THE FIRST PRESENTATION IS BY PALM BEACH COUNTY, THE JUPITER LIBRARY BRANCH PRESENTATION BY MR. DOUGLAS CRANE.

THANK YOU VERY MUCH FOR HAVING ME HERE TODAY.

MY NAME IS DOUG CRANE.

I HAVE THE HONOR OF BEING THE DIRECTOR FOR THE PALM BEACH COUNTY LIBRARY SYSTEM, WHICH INCLUDES THE TOWN OF JUPITER AS ONE OF ITS BRANCHES.

I'LL ALSO STATE FOR THE RECORD THAT I'M A PROUD RESIDENT OF JUPITER, I LIVE OVER IN MARTINIQUE COMMUNITY OF ABACOA.

ALSO WITH ME TONIGHT IS OUR BRANCH MANAGER FOR THE JUPITER BRANCH, HENRIK LAURSON, AND THE ASSISTANT BRANCH MANAGER, CARLOS ZARWARK.

WHY I'M HERE TONIGHT IS TO GIVE YOU AN OVERVIEW OF THE SERVICES AND RESOURCES THAT ARE PROVIDED TO JUPITER RESIDENTS THROUGH YOUR LIBRARY SYSTEM.

I'M INCORPORATING THEM IN 10 FACTS ABOUT THE LIBRARY SYSTEM THAT YOU MAY OR MAY NOT KNOW.

AFTER I FINISHED THOSE FACTS, OUR BRANCH MANAGER, HENRIK LAURSON, WILL COME ON UP AND DETAIL SOME ACTUAL COLLABORATION THAT WE'RE CURRENTLY CREATING WITH THE TOWN.

FIRST OF ALL, OUR LIBRARY HAS A VISION TO OPEN MINDS TO A WORLD OF UNLIMITED POSSIBILITIES.

WE BELIEVE THAT A PUBLIC LIBRARIES ARE CENTRAL TO ANY COMMUNITY.

IT'S THE SPOT WHERE PEOPLE COME WITH THEIR HOPES, THEIR DREAMS, THEIR AMBITIONS, THEIR NEEDS.

THEY CAN COME IN AND HAVE ACCESS TO ANY RESOURCE THAT THEY NEED, AND ANY SUPPORT THAT THEY NEED FROM OUR STAFF.

IN ORDER TO ACCOMPLISH THIS, WE HAVE A MISSION TO CONNECT COMMUNITIES, INSPIRE THOUGHT, AND ENRICH LIVES.

OUR MISSION STATEMENT DRIVES OUR STRATEGIC PLAN IN HOW WE DELIVER OUR SERVICES.

BUT FIRST, A LITTLE BIT OF AN OVERVIEW.

OUR LIBRARY SYSTEM IS BIG AND BUSY.

I'M GIVING A STATS PRE-PANDEMIC BECAUSE OUR STATS, LIKE ALL OTHER STATS, WERE TOTALLY THROWN A MARK DUE TO THE PANDEMIC.

BUT THE LAST FULL YEAR BEFORE THE PANDEMIC, WE HAD OVER 3.3 MILLION VISITORS ACROSS OUR LIBRARY SYSTEM, OVER NINE MILLION ITEMS BORROWED, OVER A HALF A MILLION CARD HOLDERS, OVER 144,000 PEOPLE USING LIBRARY AND MEETING ROOMS AND OVER 700,000 PUBLIC COMPUTER SESSIONS.

OUR SYSTEM TOO, WE HAVE 456 MERIT STAFF POSITIONS WHICH WILL GO UP WITH THE NEW FISCAL YEAR, AND 138 STUDENT POSITIONS, THESE ARE HIGH SCHOOL OR COLLEGE STUDENTS WHO COME AND WORK AT THE LIBRARY FOR US ON A TEMPORARY BASIS.

OUR LIBRARY SYSTEM IS ONE OF THE BIG SIX LIBRARY SYSTEMS IN FLORIDA WHICH INCLUDES MIAMI, BROWARD, ORANGE COUNTY, TAMPA, AND JACKSONVILLE.

WE'RE ACTUALLY THE BRANCH WITH THE MOST SUNDAY SERVICE AND EVENING SERVICE ACROSS THE ENTIRE STATE OF FLORIDA.

THIS INCLUDES SERVICE THROUGH 17 BRANCH LOCATIONS SPREAD ACROSS PALM BEACH COUNTY.

