OKAY, TONIGHT, WE HAVE THREE PRESENTATIONS TO GO FOR BEFORE WE GET ON TO THE NORMAL AGENDA.

SO THE FIRST PRESENTATION I WANT TO WELCOME IS GINA, AND I MAY PRONOUNCE THIS WRONG.

THE VICE PRESIDENT ELECT OF THE TREASURE COAST CHARTER, FLORIDA ASSOCIATION OF ENVIRONMENTAL PROFESSIONALS, WHO WILL BE PRESENTING TO THE TOWN WITH THE SAWFISH BAY MARINE RESTORATION ENVIRONMENTAL EXCELLENCE AWARD.

WELCOME. THANK YOU.

THANK YOU SO MUCH FOR HAVING ME.

MY NAME IS GINA CHIELLO.

I'M A SENIOR DIRECTOR WITH CUMMINS CEDERBERG, A LOCAL COASTAL MARINE ENGINEERING FIRM, AND TONIGHT I'M HERE AS PRESIDENT ELECT REPRESENTING THE TREASURE COAST CHAPTER OF THE FLORIDA ASSOCIATION OF ENVIRONMENTAL PROFESSIONALS.

WE ARE A LOCAL ORGANIZATION DEDICATED TO PRACTICING WITH INTEGRITY, DEVELOPING STUDENTS AND YOUNG PROFESSIONALS, PROVIDING A FORUM FOR INFORMATION EXCHANGE AND IMPROVING OUR COMMUNITY THROUGH ENVIRONMENTAL PROJECTS.

WE RECENTLY HOSTED OUR ANNUAL AWARDS BANQUET ON DECEMBER 7TH AT THE LOGGERHEAD MARINE LIFE CENTER, WHICH I UNDERSTAND IS GOING TO BE THE NEXT PRESENTATION, AND THIS IS WHERE WE RECOGNIZE THE EXCELLENCE WITHIN OUR ENVIRONMENTAL COMMUNITY THROUGH SIX DIFFERENT AWARDS TO LOCAL INDIVIDUALS, PROJECTS AND PROGRAMS, AND SO I AM THRILLED TO RECOGNIZE THE TOWN OF JUPITER FOR THEIR SAWFISH BAY MARINE RESTORATION PROJECT WITH THE ENVIRONMENTAL EXCELLENCE AWARD FOR 2022, AND THIS IS AN ONGOING MULTI PHASE PROJECT TO INSTALL LIVING SHORELINE, RESTORE MARINE HABITAT, INCLUDING INSTALLATION OF ARTIFICIAL REEF MODULES, PROMOTE SEAGRASS AND OYSTER GROWTH, CONTRIBUTE TO THE RECOVERY OF THREATENED AND ENDANGERED SPECIES, IMPROVE WATER QUALITY AND ENHANCE RESILIENCY OF APPROXIMATELY 7000 LINEAR FEET OF SHORELINE SPANNING OVER 30 ACRES OF WATER.

THIS TRANSFORMATIVE, NATURE BASED APPROACH TO THIS PROJECT ACCOUNTS FOR THE HISTORY OF THE AREA DATING BACK THOUSANDS OF YEARS TO THE ORIGINAL HYDROLOGIC SYSTEM IN AN EFFORT TO BRING BALANCE BACK TOWARDS THE NATURAL ECOSYSTEM THROUGH ANALYSIS AND UNDERSTANDING OF THE HYDRO MORPHOLOGY OF THE AREA. SO CONGRATULATIONS TO THE TOWN OF JUPITER FOR THIS FORWARD THINKING, INNOVATIVE PROJECT.

I'D ALSO LIKE TO EMPHASIZE THAT WHILE OUR COMMUNITY HAS ALWAYS BEEN VERY ENVIRONMENTALLY CONSCIOUS, I APPRECIATE FORMER COUNTY COMMISSIONER WHO LED US IN THIS FOR QUITE A FEW YEARS, OUR RESIDENTS WHO NUDGED US [INAUDIBLE] SEVERAL GROUPS TO MAKE SURE WE WERE DOING OUR ROLE HERE, OUR STAFF FOR TAKING INITIATIVE TO DO THIS.

I'M ON THE BOARD AT LOGGERHEAD, AND SO IT'S MY PRIVILEGE AND PLEASURE TO INTRODUCE TO YOU OUR NEW PRESIDENT AND CEO, ANDY DEHART, CAME TO US FROM FROST MUSEUM, AND HE'S GOING TO GIVE YOU A LITTLE UPDATE ON HOW WELL WE'RE DOING.

HERE TO TALK ABOUT THE EXCITING THINGS HAPPEN AT LOGGERHEAD MARINE LIFE CENTER.

AS YOU KNOW, IT'S BEEN AN INTERESTING YEAR.

WE'VE GONE THROUGH SOME UPS AND DOWNS.

WE'RE ON THE UP SIDE OF THE SWELL.

WE'VE COME IN.

THERE'S BEEN A TRANSITION AND TEAM.

THERE WAS CERTAINLY SOME ISSUES AS WE COMMISSIONED OUR NEW BUILDING WHEN WE DO THESE BIG PROJECTS.

MY BACKGROUND HAS BEEN 30 YEARS IN THE PUBLIC AQUARIUM INDUSTRY, HAVE BUILT THREE PUBLIC AQUARIUMS FROM THE GROUND UP.

COMMISSIONING LARGE SYSTEMS, THESE COMPLEX LIFE SUPPORT SYSTEMS LIKE LOGGERHEAD MARINE LIFE CENTER HAS, IS QUITE COMPLICATED.

WE MIGHT NOT HAVE GOTTEN EVERYTHING RIGHT AT THE BEGINNING.

WE'RE REALLY ON SOLID FOOTING NOW.

WE'VE KIND OF TAKEN A NUMBER OF DIFFERENT APPROACHES TO GET THERE, BUT IF YOU HAVEN'T BEEN TO LOGGERHEAD MARINE LIFE CENTER LATELY, WE HOPE YOU COME BACK.

WE HOPE YOU ARE REGULARS THERE.

IT'S A FREE FACILITY AND THERE'S NOT MANY FACILITIES OF ITS KIND IN THE COUNTRY WHERE YOU CAN HAVE FREE ACCESS TO MARINE SCIENCE EDUCATION.

