HAVE THREE SPECIALS DISTRICTS, THREE REDEVELOPMENT OVERLAY AREAS.

I JUST WANT TO TALK ABOUT THE REDEVELOPMENT OF RELATED AREAS A LITTLE BIT BECAUSE THESE WERE ADOPTED IN 2009 AND THAT WAS DURING THE TIME OF THE RECESSION.

IT WAS A DIFFERENT TIME WHEN WE WERE TRYING TO INDUCE REDEVELOPMENT AND PROVIDE INCENTIVES TO INDUCE THAT REDEVELOPMENT.

IT'S NOT NECESSARILY WHERE WE ARE TODAY.

BUT THEY WERE PUT ON THE BOOKS BECAUSE THEY WERE SPECIAL AREAS.

WITH THE UNDERSTANDING THAT AT ONE DAY, WE WILL PROBABLY ADD MORE, MODIFY THE REGULATIONS, CHANGE WHAT WE HAVE IN THERE, BUT THEY WERE PUT THERE AS PLACEHOLDERS OF WHAT WE ALREADY ANTICIPATED TO BE SPECIAL BECAUSE WE IDENTIFIED THEM AS EXISTING AREAS THAT WERE OLDER IN THE TOWN, BUT THEY NEEDED SPECIAL CONSIDERATION.

WE LOOKED AT THOSE BACK IN 2009 AND WE ADOPTED ALL THREE OF THEM AT THE SAME TIME.

TWO OF THEM ARE VOLUNTARY, IT'S NOT REQUIRED TO FOLLOW THE REGULATIONS THAT ARE IN THOSE DIFFERENT ROAS AND THAT'S WHY WE CALL THEM REDEVELOPMENT OVERLAY AREAS.

CENTER STREET AND NORTH ALTERNATE A1A, AND TONEY PENNA ARE VOLUNTARY.

THEY WERE DONE IN COMBINATION WITH A SMALL-SCALE PLANNED UNIT DEVELOPMENT.

IF YOU DID THEM AND SUBMITTED A SMALL-SCALE PLANNED UNIT DEVELOPMENT, PROVIDED AND MET THE REGULATIONS OF THE ROA, THEN YOU MET THAT DEFINED PUBLIC BENEFIT, AND WE'RE ABLE TO GET THOSE INCENTIVES, SUCH AS REDUCTIONS IN SETBACKS AND REDUCTIONS IN LANDSCAPING, FOR EXAMPLE.

I THINK WITH CENTER STREET, FOR EXAMPLE, YOU HAVE THE COUNTY DESIRE FOR THE ROAD AND WE LOOK AT THE LEVEL OF SERVICE WITH TRAFFIC AND THE CONCERNS THERE AND WIDENING THE ROAD OR JUST MOVING CARS THROUGH THAT AREA AND THEN YOU HAVE THE RESIDENT DESIRES TO MAKE THAT THE LOCAL MAIN STREET.

SOMETHING WITH MAINTAINING THAT CHARM, WHICH IS HARD TO DO WHEN YOU ARE ADDING ANOTHER MINI HIGHWAY THROUGH THE TOWN SO THAT DISCONNECT IS CERTAINLY SOMETHING I WOULD WANT TO ADDRESS.

HOW YOU GET THERE IS ANOTHER MATTER, I THINK 30,000 FOOT LEVEL IS APPROPRIATE RIGHT NOW.

I THINK THAT'D BE THE BEST START AND I THINK THIS WAS A COUNCILOR SCHNEIDER'S INITIATIVE, SO SHE DEFINITELY HAS TO BE HERE TO DISCUSS HERSELF.

THERE'S A LOT OF SCAFFOLDING AND WHATEVER, SO WHO SCAFFOLDING OR IT'S QUITE FRANKLY THAT WE'RE SCREWING AROUND THAT ARE TRIPPING HAZARDS.

THEY CAN BE BUILT IN MY HOUSE I USED TO CLEAN UP THE JOB SITE EVERY DAY.

AFTER THE WORK IS LEFT SAFETY IS IMPORTANT, SO IT'S NOT A CRITICISM LET'S BE SAFE.

THERE'S OFFSITE SIGNAGE TO THE HOSPITAL THAT IF YOU'RE GOING SOUTH ON A MILITARY TRAIL, WHEN YOU'RE GOING PASSED ON A PIN AND YOU'RE COMING IN THE OTHER WAY.

IT IS A CORE ON THE ROAD COMING WEST.

THEY BLOCK THE SIGNS AND MEDIAN SEMI TRYING TO FIND THE HOSPITAL IN THE DAYTIME.

THAT SIGN DOES NOT WORK BECAUSE VEHICLES BLOCKING AND I JUST WANT TO ASK STAFF TO LOOK AT THAT BECAUSE THAT COULD BE SOMETHING IF THERE'S SOMETHING THAT COULDN'T BE AMENDED IN THE CODE THAT WOULD BE SAFE.

BUT AGAIN, IT SERVES NO PURPOSE.

QUITE FRANKLY, MANY HOURS IF I GO THAT WAY AND I'VE LOOKED, I KNOW WHAT DIRECTION TO GO, BUT IF SOMEBODY WAS TRYING, SO I NEED TO GO BACK OUT THERE AGAIN AND LOOK AT OTHER SIGNAGE, AND YOU STILL LOOK FOR THE UNIVERSAL H. MOST PEOPLE DO, IF YOU'VE EVER REALLY LOOKED FOR HOSPITALS AND OTHER AREAS, BUT IT STRUCK ME A FEW TIMES WOULD HAVE GONE THERE THAT YOU CAN'T SEE THAT MEDIAN SIGN.

BUT FOR AN EMERGENCY USE AND FOR THE HOSPITAL, IT IS HARD FOR PEOPLE WHO ARE NEW TO JUPITER TO FIND IT OR COMING FROM OUT OF TOWN.