AT YOUR DESK IS A BLUE BINDER THAT CONTAINS A LOT OF INFORMATION ABOUT THE LIBRARY, AND INCLUDES A MAP OF ALL OF OUR LOCATIONS.

THE LIBRARY SYSTEM COVERS ALL OF THE UNINCORPORATED PARTS OF PALM BEACH COUNTY PLUS 24 MUNICIPALITIES, WHICH INCLUDES THE TOWN OF JUPITER.

THAT TAKES US FROM SERVICE ALL THE WAY TO TEQUESTA, DOWN TO THE CENTER OF THE COMMUNITY TO WESTERN BOCA, AND THEN OUR LAST THROUGH THE WESTERN COMMUNITIES ALL THE WAY TO THE SHORES OF LAKE OKEECHOBEE WHERE WE HAVE THREE BRANCHES OUT IN THE TRI-CITIES.

ALL THIS WAS ACCOMPLISHED BY TAXPAYER SUPPORT THROUGH A LIBRARY EXPANSION PROGRAM THAT OCCURRED BETWEEN 2002 AND 2015 THROUGH A BOND INITIATIVE.

WE ALSO HAVE A SUPPORT FACILITY CALLED THE LIBRARY ANNEX WHICH SITS IN CHERRY ROAD AND WEST PALM BEACH.

WE'RE VERY EXCITED TO BE BREAKING GROUND ON A NEW LOCATION IN WESTERN BOYNTON OR KNOWN AS THE CANYON BRANCH, NAMED AFTER THE TOWN CENTER WHERE WE'LL BE BUILDING.

WE ARE FUNDED THROUGH A DEDICATED FUNDING SOURCE, WHICH IS A DEPENDENT TAX DISTRICT,

WHICH IS OUR GOVERNING BOARD, IS THE BOARD OF COUNTY COMMISSIONERS.

I REPORT UP TO OUR COUNTY ADMINISTRATOR, MRS.VERDENIA BAKER.

WE HAVE BEEN HOLDING OUR MILLAGE RATE STEADY IN OUR DEPENDENT DISTRICT AT 0.5491 MILLS.

THAT IS WHAT WE EXPECT THE BOARD OF COUNTY COMMISSIONERS TO APPROVE FOR NEXT FISCAL BUDGET, THAT HAS GENERATED A LOT OF REVENUE FOR US.

I LIST LAST YEAR'S AD VALOREM REVENUE WITH A TOTAL BUDGET OF OVER 77 MILLION.

BUT DUE TO RISING PROPERTY VALUES, OUR LIBRARY BUDGET WILL BE 86 MILLION DOLLARS NEXT YEAR OPERATING BUDGET WHICH IS JUST FAR MORE.

TO PUT THAT IN PERSPECTIVE WHEN I STARTED AS THE DIRECTOR OF THE LIBRARY SYSTEM EIGHT YEARS AGO, OUR BUDGET WAS 54 MILLION DOLLARS OPERATING BUDGET.

I'M SURE YOU'RE SEEING THE SAME THINGS HERE IN THE TOWN.

BUT WE ALSO GET ADDITIONAL FUNDING THROUGH SOME OTHER THINGS, INCLUDING SOME STATE AID OF THE STATE OF FLORIDA THROUGH A GRANT.

WE ALSO HAVE A FRIENDS OF THE LIBRARY THAT SUPPLIES US WITH DONATIONS.

NOW, I MENTIONED THAT WE COVER THE UNINCORPORATED AREAS AND 24 MUNICIPALITIES AT WHICH JUPITER IS ONE OF THEM.

HOWEVER, THERE IS ABOUT A THIRD OF THE COUNTING WHICH IS SERVED BY MUNICIPAL LIBRARIES.

THIS IS WHERE IT GETS A LITTLE CONFUSING, BECAUSE PEOPLE DON'T NECESSARILY KNOW WHICH IS A COUNTY LIBRARY, WHICH IS THE MUNICIPAL LIBRARY.

BUT TO SIMPLIFY IT, WE HAVE A COOPERATIVE AGREEMENT WITH THE LIBRARIES LISTED ON THE SLIDE RIGHT NOW THAT ALLOWS THEIR RESIDENTS TO GET A CARD WITH US, AND OUR RESIDENTS TO GET A CARD WITH THEM.

OUR CLOSEST ONE HERE YOU WOULD SEE WOULD PROBABLY BE NORTH PALM BEACH.