YOU HAVE FREE ACCESS TO EXHIBITS AND INTERACTIVES THAT YOU WOULD FIND AT LARGE SCALE PUBLIC AQUARIUMS AND LARGE SCALE SCIENCE MUSEUMS LIKE THE FROST SCIENCE CENTER WHERE I CAME, WHICH IS 39.99, TO GET IN THE DOOR AND NOT FREE.

SO THIS REALLY IS A LOCAL GEM.

IT'S PART OF WHY I'M HERE.

I JUST LOVE THE HISTORY.

WE TURN 40 YEARS OLD NEXT YEAR.

I LOVE THE HISTORY, KIND OF THE EMBEDDED NATURE OF THAT LOGGERHEAD MARINE LIFE CENTER HAS AND THE LOCAL COMMUNITY, BUT HAS AN INTERNATIONAL REACH THROUGH OUR WORK, THROUGH OUR REACH IN SCHOOLS, BUT THIS IS OUR NEW CAMPUS UP ON THE SCREEN NOW.

WE'VE ESSENTIALLY TRIPLED IN SIZE.

THE WHOLE NORTHERN PORTION OF THE CAMPUS IS NEW.

WE'VE GONE FROM 11 TURTLE HOSPITAL TANKS TO 26 TURTLE HOSPITAL TANKS THAT INCLUDE A DEEP DIVE WHICH ALLOWS FOR US TO TAKE PATIENTS THAT HAVE BUOYANCY PROBLEMS. WE HAVE TWO TURTLE HATCHLING TANKS SO WE CAN REHABILITATE THESE BABIES THAT COME OFF THE BEACH.

THEY'VE BEEN BLOWN BACK DURING STORMS, BUT WE'VE ADDED A NUMBER OF OTHER ELEMENTS.

WE'VE ADDED AQUARIUMS, THREE OUTDOOR PUBLIC AQUARIUMS. WE'VE ADDED MORE UTILITY SPACE.

WE HAVE FOUR MULTIPURPOSE ROOMS WHERE WE CAN DO BUSINESS CONFERENCES, WE CAN DO WEDDINGS AND BAR MITZVAHS.

WE HAVE [INAUDIBLE] HOTEL, BUT I THINK THE BEST VIEW IN THE COUNTY, YOU'VE GOT THE AQUARIUM FACILITY, THE TURTLE HOSPITAL.

WE HAVE KAREN MARCUS' LAND PRESERVE TO THE NORTH OF US AND THEN WE HAVE THIS AMAZING BEACH VIEW.

SO WE HAVE AN AMAZING CAMPUS AND A LOT OF GREAT THINGS GOING ON.

SO WHEN I CAME ON BOARD, THE BOARD GAVE VERY CLEAR DIRECTIVES.

OBVIOUSLY, WE HAD HAD SOME STAFF TURNOVER.

THE WAY FWC WORKS IS THEY PERMIT THE VETERINARY STAFF, THEY DON'T PERMIT THE FACILITY.

SO WE HAD A TURNOVER IN VETERINARY STAFF, SO THE BOARD WAS VERY CLEAR.

WE WANT YOU TO FIX THREE THINGS, WATER, STAFF AND THEN GET TURTLES.

SO ON THE WATER STANDPOINT, YOU GUYS PROBABLY PICKED UP A PAPER ANYWHERE IN JUNE, JULY AND AUGUST AND NEVER SAW ANYTHING BUT WATER ISSUES AT LOGGERHEAD MARINE LIFE CENTER.

REALLY THAT WAS, WAS SALINITY ISSUES.

BECAUSE WE HAVE A NATURAL PIPELINE THAT GOES OUT TO THE OCEAN SOUTH OF JUNO BEACH PIER, AND WE HAD A BEACH RE-NOURISHMENT PROJECT THAT HAPPENED THE SAME YEAR, A YEAR BEFORE, OUR WATER INTAKE PIPES WERE FURTHER FROM THE OCEAN THAN THEY NORMALLY WERE IN PRIOR YEARS.

THAT CREATED A SALINITY ISSUE.

FWC DOES WHAT THEY DO, THEY LIMIT THAT CAPACITY AND THEN WE WEREN'T RUNNING OUR SYSTEMS IN THE RIGHT FASHION.

AGAIN, MY BACKGROUND IS 30 YEARS IN THE PUBLIC AQUARIUM INDUSTRY ON THE ANIMAL SIDE AND THE LIFE SUPPORT SIDE.

SO WE CAME IN, MADE SOME MODIFICATIONS TO THE LIFE SUPPORT SYSTEMS, GOT THEM OPERATING CORRECTLY, AND MOST OF OUR NEW 26 TURTLE HOSPITAL TANKS ARE ABLE TO RUN IN A CLOSED LOOP SYSTEM JUST LIKE SEAWORLD DOES, OR FLORIDA AQUARIUM OR FROST, WHERE THE WATER SYSTEM IS INDEPENDENT.

WE'RE NOT AN OPEN FAUCET WHERE WATER COMES IN AND WATER LEAVES.

WE DO HAVE SIX TANKS THAT ARE THAT WAY.

SO WE CREATED A WATER STORAGE SYSTEM.

SO WATER COMES IN, WE CAN MANIPULATE THE SALINITY THE WAY WE WANT IT AND THEN USE IT IN THESE CLOSED LOOP SYSTEMS. WE'VE ALSO ONBOARDED A NUMBER OF FANTASTIC STAFF WITH KIND OF JUST SINCE AUGUST WE ADDED OUR CHIEF SCIENCE OFFICER AND HEAD VETERINARIAN, DR.

HEATHER BARRON. SHE CAME FROM THE CROW FACILITY IN SANIBEL ISLAND.

SHE MOVED OUT OF SANIBEL, FORTUNATELY JUST IN THE NICK OF TIME, BUT HER HOUSE, SHE HADN'T SOLD HER HOUSE IN SANIBEL YET, BUT SHE WAS RESPONSIBLE FOR BRINGING ON A WHOLE NEW VETERINARY TEAM. SO SHE HAS A HOSPITAL MANAGER SHE BROUGHT FROM SANIBEL ISLAND AT CROW TO TECHNICIANS, ONE FROM THE PALM BEACH ZOO.

WE'VE BROUGHT IN A DIRECTOR OF FACILITIES LIFE SUPPORT.

AGAIN, MY BACKGROUND IS THAT WORLD.

WE WANT TO BE IN A WORLD WHERE WE'RE NOT SENDING PUMPS OUT FOR REPAIRS.

