JUST TO SIMPLIFY THE TOWN'S BUDGET, I CREATED A SIMPLIFIED BALANCE SHEET OF ASSETS AND LIABILITIES. ASSETS WOULD BE PROPERTY VALUES AND THEN 20-SOME ODD SQUARE MILES OF TOWN. LIABILITIES WOULD BE SERVICES, INFRASTRUCTURE, AND DEBT. I KNOW THAT SOMETIMES INFRASTRUCTURE IS COUNTED AS AN ASSET, BUT AN EXPENSE GENERATING ASSET IS A LIABILITY. A SIMPLIFIED INCOME STATEMENT IS NEXT. THAT INCLUDES REVENUE AND EXPENSES. TOWN SOURCES OF REVENUE WOULD BE PROPERTY TAXES FROM THE PROPERTY VALUES, GRANTS FROM FEDERAL AND STATE, AND THEN TOWN FEES FOR SERVICES. EXPENSES WOULD BE OPERATIONS FROM SERVICES, MAINTENANCE FROM INFRASTRUCTURE, AND THEN INTEREST ON DEBT. REVENUE MINUS EXPENSES GETS YOU NET INCOME, AND NET INCOME CAN FINANCE FUTURE INVESTMENTS OR SERVICES. HOW DO YOU SPEND THAT NET INCOME? YOU CAN SPEND IT ON A GOOD INVESTMENT THAT IS AN ASSET OR IMPROVES AN ASSET. IT CAN PROVIDE REVENUE AND MEETS A STRATEGIC OBJECTIVE. YOU CAN SPEND IT ON A BAD INVESTMENT THAT'S A LIABILITY THAT GENERATES EXPENSES AND IMPEDES A STRATEGIC OBJECTIVE. WE CAN REVIEW THE EXISTING AND REMAINING INITIATIVES THAT WILL CARRY OVER FROM THIS YEAR'S PLAN INTO NEXT YEAR'S, GET SOME CONSENSUS ON ANY NEW PROPOSED STRATEGIC INITIATIVES. ULTIMATELY, THE GOAL IS TO END UP WITH A LIST THAT EVERYBODY IS HAPPY WITH FROM WHICH WE CAN MOVE TO THE NEXT WORKSHOP AND DO SOME PRIORITIZATION. NEXT SLIDE, PLEASE. AS I MENTIONED, THIS YEAR WE INTRODUCED A NEW TOOL, THE STRATEGIC WORK-PLAN ROADMAP. THAT'S A VERY BIG SPREADSHEET THAT YOU ALL RECEIVED. IT'S A LITTLE TOUGH TO SHOW UP ON A SCREEN HERE, BUT ESSENTIALLY, IT CONTAINS ALL THE STRATEGIC INITIATIVES THAT WE'LL GO THROUGH IN A LITTLE BIT, THEIR STATUS, THEIR LEVEL OR ORDER OF MAGNITUDE IN TERMS OF THE SCOPE OF THE PROJECT, AN ESTIMATE ON COST, AN ESTIMATE ON TIMING SO THAT YOU CAN GET A FEEL WHERE IT OCCURS IN THE TIMEFRAME OVER THE NEXT SEVERAL YEARS AS SOME INITIATIVES ARE MULTI-YEAR, AND ITS RESOURCE IMPACT. DURING THAT PLAN EFFORT, THERE'S A TREMENDOUS AMOUNT OF COLLABORATIONS THAT COVERS FEDERAL STATE, AND THEN IT ALSO INCLUDES COUNTY ROADWAYS. THE LAST UPDATE, WE WERE ABLE TO MAKE SIGNIFICANT INROADS COLLABORATING THAT WE FOR THE FIRST TIME EVER WE KNEW WHAT THE COUNTY WAS DOING AND WE WERE IN ALIGNMENT. I JUST LEARNED RECENTLY THAT, AND JUST SO MY COLLEAGUES KNOW BECAUSE YOU'VE HEARD ME TALK ABOUT THIS BEFORE, WE THOUGHT CENTER STREET WAS IN THE PLAN AND IT WAS AND APPARENTLY THE COUNTY'S PLAN DOESN'T FOLLOW THE FISCAL YEAR BECAUSE