ANY JUPITER RESIDENT, IF THEY WANTED TO, THEY COULD GET A CARD WITH THE NORTH PALM BEACH LIBRARY, AND SUBSEQUENTLY THEIR RESIDENTS CAN GET A CARD WITH US.

THAT ALLOWS US TO COVER ALMOST THE ENTIRE GEOGRAPHIC AREA OF PALM BEACH COUNTY.

TO SUPPORT OUR MEMBERS, WE HAVE OVER 1.5 MILLION ITEMS IN OUR COLLECTION.

I DON'T KNOW HOW MANY YOU HAVE IN YOUR LOCAL LIBRARY IN YOUR HOME, BUT, SUFFICE TO SAY, THIS IS A HUGE COLLECTION, NOT ONLY ENCOMPASSES PHYSICAL ITEMS BUT ELECTRONIC ITEMS AS WELL.

IT'S GROWING EVERY YEAR.

WE ARE SPENDING EIGHT MILLION DOLLARS A YEAR JUST TO PURCHASE MATERIAL FOR THE PUBLIC'S USE.

THIS INCLUDES A LIST OF SOME PHYSICAL ITEMS, BUT A GROWING COLLECTION OF ELECTRONIC ITEMS THAT YOU CAN ACCESS FROM YOUR CELL PHONE, YOUR COMPUTER, YOUR TABLET, AND DOWNLOAD FOR FREE.

PLUS, WE ALSO HAVE SPECIAL ITEMS THAT WE CHECK OUT.

DID YOU KNOW WE CHECK OUT HOTSPOTS? THEY CAN BORROW FOR THREE WEEKS THAT PROVIDE UNLIMITED UP TO EIGHT CONNECTIONS AT A TIME.

WE ALSO HAVE AN AWARD-WINNING PROGRAM CALLED BIRDING BACKPACKS.

ALSO, WE'RE VERY EXCITED TO SHARE THAT BACK IN 2019, THE BOARD OF COUNTY COMMISSIONERS ALLOWED US TO STOP CHARGING FINES WHICH WE KNEW WAS SOMETHING THAT SOMETIMES DROVE PEOPLE AWAY FROM THE LIBRARY.

THE STUDY SHOWED THAT FINES REALLY DIDN'T ENCOURAGE PEOPLE TO RETURN BOOKS ON TIME, BELIEVE IT OR NOT, THEY JUST SERVED AS AN IMPEDIMENT TO SERVE US.

WE DROPPED THOSE, AND WE ELIMINATED ALL FINES ON THE RECORD.

IF ANYONE IN THE AUDIENCE HAPPEN TO HAVE AN OLD OVERDUE FINE THAT THEY WERE KEEPING THEM FROM COMING TO THE LIBRARY, DON'T WORRY, THOSE AREN'T THERE ANYMORE.

YOU'RE PERFECTLY FINE. WE'D LOVE TO HAVE YOU BACK.

WE ALSO, IN ADDITION TO OUR COLLECTION, WE PROVIDE RESEARCH ASSISTANTS.

OUR LIBRARIANS HAVE ANSWERED MILLIONS OF QUESTIONS A YEAR AND THEY USE SOME SPECIAL TOOLS TO DO THIS.

ONE OF THE THINGS THAT I ALWAYS TELL OUR ELECTED OFFICIALS IS WE HAVE A LIBRARIAN DEDICATED TO ANSWERING GOVERNMENT RESEARCH QUESTIONS.

ANY GOVERNMENT OFFICIAL, ANY GOVERNMENT EMPLOYEE CAN CALL HER UP THROUGH A GOVERNMENT RESEARCH SERVICE AT OUR MAIN LIBRARY.

THE LIBRARIAN THERE WILL PUT TOGETHER A RESEARCH PACKAGE, WHETHER IT'S A SMALL QUESTION OR WHETHER IT'S A HUGE QUESTION.

EXAMPLES OF SOME OF THE THINGS WE'VE DONE WITH STUDIES ON THE EFFECT OF STREET LIGHTING AND CRIME.

STUDIES ON WHETHER OR NOT A THIRD POLITICAL PARTY WOULD HAVE AN IMPACT ON OUR ELECTIONS, OR EVEN SOMETHING AS SIMPLE AS THIS.

WHERE FINDING THE NUMBER OF EMPLOYEES THAT THE COUNTY HAD BACK IN 1965.