WE CAN DO ALL THAT WORK IN-HOUSE, HAVE THAT EXPERTISE, HAVE THAT WORLD CLASS STAFF ONSITE SO WE CAN REPAIR OUR SYSTEM IN A DAY'S NOTICE, WE BROUGHT IN A CHIEF OPERATING OFFICER. WE'VE STOLEN A FEW STAFF FROM FROST SCIENCE.

CHIEF OPERATING OFFICER IS ONE OF THEM I WORKED WITH HIM FOR SEVEN YEARS AT FROST SCIENCE, A GREAT PERSON IN TERMS OF KIND OF OPERATIONAL, GETTING THAT CAPACITY BACK, LOOKING AT GRAPHICS, LOOKING AT NEW EXHIBITS.

WE WANT TO BE A FACILITY THAT IS IS WOWING OUR GUESTS FROM THE MINUTE THEY COME IN THE DOOR TO THE MINUTE THEY LEAVE THROUGH THE GIFT SHOP BUYING LOTS OF T-SHIRTS.

WE'VE ALSO ADDED AN AMAZING VP OF FINANCE.

A LOCAL PERSON, HAS A GREAT FINANCE BACKGROUND, IS A GREAT CULTURE FIT.

SO WE'VE ADDED SOME REALLY AMAZING ALL STARS TO WHAT I SAY WAS AN ALL STAR ROSTER TO BEGIN WITH.

WE HAD A LOT OF STAFF THAT WEATHERED THE STORM.

I'M A HOCKEY PERSON, SO WE WERE READY FOR A STANLEY CUP RUN, BUT WE JUST NEEDED A FEW PLAYERS AND I THINK WE NOW HAVE THAT.

SO WE HAVE A GREAT TEAM.

IT'S AN EXCITING PLACE TO WORK.

SO WE FINISHED WATER, WE GOT STAFF, THEN IT WAS TURTLES.

SO WITHIN ABOUT A MONTH OF MY STARTING WE WENT BACK TO FWC.

WE HAD CORRECTED ALL THE ISSUES THAT THEY WANTED RESOLVED ANYWHERE FROM HOW THE SYSTEMS RAN WATER PARAMETERS, THE STAFFING.

DR. HEATHER BARRON HAS BEEN A TURTLE VETERINARIAN FOR TEN YEARS IN THE STATE, SO SHE'S BEEN A TURTLE PERMIT HOLDER FOR A VERY LONG TIME.

SHE'S ACTUALLY WORKED AT THE ONLY FACILITY IN THE WORLD, THE CAYMAN TURTLE FARM TURTLE HOSPITAL, WHERE THEY HAVE CAPTIVE BRED SEA TURTLES, IS THE ONLY PLACE IN THE WORLD THAT'S DONE IT. SO SHE HAS A GREAT TURTLE BACKGROUND WHICH ALLOWED US TO OPEN THE FLOODGATES FOR GETTING OUR PERMITS.

IT'S IMPORTANT TO NOTE THAT DURING THIS TRANSITION PERIOD, WE KEPT OUR EDUCATION PERMITS AND WE KEPT OUR INCREDIBLY VALUABLE RESEARCH PERMITS.

SO WE'RE STILL DOING NESTING RESEARCH.

WE'RE STILL DOING HATCHLING RELEASES.

ALL THAT HAPPENED THROUGHOUT THIS TRANSITION.

WE NEVER LOST THAT ABILITY TO DO THAT.

WE NEVER CLOSED OUR DOORS.

SO WE WERE OPEN, JUST LIMITED IN OUR PATIENTS.

SO THESE ARE THREE OF OUR PATIENTS.

WE HAVE TEN PATIENTS RIGHT NOW.

WE ARE BRACING FOR A COLD SNAP THIS WEEKEND.

THE STATE PREDICTS POTENTIALLY UP TO 100 TO 300 TURTLE PATIENTS THAT WILL FLOOD ALL OF THE FLORIDA TURTLE HOSPITALS IN THE COMING WEEKEND.

SO WE'RE ON GUARD FOR THAT.

WE'RE READY FOR ANY COLD SUN TURTLES THAT COME IN, BUT WE HAVE TEN PATIENTS RIGHT NOW, MOSTLY GREEN SEA TURTLES, BUT A FEW LOGGERHEADS AS WELL.

ONE OF THE OTHER AMAZING THINGS IS THAT HAPPENED DURING OUR EXPANSION.

PRIOR TO THE EXPANSION, WE WEREN'T ABLE TO KEEP THESE TURTLES THAT HAVE THIS FIBER PAPILLOMAVIRUS.

IT'S A VIRUS THAT SEA TURTLES GET, GET THESE GROSS TUMORS ALL OVER THEM.

ONLY HALF THE TURTLE REHAB FACILITIES IN THE STATE CAN HOUSE THESE TURTLES WITH THIS CONDITION, AND WE CAN DO THAT NOW.

SO THAT'S BEEN A GREAT ADDITION.

KIND OF WHERE ARE WE GETTING BACK ON TRACK, LOOKING AT PRIOR YEAR NUMBERS.

YOU KNOW, THIS THIS WAS THROUGH OUR DROUGHT.

KIND OF THE WORST PERIOD FOR US WAS JANUARY THROUGH AUGUST.

CLEARLY, THERE WAS A DIP THERE IN ATTENDANCE, BUT NOT AS BAD AS SOME MIGHT HAVE THOUGHT, BUT WE DO, IF YOU LOOK ON THE RIGHT HERE, THAT'S REALLY WHERE WE WANT TO GET BACK TO.

OUR HISTORIC HIGH WAS 2019, 360,000 VISITORS.

MY BACKGROUND, I'M AN ATTRACTIONS PERSON.

I LOVE ANIMALS. MY BACKGROUND IS ANIMALS, BUT TO ME, THE ROLE THAT LOGGERHEAD FILLS IN OUR COMMUNITY IS TWOFOLD.

IT'S AN ATTRACTION AND IT'S A CONSERVATION CENTER.

SO HOW DO WE BOOST THOSE ATTRACTION NUMBERS USING GRANTS FROM CULTURAL COUNCIL AND OTHER TOOLS THAT WE HAVE AT OUR DISPOSAL?

BUT WE'D REALLY LIKE TO GET THAT UP TO 500,000.

WE WANT THIS TO BE ONE OF THE STOPS THE GUESTS OF PALM BEACH COUNTY.

