I'M HERE TO EXPRESS MY CONCERN IN OPPOSITION TO THE PUD APPLICATIONS BY ACADIA HEALTH AND BAPTIST HOSPITAL FOR SANTEE CIRCLE. [00:05:02] I WANT TO ASK THIS COUNCIL TO CLOSELY CONSIDER WHAT IS APPROVED ON THE FIRST PUD APPLICATION. MORE SPECIFICALLY THAT YOU CONSIDER STRIKING THE SPECIAL EXCEPTION USES OF HOSPITAL AND SPECIALTY HOSPITAL FROM THE APPLICATION. IT IS CLEAR FROM THE OUTSET OF THIS DEVELOPMENT PROCESS THAT THIS USE IS NOT COMPLIANT WITH THE SURROUNDING AREAS. I KNOW THAT WE'RE AT THE BEGINNING OF THE PROCESS, AND THERE IS A LONG PROCESS FOR SPECIAL EXCEPTION, BUT I'M CONCERNED THAT THE APPLICATION REFERENCES SPECIAL EXCEPTION USES. SINCE THEY ARE JUST THAT USES THAT REQUIRE SPECIAL EXCEPTION, SHOULD THEY EVEN BE APPROVED ON THE APPLICATION. IT IS A SLIPPERY SLOPE TO APPROVE AN APPLICATION THAT LIFT THOSE USES AS IT WOULD BE AN EASY IN THE FUTURE FOR THE DEVELOPER TO SAY, "WELL, IT WAS ON OUR APPLICATION AND NO ONE HAD AN ISSUE WITH IT THEN." PLEASE MAKE NOTE THAT WE DO HAVE AN ISSUE WITH THESE USES. THE ACADIA PLAN PROPOSES A MENTAL HEALTH CENTER WHICH OFFERS DRUG DETOX SERVICES. THE FACILITY WOULD BE 144 BEDS. THE BAPTIST PLAN PROPOSES ANOTHER 40 BAGS. PALM BEACH COUNTY IS ALREADY PLAGUED WITH HUNDREDS OF DRUG REHABILITATION CENTERS AND IS CONSIDERED ONE OF THE REHAB CAPITALS OF AMERICA. STATE ATTORNEY DAVE ARONBERG HAS BEEN IN A LARGE PORTION OF HIS CAREER IN PALM BEACH COUNTY EXPOSING THESE DRUG DETOX CENTERS. IT'S A BILLION-DOLLAR INDUSTRY IN PALM BEACH COUNTY AND IT IS A DANGEROUS CYCLE. THE CYCLE WAS DEVELOPED HERE IN SOUTH FLORIDA. THIS IS HOW IT WORKS. FIRST, PATIENTS ATTEND INPATIENT DETOX WITH INPATIENT INTENSIVE THERAPY WHILE LIVING AT THE FACILITY. THEN THEY MOVE OUT INTO OUR COMMUNITY, AND THEY CONTINUE TO VISIT THE FACILITY FOR OUTPATIENT TREATMENT. WE WILL START TO SEE SOBER HOMES AND TRANSITIONAL LIVING HOMES POP UP HERE IN JUPITER. THEY WILL BE RESIDENTIAL HOMES ON OUR STREETS AND IN OUR NEIGHBORHOODS. [INAUDIBLE] SOME OF THE PATIENTS WILL RECOVER, BUT MANY WON'T. THERE'LL BE AN INFLUX OF DRUGS BROUGHT INTO JUPITER BY THOSE WHO DON'T RECOVER AND THE CYCLE WILL CONTINUE. WE DON'T NEED TO LOOK TOO FAR SOUTH TO SEE WHAT JUPITER WILL LOOK LIKE FIVE YEARS FROM NOW. BREAK-INS, INCREASED CRIME, PROSTITUTION, AND REPORTS OF DRUG NEEDLES IN PARKS HAUNT SOUTHERN PALM BEACH COUNTY. AS A PARENT, MY JOB IS TO PROTECT MY CHILDREN. WE MUST DO EVERYTHING IN OUR POWER TO KEEP THEM OUT OF HARM'S WAY. IF YOU READ THE NEWS, YOU WILL SEE ALMOST DAILY THAT THERE IS A MASS SHOOTING IN A SCHOOL OR A GROCERY STORE OR A CHURCH. THEN, THERE'S A CONVERSATION ABOUT MENTAL HEALTH AND GUN CONTROL. THIS IS OUR NEW SHARED REALITY. NO MOTHER OR FATHER DESERVES TO FACE WHAT THE