THE COUNTY ADMINISTRATOR WANTED THIS LITTLE FACT FOR A PRESENTATION, OR HUMAN RESOURCES RECORDS DIDN'T GO BACK THAT FAR.

BUT OUR GOVERNMENT RESEARCH LIBRARY FOUND THE ANSWER IN THE PALM BEACH POST ISSUE AND TURNED IT OVER IN JUST UNDER AN HOUR.

IT WAS VERY GOOD. WE ALSO HAVE SOME SPECIALISTS IN CONSUMER HEALTH.

IF YOU WANT TO LEARN ABOUT DOCTORS, DISEASES, AND DRUG, SHE CAN HELP YOU.

BUSINESS AND MULTICULTURAL AVERAGE.

NOW I ALWAYS SAY THAT CHILDREN AND TEENS SERVICES ARE THE HEART AND SOUL OF PUBLIC LIBRARIES.

WE PROVIDE THOUSANDS AND THOUSANDS OF ACTIVITIES FOR CHILDREN, RANGING FROM JUST NEWBORNS, NEWBORN-MOTHER STORY TIMES THROUGH TODDLERS, ALL THE WAY UP TO TEENAGERS.

THEY CAN COME IN AND TAKE PART IN ACTIVITIES

RANGING FROM TRADITIONAL STORY TIMES TO CRAFT PROGRAMS, TO BOOK DISCUSSIONS TO ANY INTERACTIVE ACTIVITY.

WE ALSO, OF COURSE, PROVIDE A LOT OF HOMEWORK ASSISTANCE AND SOME OF THIS IS PROVIDED THROUGH A SERVICE CALLED LIVE HOMEWORK HELP OR TUTOR.COM.

WHERE BASICALLY I DON'T KNOW IF ANY OF YOU WHO'VE TRIED TO HELP.

ACTUALLY, WHEN I WAS JUST AT HOME, MY DAUGHTER WAS DOING ALGEBRA AND SHE WAS ASKING ME A QUESTION ABOUT IT AND I HAVE NO CLUE ABOUT [LAUGHTER] ALGEBRA. IT'S BEEN TOO LONG.

SHE MANAGED TO FIGURE IT OUT.

BUT IF SHE WAS STUMPED, I WILL TURN HER TO THE SERVICE WHERE OUR PROFESSIONAL TUTOR WOULD BE ABLE TO INTERACT WITH HER THROUGH A VIRTUAL CLASSROOM TO BE ABLE TO HELP GUIDE HER TO THE RIGHT ANSWER.

ONE OF THE MORE HEARTWARMING SERVICES WE PROVIDE IS READING TO THERAPY DOGS.

BECAUSE A LOT OF CHILDREN THAT MAY STRUGGLE TO READ TO AN ADULT OR READ TO ANOTHER KID, BUT THEY LOVE READING TO DOGS.

BUT OUR LIBRARY IS MORE THAN JUST OUR BUILDINGS.

WE HAVE A BOOKMOBILE THAT TRAVELS TO OVER 42 STOPS AROUND THE COUNTY EVERY TWO WEEKS, INCLUDING STOPS IN WEST JUPITER, AND WE ALSO HAD A STOP IN THE HEIGHTS.

WE ALSO PROVIDE BOOKS BY MAIL, WHICH IS A SERVICE FOR THOSE WHO ARE HOMEBOUND, CAN'T GET OUT OF THEIR HOME.

WE'LL MAIL THEM BOOKS FREE OF CHARGE THROUGH THE POSTAL SERVICE.

FOR THOSE WHO ARE BLIND OR VISUALLY IMPAIRED, WHETHER TEMPORARILY OR PERMANENTLY, WE PROVIDE THE TALKING BOOKS FOR THE BLIND PROGRAM, WHICH IS PART OF A NATIONWIDE SERVICE RUN TO THE LIBRARY OF CONGRESS, WHERE WE MAIL OUT A SPECIAL PLAYER AND LITTLE CARTRIDGES THAT THEY PUT IN THE PLAYER TO READ.

THEN IT WILL READ BACK THE BOOKS TO THEM.

IT'S A LOT BETTER FOR THE VISUALLY IMPAIRED BECAUSE THE DEVICE IS VERY BIG WITH BUTTONS THAT TALK BACK TO THEM. VERY NICE.