IT'S A MUST SEE EXPERIENCE AND WE THINK WE CAN GET THERE WITH THE RIGHT TEAM AND THE RIGHT MARKETING.

SOME OF THE UPCOMING EVENTS.

WE HAVE BEACH CLEANUPS WEEKLY EVERY SATURDAY.

I THINK JUNO BEACH MIGHT BE ONE OF THE CLEANEST, BUT WE HAVE OUTREACH THAT GOES TO JUPITER, PAUL MITCH GARDEN, WE KIND OF NEIGHBOR WITH ALL THE LOCAL COMMUNITIES SO WE CAN WORK ON BEACH CLEANUPS.

WE'VE JUST STARTED A BY THE SEA LECTURE SERIES.

AS I'VE BEEN WELCOMED INTO PALM BEACH COUNTY FROM BROWARD, I GO TO LOCAL RESTAURANTS AND BARS AND EVERYTHING I HEAR IS, OH, I TOOK MY KID THERE, I TOOK MY GRANDKIDS THERE.

I'M LIKE, YOU DON'T HAVE TO HAVE A KID ATTACHED TO COME TO LOGGERHEAD MARINE LIFE CENTER.

HOW DO WE GET THOSE THOSE IN-BETWEENS THE PEOPLE PRE KIDS OR BETWEEN KIDS AND GRANDKIDS? SO WE STARTED AN ADULTS BY THE SEA LECTURE SERIES 21 AND UP.

WE'VE PARTNERED WITH LOCAL BREWERIES.

THEY PROVIDE A BEER AND THEN AN HOUR LECTURE ON EITHER UNDERWATER PHOTOGRAPHY, CONSERVATION, MARINE SCIENCE.

THAT'S THE THIRD WEDNESDAY OF EVERY MONTH TOMORROW NIGHT, IF YOU GUYS ARE FREE.

OUR HEAD VETERINARIAN, DR.

HEATHER BARRON, IS GOING TO BE THE SPEAKER.

SHE IS AN ABSOLUTELY DYNAMIC POWERHOUSE.

THE FORMER CHIEF [INAUDIBLE], WHICH IS HERE TONIGHT, AS I MENTIONED, AND I ACKNOWLEDGE THE NEED TO TRANSFER INFORMATION TO THE NEXT GROUP OF LEADERS TO BE AWARE OF THIS PROCESS AND THE LEARNING POINTS THROUGHOUT THE PAST YEAR AND THE DOZEN OR SO MEETINGS THAT HAVE TAKEN US THIS FAR.

LIKE ANY LEADERSHIP TEAMS, WE HAVE NEWER AND YOUNGER MEMBERS WHO PLAN ON BEING HERE IN THE NEXT DECADE.

IN THE NEXT 15 TO 20 MINUTES I REALIZE WE WILL NOT FULLY DESCRIBE WHAT THIS 40 YEAR RELATIONSHIP REPRESENTS FOR PALM BEACH COUNTY FIRE RESCUE, NOR THE DEPTHS OF SERVICE AFFORDED TO YOU AS A PARTNER IN A LARGER SYSTEM, NOR THE TRADITION OF SERVICE BUILT INTO THE FIBER OF OUR EMPLOYEES WHO SUPPORT THE CONTINUOUS MISSION OF PALM BEACH COUNTY FIRE RESCUE, AND I WILL NOT BE ABLE TO COUNTER THE CONSULTANTS ONE HOUR FOR PRESENTATION.

I AM HERE TO ADDRESS THE CONCERNS RAISED BY THIS BODY, KEEPING THE CURRENT METHODOLOGY FORMULA STRATIFYING THOSE COSTS IN THE INTERLOCAL AGREEMENT BASED ON THE PRESENT METHODOLOGY AND THE INTRODUCTION OF COSTS NOT FULLY REALIZED IN THE 2012 AGREEMENT.

ALSO, EXPLAIN PALM BEACH COUNTY FIRE RESCUE'S PLAN AND RESPONSE TO GROWTH IN THIS REGION, AND EXPLAINING WHAT THE DIFFERENCE OF WHAT PALM BEACH COUNTY FIRE-RESCUE REPRESENTS TODAY VERSUS THE PALM BEACH COUNTY FIRE RESCUE TEN YEARS FROM NOW.

TONIGHT, WE WILL PRESENT AN OVERVIEW OF THE VALUE, SERVICES AND RESOURCES CURRENTLY PROVIDED TO THE JUPITER COMMUNITY BY PALM BEACH COUNTY FIRE RESCUE.

WE HAVE BEEN SERVING TOGETHER SINCE 1984.

SINCE THAT TIME, THE TEN FIRE DISTRICTS WERE CONSOLIDATED IN 1984.

WE HAVE PROVIDED SERVICES TO THE TOWN.

IT'S NEARLY A 40 YEAR HISTORY, AS I MENTIONED, AND THAT SERVICE VALUE PERFORMANCE DELIVERY TAKE VERY SERIOUSLY.

IF I SAY NOTHING ELSE TONIGHT THAT RESONATES WITH THIS BOARD, I WANT TO SAY ONE THING.

REMAIN AS A DESTINATION DEPARTMENT, WHICH WE JUST PROVED ON OUR LAST PROCESS WITH 800 FIREFIGHTERS COMING THROUGH THE DOOR, MOST OF WHICH CAME WITH EXPERIENCE FROM OTHER DEPARTMENTS AND RESPOND TO THE COMMUNITY'S NEEDS REGARDLESS OF THEIR EMERGENCY OR CHALLENGE.

BEFORE YOU SEE A GRAPH OF THE CALLS FROM 1998 AND THE JUST BELOW 3000 CALLS IN 1998 TO WHERE WE ARE TODAY IN 2022, WHICH IS OVER 8000 CALLS IN THE TOWN OF JUPITER.

WITH THAT, I HAVE CHIEF CHARLES COYLE, WHICH IS OUR MEDICAL SERVICES CHIEF, AND ALSO FIRE MARSHAL DAVE DI RITA, WHICH IS OUR FIRE MARSHAL AND OUR DIVISION CHIEF THAT HANDLES COMMUNITY RISK REDUCTION EXPLAINED ABOUT THOSE SERVICES AND WHAT THAT MEANS TO YOUR COMMUNITY.

SO EVOLUTION OF SERVICES, RESPONSE TO OUTBREAKS AND PANDEMICS.