FAMILIES OF UVALDE, NEW TOWN, PARK LAND, OR ANY OTHER COMMUNITY FOR THAT MATTER, HAVE FACED. PROTECTING MY FAMILY AND COMMUNITY MEANS NOT ALLOWING A DRUG REHABILITATION OR MENTAL HEALTH FACILITY TO BE BUILT RIGHT NEXT TO WHERE MY CHILDREN PLAY, LIVE AND LEARN. THAT PROJECT JUST BEGAN THE REVIEW PROCESS AND WAS ISSUED AN INSUFFICIENCY LETTER, SO WE ARE AWAITING A RESPONSE FROM THE APPLICANT ON THAT. WITH THAT, I WOULD LIKE TO JUST GO AHEAD AND GO OVER SOME OF THE 20-YEAR HISTORY. [BACKGROUND] [00:50:07] THE NEED FOR THIS STUDY, WHICH WAS INITIALLY CALLED THE JUPITER AREA STUDY, WAS IDENTIFIED BECAUSE THE METROPOLITAN PLANNING ORGANIZATION, WHICH WAS THE PREDECESSOR TO THE TRANSPORTATION PLANNING AGENCY HAD IDENTIFIED IN THEIR LONG-RANGE TRAFFIC FOR HSI MODEL FOR YEAR 2025 THAT THEY WERE GOING TO BE SIGNIFICANT LONG-TERM CONGESTION ISSUES ALONG INDIANTOWN ROAD, PARTICULARLY IF THE STATUS QUO WAS MAINTAINED AND DEVELOPMENT PRACTICES CONTINUED AT THE PACE THAT THEY WERE MOVING AT THAT TIME. THIS LED TO THE COUNCIL ESTABLISHING A STUDY CALLED THE JUPITER AREA STUDY, WHICH WAS INITIATED IN ACTUALLY 2002-2003. THIS STUDY WAS TO BE USED AS A PLANNING TOOL REALLY FOR THE BENEFIT OF POLICY-MAKING DECISIONS. IT WAS NOT A REGULATION AND IT'S STILL TO THIS DAY IS NOT A SPECIFIC REGULATION TO CONTROL DEVELOPMENT. IT'S A TOOL TO UNDERSTAND THE CHALLENGES WE FACE RELATED TO THE ROADWAY CONSTRAINTS ASSOCIATED WITH THE GROWTH IN TRAFFIC ALONG INDIANTOWN ROAD. ONE OF THE KEY COMPONENTS OF THE STUDY ALSO IN THE BEGINNING WAS TO MAKE SURE THAT WHILE WE WERE TRYING TO MAINTAIN THE BEST LEVELS OF FOR SERVICE, WE ALSO DID THAT IN A MANNER THAT DIDN'T DESTROY THE CHARACTER OF THE COMMUNITY. AS PART OF THAT PROCESS, ESTIMATES WERE MADE FOR THE VACANT PROPERTIES THAT EXISTED WITHIN THE TOWN. INITIALLY THAT INCLUDED PROPERTIES THAT WERE WEST OF ALTERNATE A1A. THEN AS TIME WENT BY, THE STUDY WAS EXPANDED AND LOOKED AT ALL OF THE VACANT PROPERTIES IN THE TOWN, AND NOT ONLY THE PROPERTIES IN THE TOWN, BUT THOSE OUTSIDE OF THE TOWN THAT HAD AN INFLUENCE ON OUR ROADWAYS BECAUSE OF THE LONGER TRIPS THAT PEOPLE TAKE TO SEEK SERVICES AND TO GET TO THEIR EMPLOYMENT. AS PART OF THAT, THERE WAS A SIGNIFICANT AMOUNT OF EFFORT THAT WENT INTO ESTABLISHING OR EVALUATING WHAT THE YIELD OF DEVELOPMENT WAS WITHIN THE TOWN ON SIMILAR PROPERTIES AS ALL OF THE VACANT PROPERTIES. AS PART OF THAT, WE LOOKED SPECIFICALLY THE JUPITER PARK OF COMMERCE FOR THE YIELD OF INDUSTRIAL DEVELOPMENT AND IDENTIFIED FOR INDUSTRIAL THAT THERE WAS A FLOOR AREA RATIO OF 0.25 THAT WAS BEING GATHERED FROM THOSE PROPERTIES. ESSENTIALLY WHAT THAT MEANS IS THE GROSS FLOOR AREA OF THE BUILDINGS ON THOSE PROPERTIES EQUALED 25 PERCENT OF THE TOTAL