FOR THOSE WHO ARE TRYING TO DEVELOP THEIR LITERACY SKILLS, WE HAVE WHAT'S CALLED THE ADULT LITERACY PROJECT THAT TEAMS TUTORS AT THE LIBRARY TRAININGS WITH INDIVIDUALS WHO ARE ASPIRING TO BE BETTER READERS THAT BRING THEM UP TO A READING LEVEL WHERE THEY COULD READ THE NEWSPAPER AND BE ABLE TO APPLY FOR JOBS.

WE ALSO LOVE TO PARTNER IN THE COMMUNITY.

IN FACT, WE'RE FOUNDING MEMBER OF THE LITERACY COALITION OF PALM BEACH COUNTY, AND WE CONTINUE TO SERVE ON THEIR BOARD.

ALSO, IN OUR SUMMERS, WE HAVE PROVIDED FREE LUNCH FOR KIDS AND WE'RE HAPPY THAT THIS YEAR WE ARE ABLE TO RECONNECT WITH THE SCHOOL DISTRICT.

ANY CHILD 18 AND UNDER, WAS ABLE TO GO TO THE JUPITER BRANCH THE SUMMER AND GET A FREE LUNCH FROM MONDAY THROUGH FRIDAYS AT THE LOCATION.

WE ALSO WORK WITH A LOT OF OUR NON-PROFITS SUCH AS THE NORTON ART GALLERY.

YOU PROBABLY RECOGNIZE WE'RE IN VOTING SEASON.

EIGHT OF MY LIBRARIES ARE EARLY VOTING SITES.

WE'RE CURRENTLY DOING THAT RIGHT NOW FOR THE PRIMARY AND WE WILL BE BACK AGAIN FOR THE GENERAL ONE IN A COUPLE OF MONTHS.

WE HAVE THE COMMUNITY SUPPORT THROUGH OUR FRIENDS OF THE LIBRARY, WHICH IS A 501C3 ORGANIZATION THAT SUPPORTS LIBRARY SERVICE.

ONE OF THE THINGS THAT I'D LOVE TO HIGHLIGHT IS THAT ABOUT SEVEN YEARS AGO, WE HAD A RESIDENT WHO HAS UNFORTUNATELY PASSED AWAY, BUT HE LIVED IN JUPITER WHO CAME TO US AND DONATED A QUARTER MILLION DOLLARS TO PUT A NEW BOOKMOBILE ON THE STREETS.

I ALWAYS LIKE TO SHARE, IF YOU KNOW ANYONE WITH AN EXTRA QUARTER MILLION DOLLARS, WE CAN FIND USES FOR IT.

FINALLY, WE SERVE AS AN EDUCATIONAL PILLAR OF THE COMMUNITY.

WE DON'T JUST PROVIDE ACTIVITIES FOR CHILDREN, BUT WE PROVIDE A LOT OF ACTIVITIES FOR ADULTS.

JUST BEFORE THE PANDEMIC, WE ALMOST REACHED HALF A MILLION ATTENDEES TO OUR ACTIVITIES.

WE ALSO PROVIDE TECHNOLOGY INSTRUCTION.

WE'RE PROBABLY THE LARGEST PROVIDER OF TECHNOLOGY INSTRUCTION IN THE COUNTY BECAUSE EACH ONE OF OUR LOCATIONS OFFERS CLASSES THAT RANGE FROM JUST LEARNING HOW TO USE A COMPUTER MOUSE, SOME WINDOWS, ALL THE WAY UP TARRIES OFFICE.

IN SOME OF OUR LOCATIONS WE HAVE SOFTWARE FOR DIGITAL AND MUSIC EDITING.

WE HAVE QUITE A RANGE.

WE ALSO AS A LIBRARY, LOVE TO BRING IN AUTHORS.

[NOISE] IN EVERY WINTER WE HAVE WRITERS LIVE PROGRAM WHERE WE BRING IN POPULAR AUTHORS, [NOISE] FROM ACROSS THE COUNTRY.

THEY SEEM TO LIKE TO COME DOWN TO FLORIDA IN THE WINTER, I DON'T KNOW WHY, BUT THAT'S WHEN WE GET THEM.

PLUS WE CELEBRATE THE GREAT DIVERSITY OF OUR COUNTY BY DOING THINGS SUCH AS CELEBRATING HISPANIC HERITAGE MONTH, PRIDE MONTH, AND BLACK HISTORY MONTHS, AND A WIDE OTHER RANGE OF SPECIAL CULTURAL ACTIVITIES.