I KNOW EVERYONE HERE WAS IMPACTED IN SOME WAY OR FORM WITH THE PANDEMIC, BUT THE INTERESTING PART FOR US AT PALM BEACH COUNTY FIRE RESCUE WAS WE CREATED MOBILE TESTING, VACCINATIONS, DISPATCH SCREENING, MAKING SURE THAT WE PUT THE RIGHT PEOPLE ON THE RIGHT SCENE, MAKING SURE THAT WE UTILIZE TELEMEDICINE TO NOT SEND PATIENTS AND UNNECESSARILY NEEDED TO GO TO OVERCROWDED ERS TO TAKE CARE OF THE COMMUNITY.

NOT ONLY ARE WE ONE OF THE FIRST ONES IN THE COUNTY TO IMPLEMENT THESE PROCEDURES, WE ALSO HELP TEACH THE OTHER FIRE DEPARTMENTS LOCALLY IN THIS AREA, AND THOSE PRACTICES WERE ADOPTED STATEWIDE IN RESPONSE TO THE OPIOID CRISIS.

AS EVERYONE IS AWARE, THIS IS A NATION WIDE ENDEMIC WHEN IT COMES TO THE OPIOID CRISIS.

WHAT DO WE DO DIFFERENT THAN PALM BEACH COUNTY FIRE RESCUE IS WE USE OUR MOBILE INTEGRATED HEALTH CARE TEAM.

WE USE ONE OF OUR FOUR LICENSED CLINICAL SOCIAL WORKERS AND OUR PARAMEDICS THAT ARE SPECIALLY TRAINED TO MAKE A CONNECTION WITH EACH ONE OF OUR OVERDOSE PATIENTS AND MAKE SURE THEY LINK THEM UP WITH RESOURCES TO MAKE SURE THEY GET CONTINUUM CARE.

WE PARTNER WITH THE DEPARTMENT OF HEALTH AND THE HEALTH CARE DISTRICT TO DO THIS EMERGENCY TRIAGE.

THIS GETS A LITTLE TONGUE TWISTER, TRIAGE, TREAT AND TRANSPORT.

ESSENTIALLY, THIS IS A PROGRAM THAT WAS DEVELOPED BY THE CMS. IT'S A FIVE YEAR PILOT PROGRAM, AND THE PURPOSE OF THIS IS TO INCREASE THE PATIENT EXPERIENCE BUT DECREASE THE HEALTH CARE COSTS.

THIS ALLOWS EMS TO BREAK THE BOUNDARIES OF 50 YEARS OF PICKING A PATIENT UP, DROPPING THEM OFF AT AN E.R., EVEN THOUGH WE KNOW THAT'S NOT THE BEST PLACE FOR THEM.

THIS ALLOWS US TO TREAT PEOPLE AT THEIR HOMES USING TELEMEDICINE.

IT ALSO ALLOWS US TO TAKE THEM TO ALTERNATE DESTINATIONS THAT'S BETTER FIT TO THEIR ACTUAL ILLNESS.

WHOLE BLOOD, ULTRASOUND AND FINGER THORACOTOMY.

I GIVE AN HOUR LONG TALK AT THIS AT EMS [INAUDIBLE] TOLD ME I HAVE 20 SECONDS TONIGHT, SO I'LL DO MY BEST.

THIS ALLOWS US TO TAKE THE TRAUMA SURGEONS TO TEACH OUR PARAMEDICS, TO TEACH OUR EMS SUPERVISORS, AND WE TAKE THE TRAUMA SERVICES AND WE BRING THEM TO THE POINT OF INJURY.

FOR MANY YEARS WE THOUGHT THE RIGHT THING WAS TO DO IS GRAB THE TRAUMA PATIENT AND TAKE THEM TO THE HOSPITAL.

TURNS OUT THAT'S INCORRECT.

WE NEED TO TAKE THOSE SERVICES BY USING ULTRASOUND LIKE YOU SEE IN THE HOSPITAL OR MANY OF US HAVE PERFORMED ON US BEFORE.

WE TEACH OUR SUPERVISORS HOW TO DO THAT.

WE DO A FINGER THORACOTOMY WHICH ALLOWS WHEN THERE'S AIR TRAPPED INTO THE LUNG AND IT'S DAMAGING YOUR LUNG, WE ALLOW OUR EMS SUPERVISORS TO PROVIDE AN INCISION AND DECREASE THE AIR TO COME OUT OF THE CHEST OR THE BLOOD, AND THEN WE REFUEL THE TANK WITH BLOOD.

WHEN PEOPLE ARE BLEEDING BLOOD, THEY NEED BLOOD.

THEY DON'T MEAN NORMAL SALINE, WHICH HAS BEEN THE TRADITIONAL CARE FOR MANY YEARS, AND PEDIATRIC AND CARDIAC ARREST.

I'M GOING TO SHOW YOU SOME DATA SPECIFICALLY TO ADULT CARDIAC ARREST, BUT PEDIATRIC CARDIAC ARREST IS SPECIFICALLY DIFFERENT FOR US.

WE TAKE TIME AND REACH OUT TO OUR NUMBER ONE PEOPLE THAT WERE INVOLVED WITH THE CALL THROUGH OUR PEDIATRIC MEDICAL DIRECTOR.

NUMBER TWO, WE REACH OUT TO THE FAMILIES NO MATTER WHETHER THE CHILD MAKES IT OR NOT, THROUGH OUR LICENSED CLINICAL SOCIAL WORKERS AND MADE SURE THEY HAVE A VERY SOFT PLACE TO LAND BECAUSE THEY HAVE A LONG ROAD AHEAD OF THEM, WHETHER THE CHILD MEETS IT OR NOT.

SO CARDIAC ARREST. WE'RE GOING TO SPEAK BRIEFLY ABOUT DATA.

I JUST WANTED TO SHOW YOU A FEW STATISTICS, AND I WON'T GET TOO DEEP BECAUSE TONIGHT IT'S NOT ABOUT STATISTICS, IT'S ABOUT PEOPLE, BUT ESSENTIALLY, YOU LOOK AT THE STATE, A STATEWIDE [INAUDIBLE] RATE, AND ESSENTIALLY THAT MEANS THAT THE PATIENTS FOUND PULSELESS AND THEY REGAIN A PULSE AFTER EMS ARRIVES.