SURFACE AREA OF THE PROPERTY. WE DID THE SAME FOR OFFICE AND MEDICAL USE AND IDENTIFIED A FLOOR AREA RATIO OF 0.34 RETAIL AND OTHER COMMERCIAL USES, THE FACTOR OF 0.2 WAS IDENTIFIED AND WHAT THAT ALLOWED US TO DO IS TO ASSIGN EACH OF THOSE INDIVIDUAL PROPERTIES IN A MORE DISCREET MANNER THAN THE MODEL WAS PREPARED. I HAVE THE MODEL WHICH WAS PREPARED FOR THE COUNTY. BECAUSE WE'RE A SMALLER COMMUNITY, IT WAS A LITTLE BIT MORE FEASIBLE TO LOOK AT IT INDIVIDUALLY PARCEL BY PARCEL. WITH HAVING THAT INFORMATION, I WOULD SAY AT ONE POINT DURING THE EARLY PART OF THE PROCESS, WE HAD OVER 100 PROPERTIES THAT WERE IDENTIFIED AS VACANT PROPERTIES THAT HAD INFLUENCE ON OUR ROADWAY SYSTEM. NOW AFTER 20 YEARS OR MORE, WE'RE DOWN TO PRIMARILY TWO SIGNIFICANT PARCELS AND THAT'S WHY IN MR. LANDS PROJECTIONS, IT SPECIFICALLY LOOKS AT TWO OF THE BIGGEST PROPERTIES THAT ARE REMAINING VACANT ON THE NORTH AND SOUTH SIDES OF THE INDIANTOWN ROAD INTERCHANGE TO THE EAST SIDE. AS PART OF THE STUDY, IT WAS ALSO IMPORTANT TO IDENTIFY MITIGATION STRATEGIES THAT CAN BE PUT IN PLACE TO TRY TO REDUCE THE CONGESTION OR TO ACCOMMODATE SOME OF THE TRANSPORTATION NEEDS AND THESE STRATEGIES THERE WERE THREE PRIMARY CATEGORIES. ONE WAS THE LAND ACQUISITION AND THIS WAS SUPPORTED BY THE BOND ISSUE THAT WAS VOTED BY RESIDENTS IN 2004 AND THEN THE SECOND BOND ISSUE IN THE MORE RECENT YEARS THAT IS STILL ONGOING. THERE WERE LAND USE ACTIONS THROUGH SITE PLAN APPROVAL, THROUGH LAND USE CHANGES AND WAS ALWAYS A CONSIDERATION OF HOW THE IMPACT OF THOSE DECISIONS, WHAT THEY WOULD HAVE ON OUR ROADWAY SYSTEM AND THEN LAST BUT NOT LEAST ARE THE ROADWAY CAPACITY IMPROVEMENTS. THERE ARE NUMEROUS AREAS ALONG INDIANTOWN ROAD [00:55:02] WHERE THERE WERE EXPANSIONS AND INTERSECTIONS, EXTENSIONS OF TURN LANES AND SUCH. THE STUDY'S FINDINGS WERE THE BASIS FOR THE SUBSEQUENT POLICY MAKING DECISIONS OF THE TOWN COUNCIL, REALLY TO HAVE A COMPREHENSIVE APPROACH TO INTEGRATING SOLUTIONS THAT COULD ADDRESS THE CHALLENGES ON INDIANTOWN ROAD. AS PART OF THIS, THERE WERE ACTIONS TO AMEND OUR COMPREHENSIVE PLAN TO IMPLEMENT THE JUPITER AREA STUDY. SPECIFICALLY IN 2006 AS PART OF THE EVALUATION AND APPRAISAL REPORT, A PROCESS THAT YOU'RE FAMILIAR WITH, WE JUST TALKED ABOUT THAT JUST A COUPLE OF MEETINGS AGO, THE COUNCIL IDENTIFIED THE IMPLEMENTATION OF THE JUPITER AREA STUDY AS A MAJOR ISSUE AND THEN FOLLOWING UP TO THAT IN 2008, THERE WERE ACTUAL SPECIFIC OBJECTIVES AND POLICIES THAT WERE ADOPTED INTO THE PLAN TO IMPLEMENT THE JUPITER AREA STUDY AND I DID PROVIDE A LIST OF THE TRANSPORTATION ELEMENT WHERE THEY COUNSELED TO REVIEW THOSE POLICIES THAT EXIST IN THE PLAN. THEN CONCURRENT WITH THAT TIMEFRAME BETWEEN 2007 AND 2008, THE TOWN MADE