NOW LIKE ANY LARGE LIBRARY, EVEN THOUGH WE ARE WELL SUPPORTED BY OUR TAXPAYERS, WE DO HAVE CHALLENGES.

THAT STATE AID TO PUBLIC LIBRARY GRANT, FOR EXAMPLE, HAS BEEN GOING DOWN EVERY YEAR AS THERE SEEMS TO BE HARDER TO GET SUPPORT OUT THERE IN TALLAHASSEE TO FUND LIBRARIES.

ALSO WERE WEIGHING FOR ANY POTENTIALLY DISRUPTIVE LEGISLATION.

I KNOW YOU'RE ALL AWARE OF SOME LEGISLATION THAT DEFINITELY AFFECTED THE SCHOOL DISTRICT THIS YEAR.

SO FAR IT HASN'T AFFECTED PUBLIC LIBRARIES, BUT WE NEVER KNOW WHAT MIGHT COME OUT OF TALLAHASSEE, SO WE'RE SUDDENLY WATCHING FOR THAT.

THAT ENDED BACK IN 2021.

WE WERE NOTIFIED, ROUGHLY IN AUGUST OF 2021 THAT OFFICIALLY NOTHING WAS GOING TO BE RESIGNED, AND HOW THAT AFFECTED JTAA WAS, THAT THE INNER LOCAL AGREEMENT THAT WAS BETWEEN THE TOWN AND THE SCHOOL DISTRICT, WOULD BE NULL AND VOID, AND JTAA WOULD BE ON OUR OWN FOR SECURING INDOOR GYM SPACE.

NOW THAT WE'VE HAD A FULL YEAR CYCLE OF VOLLEYBALL, BASKETBALL, RECKON, TRAVEL, BOTH.

WE HAVE NOTICED THAT WE HAVE SPENT OVER $92,000 IN GYM SPACE THAT WE HAVE NEVER HAD TO PAY FOR BEFORE.

STAGGERING, OVER $92,000 BECAUSE THERE IS NO SIGNED AGREEMENT BETWEEN THE TOWN AND JTAA.

THE SCHOOL DISTRICT WILL NOT RECOGNIZE US IN THE INNER LOCAL BECAUSE THERE IS NO SIGNED AGREEMENT.

WE HAVE WORKED THROUGH MANY CONVERSATIONS WITH THE SCHOOL DISTRICT IN THAT MANNER, AND IT COMES BACK TO THE SAME COMMENT THAT THERE IS NO SIGNED AGREEMENT, SO THEY CANNOT INCLUDE US IN THE INNER LOCAL.

OF THAT $92,000, THAT IS OVER $76,000 IN NEW CHARGES TO JTAA.

WE DID HAVE SOME FACILITY EXPENSE EVEN WHEN THE INNER LOCAL WAS IN PLACE, WE STILL HAD TO RENT SOME FACILITIES JUST BECAUSE OF TIMING, AND WHEN WE WERE ABLE TO GET IN THE FACILITIES.

AUTHORIZING A 7.5 PERCENT INCREASE IN WATER RATES.

SINCE 1991, THE TOWN CODE HAS PROVIDED FOR WATER RATES TO BE AMENDED ANNUALLY IN ACCORDANCE WITH THE US DEPARTMENT OF LABOR'S WATER MAINTENANCE INDEX.

INDEXING OF WATER RATES IS CONSIDERED A FINANCIAL BEST MANAGEMENT PRACTICE, INTENDED TO MAINTAIN RATES CONSISTENT WITH THE CLUSTER SERVICE AMONGST MANY OTHER BENEFITS, INCLUDING ENSURING SAFE AND RELIABLE SERVICE, LONG TERM FINANCIAL STABILITY, REDUCED FINANCIAL RISK EXPOSURE, SUSTAINABILITY OF THE FINANCIAL PLAN INCLUDING RENEWAL AND REPLACEMENT OF AGING ASSETS AND PRESERVATION OF THE SYSTEMS FAVORABLE CREDIT RATING.

AS PART OF THE 2022 UTILITY MASTER PLAN UPDATE, THE UTILITIES FINANCIAL CONSULTANT RECOMMENDED THAT IN THE FISCAL YEAR 2023, INDEXING OF THREE PERCENT BE APPLIED AS WELL AS AN ADDITIONAL WATER RATE INCREASE OF 4.5 PERCENT TO ADDRESS THE EXTRAORDINARY INFLATION BEING ENDURED.