IT HOVERS AROUND 21 TO 23% IN THE STATE OF FLORIDA, LOCALLY WORTH 36% FOR THE TOWN OF JUPITER, PALM BEACH COUNTY FIRE RESCUE, NEUROLOGICAL STATUS. SO THIS IS THE MOST IMPORTANT STATISTIC THAT I'M GOING TO SPEAK SPECIFICALLY ABOUT.

NATIONALLY, WE HOVER BETWEEN SIX AND 8% THROUGH THE CARES DATABASE.

LOCALLY IN THE TOWN OF JUPITER, WE'RE ROUGHLY AT 19%, WHICH IS EXCEPTIONAL, BUT IT'S NOT JUST EIGHT LIVES SAVED, IT'S EIGHT FAMILIES SAVED, AND I WOULD BE REMISS IF WE DIDN'T TALK ABOUT THE FAMILIES WHEN WE GET CLOSER TO THE HOLIDAYS AND WE KNOW WHAT IT'S LIKE TO HAVE THAT ADDITIONAL PERSON SITTING AT YOUR TABLE.

THE AMERICAN HEART ASSOCIATION COINED SOMETHING IN 1989 CALLED THE CHAIN OF SURVIVAL.

IN 2020, THEY ADDED ONE LINK IN THE CHAIN OF SURVIVAL, AND THAT LINK WAS RECOVERY.

SO IT'S NOT JUST RECOVERY FOR THE ACTUAL PATIENT, IT'S FOR THE PATIENT'S FAMILY.

IT'S FOR THE PROVIDERS THAT RENDERED THE CARE AND THAT'S WHAT WE'VE DONE.

SO HOW DO WE BRIDGE THAT GAP AND WHAT MAKES US DIFFERENT IN PALM BEACH COUNTY FIRE RESCUE? WELL, FIRST WE USE A LICENSED CLINICAL SOCIAL WORKER OR MOBILE INTEGRATED HEALTH CARE TEAM TO REACH OUT TO THE SURVIVOR INTO THE FAMILY.

NEXT THING IS, WE REACH OUT TO OUR MUNICIPAL PARTNERS.

THEY DO AN EXCELLENT JOB PROVIDING CPR AND DEPLOYMENT.

WE WANT THEM TO BE REUNITED WITH OUR CREWS.

I CAN'T TELL YOU WHAT THIS DOES FOR OUR FIREFIGHTERS TO BRING THE FAMILIES BACK.

THEN WE BRING THE WHOEVER PROVIDED THE CPR TO THE SURVIVOR AND WE BRING WE GIVE THEM AN AWARD.

WE WANT THEM TO FEEL WHAT THEY DID MADE A DIFFERENCE NOT ONLY DO THEY HAVE THEIR LOVED ONE BACK, BUT IT COULD POTENTIALLY BE A STRANGER.

WE PROVIDE THEM RECOGNITION AS WELL.

THIS IS ONE OF THE PICTURES OF THE GROUP TOGETHER AND THIS IS OUR LATEST ONE, AND WE HAD COUNCILOR SUNDSTROM ATTEND ONE OF THESE, AND ONE OF THE COMPLIMENTS THAT WAS PAID TO US AT THIS WAS ONE OF THE BEST COMPLIMENTS THAT I'VE EVER GOT TO HEAR AT A FIRE STATION WAS THEY SAID THAT IT WAS LIKE A SYMPHONY WATCHING OUR CREWS WORK TOGETHER.

IT WAS LIKE A BALLET BECAUSE EVERYONE WAS SO WELL ORGANIZED AND EVERYONE SPECIFICALLY KNEW THEIR JOBS AND ROLES, WHICH LEAD ME, WHICH LEADS ME INTO MY LAST SLIDE, AND THAT'S GROWTH OF OUR PEOPLE.

WE SAID EVOLUTION OF SERVICE, BUT THE EVOLUTION OF SERVICE ISN'T NECESSARILY WHAT I'M HERE TO TALK ABOUT.

I'M TALKING ABOUT THE GROWTH OF OUR PEOPLE.

BECAUSE WITHOUT OUR PEOPLE AND WITHOUT OUR TRAINING, WE CAN NEVER EVOLVE AS AN ORGANIZATION AND PROVIDE A BETTER SERVICE TO THE COMMUNITY.

SO I'LL START WITH THE NATIONAL OR STATE PARAMEDIC.

WHEN A PARAMEDIC STARTS WITH PALM BEACH COUNTY FIRE RESCUE, THEY DON'T PRACTICE AS A PARAMEDIC IMMEDIATELY.

THEY HAVE AN 80 HOUR IN-HOUSE COURSE.

THEY GO THROUGH RIGOROUS TESTING.

DURING THAT PROCESS.

WHEN THEY COMPLETE THAT PROCESS, THEY THEN LEAVE WITH A TASK BOOK AND A MONITORING PROCESS TO MAKE SURE THAT THEY'RE UP TO THE STANDARDS NOT OF THE STATE, NOT OF THE NATION, BUT OF PALM BEACH COUNTY FIRE RESCUE.

THEN AFTER THAT, THREE YEARS PASS BY, IN THAT CAPACITY, THEY THEN TAKE THE LIEUTENANT'S TEST, VERY EXTENSIVE TESTING PROCESS, ADDITIONAL CLASSES, AND THEN WE PULL THEM FROM THE TRUCK AND PUT THEM IN ANOTHER 80 HOUR COURSE IN HOUSE WITH A TASKBOOK AND A MONITORING PROCESS.

SO WE MAKE SURE THAT THESE MAINTAIN THE SAFETY AND IT'S WHAT JUPITER IS KNOWN FOR IN DOWNTOWN [INAUDIBLE], YOU DON'T GO ANYWHERE AND NOT SEE A FOOD TRUCK.

YOU HAVE FEC RAILWAY GOING THROUGH THIS TOWN, TRANS VERSUS NORTH AND SOUTH [INAUDIBLE].

WHENEVER DEMANDS ARE CREATED IN THE SYSTEM DUE TO CALL VOLUME OR SEVERITY OF AN INCIDENT, THE ALARM OFFICE MOVES THE UNITS INTO A HIGH DEMAND AREAS IN ANTICIPATION OF THE NEXT CALL. THE PRE MOVE IS SIMULTANEOUS.