AN ATTEMPT TO COORDINATE WITH PALM BEACH COUNTY TO BE PROACTIVE IN ESTABLISHING A QUARTER MASTER PLAN IN THEIR COMPREHENSIVE PLAN AND THIS WAS NECESSARY BECAUSE THE COUNTY REGULATES TRAFFIC CONCURRENCY THROUGHOUT ALL OF PALM BEACH COUNTY, AND THIS WAS A DECISION THAT WAS MADE BY THE VOTERS BY REFERENDUM WHEN TRAFFIC CONCURRENCY WAS ORIGINALLY IMPLEMENTED AROUND 1990. AS PART OF THIS DRAFT QUARTER MASTER PLAN, IT ALSO IDENTIFIED STRATEGIES FOR MITIGATION TO ACHIEVE THE ACCEPTABLE LEVEL OF SERVICE. THERE WAS CONSIDERATION AT THAT TIME OF CHANGING THE LEVEL OF SERVICE FROM THE LEVEL OF SERVICE D 55-SECOND DELAY AND INCREASING UP TO 70-SECOND DELAY WHERE THERE ARE SPECIFIC INTERSECTIONS AT THE CENTRAL BOULEVARD IN ISLAND WAY. AS PART OF THAT PROCESS, IT WAS ESSENTIALLY CONSIDERING AT THE COUNTY LEVEL, A CONSTRAINED ROADWAYS DESIGNATION AND ASSIGNING A LOWER LEVEL OF SERVICE, WHICH IS ALSO COMMONLY REFERRED TO AS A CROSS DESIGNATION. ALTHOUGH UNLIKE PRIOR CROSS DESIGNATIONS WHICH RARELY HAD ANY SIGNIFICANT MITIGATION STRATEGIES OR POLICIES FOR IMPLEMENTATION ATTACHED TO IT, THIS PROPOSED QUARTER MASTER PLAN HAD STRINGS ATTACHED FOR THE IMPLEMENTATION OF IT AND IT WAS REALLY TO ESTABLISH A FRAMEWORK THAT WOULD BE A NEW FRAMEWORK FOR HOW TRAFFIC CONCURRENCY WAS REVIEWED ALONG THE CORRIDOR BY THE COUNTY AND PART OF THE PREMISE FOR THAT WAS TO CREATE AN EQUITABLE DISTRIBUTION OF THE REMAINING CAPACITY SO THAT ALL THE REMAINING PARCELS WILL GET A REASONABLE SHARE OF THE REMAINING CAPACITY IN AN EQUITABLE MANNER. THIS WAS REALLY MOVING AWAY FROM THE EXISTING APPROACH WITH TRAFFIC CONCURRENCY WHICH IS BASED ON FIRST PERSON IN THE DOOR CAN GET THE MAJORITY OF THE CAPACITY AND THEN LEAVING THE LATER PARCELS WITHOUT ADEQUATE CAPACITY TO STILL MEET THE LEVEL OF SERVICE THAT'S DESIGNATED ON OUR ROADWAYS. UNFORTUNATELY THAT PROCESS WAS UNSUCCESSFUL IN WORKING WITH THE COUNTY. AS PART OF THAT, THERE WAS NO CROSS DESIGNATION, THE LEVEL OF SERVICE REMAINS AT 55 SECONDS FOR THE DELAY. NEXT, THEY JUST BRING YOUR ATTENTION TO THE STRATEGIC PLAN THAT WAS IN EFFECT DURING THIS TIMEFRAME, IT STILL HAS SIMILAR RESULTS THAT YOU HAVE IN YOUR PLAN TODAY. SPECIFICALLY THERE WERE CHALLENGES IN BALANCING THE OBJECTIVES FOR IMPROVED MOBILITY AND THE DESIRE FOR A STRONG LOCAL ECONOMY. [NOISE] AS PART OF THESE CONSIDERATIONS, WE DID LOOK AT THE ECONOMIC AND TRAFFIC IMPACTS TOGETHER AND RESEARCH AND DEVELOPMENT WAS IDENTIFIED AS A DEVELOPMENT USE THAT COULD CREATE MORE POTENTIAL JOBS AND DEVELOPMENT ON THE VACANT PROPERTIES WITH A TRAFFIC IMPACT THAT WAS LOWER THAN MANY OF THE OTHER USES. WHAT'S SHOWN IN THIS GRAPHIC IS THAT AN APPROXIMATE COMPARISON FOR RECOGNIZING THE MAGNITUDE OF THE IMPACTS THAT ARE ASSOCIATED