I GOT ASKED IN OCTOBER TO GIVE INPUT TO THE PLAN AND OF COURSE, I ASKED QUESTIONS ABOUT PROJECTS THAT WERE NOT IN THE PLAN. CENTER STREET WAS, IT WAS SUPPOSED TO START DESIGN, I SHARED THAT. COMING TO FIND OUT ABOUT A MONTH AGO, [00:20:03] THERE WAS A MEETING AT THE COUNTY AND THEY JUST RE-JUGGLED PRIORITIES AND THAT ONE VANISHED. USE THAT AS AN EXAMPLE. THERE WAS ALSO AN INTERSECTION PROJECT AT CENTRAL BOULEVARD IN INDIANTOWN ROAD THAT HAS BEEN IN AND OUT OF A PLAN FOR 20 YEARS NOW. I THINK WE HAD SAID BEFORE ON THE DAYS THAT CENTER STREET FOR NEWER MEMBERS TO GO OVER THE HISTORY OF THAT AND THE PLANS FOR THAT AND WHETHER OR NOT IT MEETS WHAT THE RESIDENTS WANT FOR THAT. COUNTY MONITORING IS CERTAINLY SOMETHING THAT I'VE LEARNED THAT WE NEED TO DO. I THINK WE'RE GOOD THERE IN TERMS OF BRINGING FORWARD AN UPDATE TO THE PLAN. WE'VE HAD SOME DISCUSSION ON THE STRATEGIC ITEMS THAT ARE CURRENTLY LISTED. WE'VE MADE SOME REVISIONS THERE AND WE'LL REFLECT THOSE IN THE NEXT UPDATE TO YOU AND HOPEFULLY CAPTURED ANY NEW PROPOSED INITIATIVES TO ADD TO THAT LIST. WITH THE GOAL OF AGAIN, BRINGING YOU BACK A SECOND WORKSHOP WHERE YOU CAN PERFORM A PRIORITIZATION EXERCISE. IN ADVANCE OF THAT, WE'D PUT SOME INFORMATION OUT TO YOU SO THAT YOU CAN THINK ABOUT YOUR PRIORITIZATION AHEAD OF TIME AND IF COUNCIL DESIRES, WE COULD SUMMARIZE THAT INFORMATION AND BRING IT FORWARD TO YOU TO BE MORE EFFICIENT IN THAT PROCESS USING THE ROADMAP AS A TOOL SO THAT YOU HAVE SOME BETTER INFORMATION AROUND EACH OF THE ITEMS THAT'S PROPOSED. ONE IS, I REFER TO THIS AS THE HRB VALUE. THAT WOULD BE THE VALUE THE ENTIRE 10.437 ACRES AS CONSERVATION, PRESERVATION LAND WITH NO DEVELOPMENT POTENTIAL. YOU WOULD GET A VALUE FOR THE LAND AT THAT. THESE CAN ALL BE DONE AT THE SAME TIME. I'M NOT SUGGESTING THAT YOU PICK BETWEEN THE FOUR, BUT I WOULD LIKE TO KNOW AND WE WOULD LIKE GUIDANCE ON WHICH OF THE FOUR YOU BELIEVE ARE APPROPRIATE FOR THE APPRAISERS TO GET INTO BECAUSE WE HAVE TO GIVE THEM THE SCOPE OF THEIR ASSIGNMENT. VALUE OF THE 9.836 ACRES, WHICH INCLUDES THE FOUR ACRES OF MOUND HAS CONSERVATION PRESERVATION LAND WITH NO DEVELOPMENT, AND THE 0.6 ACRES BASED ON ITS EXISTING ZONING, WHICH IS COMMERCIAL, AND ITS EXISTING USE, WHICH IS COMMERCIAL. THREE, WOULD BE VALUE OF THE 4.07-ACRE SHELL MIDDEN AND CELESTIAL RAILROAD AREAS AS PART OF THE WHOLE 10.437 ACRES, WITH THE 4.0 BEING VALUED AS CONSERVATION PRESERVATION, BUT THE BALANCE OF THE PROPERTY VALUE BASED ON ITS EXISTING ZONING.