WHEN I SAY STANDARDIZE, WHAT DO WE STANDARDIZE? NO MATTER WHICH ENGINE YOU'RE GETTING FROM ANOTHER STATION TO BE ON THE MOVE UP, IT HAS THE SAME STANDARD EQUIPMENT, THE TRAINING OF THE PERSONNEL AND THE PERSONNEL ALL TO THE SAME LEVEL. EVERY TIME WE DO THAT, EVERY SINGLE TIME WE DO A MOVE UP.

IN THE MOVE UP FOR THE FISCAL YEAR 2022 IN THE TOWN OF JUPITER, THERE WERE 612 TIMES ANOTHER PALM BEACH COUNTY FIRE RESCUE UNIT WAS MOVED UP TO A JUPITER STATION.

OF THOSE 612, 233 TIMES, ANOTHER CALL OCCURRED.

PALM BEACH COUNTY FIRE RESCUE UNIT WAS MOVED UP, AND THEN WE'RE GOING TO GIVE THE RECOGNITION RECOGNIZED BY OUR PEERS.

THIS PAST SUNDAY, THERE WAS AN ARTICLE IN THE PALM BEACH POST TITLED JUPITER POLICE WORKING TO LIMIT DERELICT VESSELS.

IT IS EXTREMELY SIGNIFICANT THAT 21 VESSELS HAVE BEEN REMOVED AND ALSO STATED THAT THE BIGGEST DISCUSSION IN RECENT YEARS HAS BEEN OVER THE BLUE MOON, WHICH WAS DESCRIBED AS UGLY BUT NOT DERELICT.

CONTINUING THAT THE PERSON WHO LIVES ABOARD HAS BEEN ISSUED 16 CITATIONS OVER THE PAST SIX OR SEVEN YEARS AND HAS PAID THEM ALL AND EVEN SURVIVED THE STORM THAT JUST CAME THROUGH JUPITER.

HOWEVER, THOSE CLAIMS ARE DEFINITELY NOT TRUE AND IT'S IMPORTANT THAT THE RECORD BE STRAIGHTENED FOR COUNCIL AND THE PUBLIC AS OF TODAY VERIFIED ON THE CLERK OF COURT WEBSITE.

THERE ARE 28 MARINE INFRACTION CASES ON RECORD SINCE 2019, INCLUDING TWO MISDEMEANORS FOR LACK OF TITLE OR LICENSE, WITH 25 NOT PAID BY THE DEFENDANT FOR A TOTAL OF $4,147.

IN ADDITION OF THE ADDITIONAL SEVEN CASES ON RECORD, INCLUDING SIX MISDEMEANORS FOR TRESPASSING IN DUBOIS PARK, NONE HAVE BEEN PAID BY THE DEFENDANT FOR AN ADDITIONAL $2,321.50.

A FEW CASES WERE SENT DIRECTLY TO COLLECTIONS FOLLOWING SIX MONTHS OF NONPAYMENT.

THIS YEAR IT'S BEEN UPS AND DOWNS AND CHALLENGES AND STUFF LIKE THAT, AND WE'RE ENDING ON, I THINK, A PRETTY GOOD NOTE WITH WHERE WE'RE AT.

SO I REALLY APPRECIATE THAT AND I APPRECIATE EVERYTHING.

YOU KNOW, FRANK STEPPING INTO THIS ROLE AND AND REALLY LEADING US AND BUILDING US BACK UP.

SO I REALLY APPRECIATE THAT.

JUST ONE MORE THING.

FIRST ORDER OF BUSINESS FOR THE LOBBYISTS.

I'M GOING TO ASK THEM TO PURSUE GRANT FUNDING FOR JONES CREEK.

I SAW SOMETHING FROM A RESIDENT THAT THEY HAD POSTED.

THE BIDS CAME BACK FOR IT AND EVERYTHING LIKE THAT.

I HAD A COUPLE OF RESIDENTS REACH OUT TO ME REGARDING IT.

THE EXPENSE THAT IT'S GOING TO BE OBVIOUSLY ANNUALLY FOR THEIR ASSESSMENTS.

NOT SAYING THAT THEY DON'T WANT TO DO THAT.

THEY WERE JUST KIND OF SURPRISED BY THE INCREASE IN COSTS, AND ONE RESIDENT DID MAKE A COMMENT.

THEY ASKED, YOU KNOW, DO WE HAVE TO DO THIS THE MAINTENANCE EVERY YEAR? CAN IT BE DONE EVERY TWO YEARS? IF IT'S IF IT'S SOMETHING WHERE IT'S NOT GROWING AS THE MANGROVES AREN'T GROWING AS FAST AS THEY WOULD HAVE EXPECTED.

SO JUST SOMETHING TO KIND OF DECREASE THE COST FOR THE RESIDENTS.

MOST OF THEM ARE ON BOARD WITH IT.

THEY UNDERSTAND IT. IT'S GOING TO INCREASE THEIR PROPERTY VALUES.

BUT THERE ARE SOME RESIDENTS THAT LIVE ALONG THAT AREA THAT AREN'T AS FINANCIALLY WELL OFF AS OTHERS, AND IT'S KIND OF A BIG HIT TO THEM.

SO I'D LIKE TO PURSUE GRANT FUNDING FOR JONES CREEK.

I KNOW IT WAS PURSUED AT ONE POINT.

UNFORTUNATELY, IT WAS LINE ITEM VETOED DURING COVID.

SO I'D LIKE TO TRY TO PURSUE THAT AGAIN.

SO I WILL TELL YOU THAT HAD A VERY GOOD CALL THIS AFTERNOON WITH OUR LOBBYIST AND ANTICIPATION OF TONIGHT'S MEETING, AND NOW THAT WE'VE APPROVED THE GOT THE AUTHORITY TO APPROVE THE AGREEMENT, THEY'RE READY TO HIT THE GROUND RUNNING, AND WE'VE HAD A VERY PRODUCTIVE CONVERSATION ON A FEW MAJOR TOPICS AND IMPRESSIVE GROUP, AND AS WE ALL KNOW, THEY'RE VERY WELL ESTABLISHED AND HAVE A REMARKABLE REPUTATION.

I ATTENDED ALSO THE THE TPA MEETING HERE IN JUPITER WITH JUNO BEACH.

THE MAYOR WAS ALSO THERE AND STUFF, AND SO, YOU KNOW, IT WAS A REALLY GOOD TURNOUT.