IF APPROVED, THE NET CHANGE IN OUR AVERAGE RESIDENTIAL WATER BILL WOULD BE TWO DOLLARS AND 79 CENTS PER MONTH.

OUR AVERAGE BILL IS BASED UPON A CONSUMPTION RATE OF ABOUT 10,000 GALLONS PER MONTH WOULD INCREASE FROM $37.19-$39.98.

IF IMPLEMENTED, JUPITER'S WATER RATES REMAIN ONE OF THE LOWEST IN THE REGION OR THE TRI-COUNTY AREA, SOME 22 PERCENT BELOW THE REGIONAL AVERAGE.

WITH THAT, STAFF RECOMMENDS ACCEPTANCE OF RESOLUTION 52-22, INCREASING WATER RATES BY 7.5 PERCENT EFFECTIVE OCTOBER 1ST OF THIS YEAR FOR FISCAL YEAR 2023.

I THINK IT'S IMPORTANT TO GO BACK TO THE REGULAR INDEXING AND THEN TO MAKE UP FOR THE INFLATIONARY IMPACTS, SO THAT THE UTILITY CAN GO BACK TO BEING ON A REGULAR PROGRAM, REGULAR FOOTING, THERE WERE A NUMBER OF BIG PROJECTS THAT NEED TO BE DONE.

THAT'S MY POSITION BEFORE AND I STILL HAVE THE SAME VIEW.

THAT'S THE THIRD BULLET UNDER THE EXECUTIVE SUMMARY, REDUCING THE POTENTIAL FOR FUTURE LARGE ONE TIME RATE INCREASES.

WE ADDRESSED THIS 25 YEARS AGO IN KEY LARGO.

WAY BACK WHEN, BUT SIMILAR ISSUE.

IT WAS FOR THE UPPER KEYS SAILING CLUB.

WE AGREED AT THE TIME THAT UNLESS THE MAJORITY OF THE MEMBERSHIP OF CLUB AGREED, WE WOULD INDEX OUR MEMBERSHIP EVERY YEAR.

ABOUT SEVEN YEARS LATER WE GOT HIT WITH A VERY LARGE ONETIME INCREASE IN OUR COSTS AND WE DID NOT HAVE TO RAISE OUR MEMBERSHIP RATES SIMPLY BECAUSE WE HAD DONE THAT.

I WAS A LITTLE DISAPPOINTED TO LEARN THAT THE COUNCIL HAD DECIDED NOT TO INCREASE RATES FOR SEVERAL YEARS, SO I VIEW THIS AS CATCH UP, AND I'M FULLY IN SUPPORT OF A 7.5 PERCENT INCREASE.

FOR CONTEXT, CONSIDER WHAT WE DID A YEAR AGO FOR OUR WASTE COLLECTION COST.

MINE WAS A 62 PERCENT INCREASE.

I DON'T THINK FOUR AND HALF OR SEVEN AND HALF IS WORTH ARGUING ABOUT.

BUT SINCE 1996, TOWN CODE IS ALSO PROVIDED FOR STORMWATER FEES TO BE AMENDED ANNUALLY IN ACCORDANCE WITH THE US DEPARTMENT OF LABOR'S CPI OR CONSUMER PRICE INDEX.

THE ANNUAL PERCENTAGE CHANGE IN THE CPI DURING 2021 WAS SEVEN PERCENT.

WHEN APPLIED TO THE TOWNS RESIDENTIAL UTILITY STORMWATER FEE, THE NET CHANGE WOULD BE ¢43 PER MONTH.

THE TOWN'S STORMWATER FEE WOULD THEN INCREASE IF APPROVED FROM $6.17 TO $6.60 PER MONTH.

IF APPROVED, JUPITER STORMWATER RATE WILL REMAIN 15 PERCENT BELOW THE AVERAGE CHARGE BY OTHER LOCAL UTILITIES.

I FEEL LIKE JUPITER RESONANCE ARE NOW NOT GETTING THE VALUE THAT WE SHOWED FROM THE SCHOOL DISTRICT.

I DON'T KNOW WHAT THE SOLUTION IS, BUT TO THE DEGREE, YOU'RE INDOOR FACILITIES HAS ALWAYS BEEN AN ISSUE PEOPLE TALK ABOUT.