A LOT OF PEOPLE ARE REALLY INTERESTED IN THE MULTIMODAL PROJECT AND JUST KIND OF STARTING TO UNDERSTAND THAT, YOU KNOW, THESE AREN'T AD VALOREM DOLLARS FROM THE TOWN.

THEY COULD RELIEVE A1A THESE OTHER OPTIONS ON ROUTE ONE, BUT ALSO JUST HAVING TO SPEAK TO THE GOVERNMENT AFFAIRS COMMITTEE.

I LEARNED, YOU KNOW, I HAD BEEN CURIOUS TO LEARN ABOUT THIS GO GLADES PROJECT, WHICH IS KIND OF A CURB TO CURB SYSTEM, AND IT'S REPLACING THE FIXED ROUTE BUS SYSTEM, AND THE MAYOR, YOU KNOW, IS ON THE TPA BOARD AND CAN SPEAK MUCH.

YOU KNOW, HE KNOWS A LOT MORE ABOUT THIS, BUT WHAT I REALLY APPRECIATED IN THAT QUICK UPDATE BEFORE DASHING OFF TO THE GROUNDBREAKING WAS THAT THEY'RE LOOKING AT A PILOT PROJECT POTENTIALLY IN JUPITER AND THEY'RE LOOKING AT A NUMBER OF AREAS AND THEY LISTED JUPITER'S ONES.

THAT'S ONE ITEM I THINK I'M GOING TO FOLLOW UP ON, AND I JUST FOUND THAT TO BE VERY INTERESTING, AND AGAIN, YEAH, IT'S BEEN A WONDERFUL YEAR. YOU KNOW, CHALLENGING FOR ME AS A NEW MEMBER IS QUITE IT'S BEEN QUITE THE EXPERIENCE, BUT I'M SO GRATEFUL FOR IT.

RESIDENTS BROUGHT TO MY ATTENTION THAT REPRESENTATIVE MIKE CARUSO IS WORKING WITH JUNO BEACH TO GET FUNDING FOR UNDERGROUNDING UTILITIES.

AND THAT'S SOMETHING THAT MAYBE WANT TO TALK TO THE LOBBYIST ABOUT IN TERMS OF MAYBE ATTACHING ON TO THAT AND GETTING MONEY FOR FOR JUPITER FOR THAT PROJECT.

I ALSO WANTED TO TO RECOGNIZE AND THANK STEPHANIE THOBURN, WHO'S STILL HERE FORTUNATELY FOR ALL OF HER HARD WORK WITH REGARD TO THE HISTORIC RESOURCES BOARD.

THE HRB HAD A MEETING LAST NIGHT AND IT WAS THEY SORT OF CAME TO A I DON'T KNOW IF YOU WOULD CALL IT A PARTIAL DECISION OR A DECISION, BUT TO LOOK AT PRESERVING THE ENTIRE THE ENTIRE PARCEL, AND THERE'S MORE WORK TO BE DONE, BUT I COMMEND STEPHANIE FOR GETTING THEM THAT FAR, AND THERE'S SOME QUESTIONS NOW ABOUT THE NEXT STEPS FOR THE TOWN AND WHETHER WE'RE GOING HOW WE'RE GOING TO WORK WITH THE LANDOWNER ON THAT SINCE THE ARB HAS DECIDED THAT THE ENTIRE SITE IS ARCHEOLOGICALLY SIGNIFICANT AND WORTH PRESERVING, BUT IT WAS A LOT TO A LOT OF INFORMATION, AND I THINK I WANT TO COMMEND STEPHANIE AND THE TEAM FOR BEING ABLE TO PRESENT THAT IN A WAY THAT WAS DIGESTIBLE FOR FOR HRB AND FOR THE REST OF US.

THE YEARS AGO, THE TOWN TRIED TO UTILIZE A LOCAL TROLLEY SYSTEM IN THE TOWN AND COMMISSIONER MARCUS ENABLED US TO GET A GRANT OR I THINK THE COUNTY FUNDED IT AND WE MIGHT HAVE PUT SOME FUNDS IN AND WE DID IT FOR A COUPLE OF YEARS, AND REALLY, YOU KNOW, AS A COUNCIL, IT WAS KIND OF WAY EARLIER IN [INAUDIBLE] EVOLUTION AND YOU KNOW, THE [INAUDIBLE] GOT ADJUSTED AND NEVER TOOK OFF, AND SO WE WOUND UP CANCELING THE TROLLEY, AND YOU COME AWAY WITH A PERCEPTION LIKE THIS IS NEVER GOING TO WORK IN OUR TOWN.

SO JUST DUE TO THE WAY WE ARE, YOU KNOW, FROM THE DENSITY STANDPOINT, BECAUSE AGAIN, WE GAVE IT A VERY GOOD TRY.

SO WHEN I HEARD THE PRESENTATION ON GO GLADES AT A TPA MEETING AND IT WAS JUST PRESENTED ON HOW SUCCESSFUL THAT WAS, AN INITIATIVE TO DO SOMETHING OUT IN THE GLADES THAT HAS NO NOTHING, AND IT WAS, IT WAS SO SUCCESSFUL, AND SO I HAD COMMENTED THAT, WOW, I WAS INTRIGUED TO GET THAT REPORT BECAUSE THERE MAY BE GOLD IN IT, AND I ALWAYS USE THAT LANGUAGE, AND ONE OF THE WELL, I HAVE A PRETTY GOOD RELATIONSHIP WITH THE COUNTY IN, IN A TRANSPORTATION AREA, AND ONE OF THE ASSISTANT COUNTY ADMINISTRATORS WERE THERE WAS THERE GOT WITH ME IMMEDIATELY AFTER AND SAID, YEAH, THERE IS REALLY GOLD IN THERE AND WAS TALKING TO ME ABOUT THAT.

SO AT THE LAST TPA MEETING, YOU KNOW, HE APPROACHED ME ABOUT GETTING TOGETHER WITH HIM AND THE PALM TREE AND THE HEAD OF THE PALM TREE AND, YOU KNOW, TO SHARE INFORMATION ABOUT THAT.

IT'S KIND OF A FOLLOW UP SINCE I WAS THE ONLY ONE THAT HAD KIND OF EXPRESSED THAT KIND OF INTEREST.

SO JUST JUST INTUITION THAT THERE'S GOLD IN THERE, THAT WE CAN TAKE THAT AWAY AND AND MAYBE DECIDE HOW THAT MIGHT OR MIGHT NOT WORK IN OUR IN OUR FUTURE.