WITH DIFFERENT LAND USES. THE EXAMPLE BEING 100,000 SQUARE FEET OF RESEARCH AND DEVELOPMENT IS APPROXIMATELY EQUIVALENT TO 73,000 SQUARE FEET OF GENERAL OFFICE USE OR 22,000 SQUARE FEET OF MEDICAL OFFICE. YOU CAN REALLY BEGIN TO SEE THE IMPACTS THESE DIFFERENT LAND USES CAN HAVE. [01:00:04] NEXT, I JUST WANTED TO GO OVER SOME OF THE MITIGATION STRATEGIES THAT WERE ACCOMPLISHMENTS THROUGH THIS PROCESS. FIRST WAS THE JUPITER FALLS LAND USE CHANGES AND THE DEVELOPMENT OF REGIONAL IMPACT THAT WAS PROPOSED IN 2002-2003, ULTIMATELY WAS WITHDRAWN IN 2004. LARGELY THAT WAS BECAUSE OF A LACK OF SUPPORT TO CHANGE LAND USE ON THE PROPERTY FROM INDUSTRIAL TO COMMERCIAL TO FACILITATE THE PROPOSED DEVELOPMENT. ISLAND WAY WAS CONSTRUCTED NORTH OF INDIANTOWN ROAD, AND THAT INCLUDED A CONNECTION TO LIMESTONE CREEK, WHICH WAS IDENTIFIED IN THIS STUDY. INDIANTOWN ROAD WAS SIX LANE WEST OF THE TURNPIKE, CENTRAL BOULEVARD WAS FOUR LANE NORTH OF INDIANTOWN ROAD. A NUMBER OF OPEN SPACE PARCELS WERE ACQUIRED ALONG THE CORRIDOR INCLUDING DELAWARE SCRUB, THE CINQUEZ PARK PARCEL, WHICH WAS PROPOSED DURING THE TIMEFRAME AS A TARGET SITE. >> I'M SORRY JOHN. THE ADDITIONAL PARCELS THAT WERE ACQUIRED WERE SIMS CREEK PRESERVE, NORTH OF THE WALMART, THE JONES CREEK PRESERVE, CLOSER TO PENNOCK, AND ANOTHER UNIQUE ONE WAS THE WALMART OFF-SITE PRESERVE THAT IS WEST OF THE BRAMAN BMW SITE, WHICH IS PRIVATELY OWNED, BUT IS REQUIRED AS PART OF THEIR PLANNED UNIT DEVELOPMENT WHEN THEY DID SOME EXPANSIONS AND RENOVATIONS AT THE WALMART AND THAT WAS DONE AS A PUBLIC BENEFIT. THERE ARE ALSO NUMEROUS INTERSECTION IMPROVEMENTS AND I'M SURE THERE'S A COUPLE HERE THAT I MISSED AS WELL. PENNOCK LANE WAS EXPANDED, AT INDIANTOWN ROAD, MILITARY TRAIL EXPANDED, THE TURN LANES ALTERNATE A1A, IN CENTRAL BOULEVARD. ALSO, WE CREATED A SIGNIFICANT POLICY INITIATIVE TO PROVIDE CONNECTIVITY BETWEEN PARCELS AND THAT WAS ADOPTED INTO THE COMPREHENSIVE PLAN INTO THE ZONING CODE. THERE ARE SEVERAL THAT WERE COMPLETED AND I NOTED SOME OF THOSE THAT WERE MOST SIGNIFICANT, AND ALSO JUST REMIND YOU THAT THAT'S AN ONGOING IMPLEMENTATION AS WELL. THERE WAS A HOME DEPOT CONNECTION TO THE PARCEL TO THE EAST, WHICH WAS POWER SYSTEMS THAT WAS DONE IN 2006 TO ALLOW MOVEMENT IN THE WESTBOUND DIRECTION THROUGH THE TURN LANE IN THE POWER SYSTEMS TO ACTUALLY CONNECT INTO THE LOCATION WHERE [INAUDIBLE] IS AND THE HOME DEPOT PLAZA. CINQUEZ PARK AREA WAS CONNECTED BETWEEN CARVER AVENUE AND CENTER STREET BETWEEN THE TOWN'S PARK SITE AND IN AN ADJACENT DEVELOPMENT THAT PROVIDED CROSS ACCESS IN FRONT OF THEIR DEVELOPMENT TO THELMA AVENUE AND ONTO CENTER STREET. THE CHASEWOOD PLAZA WAS CONNECTED TO BUSH ROAD JUST SOUTH OF THE TIRE KINGDOM, THAT CAN GET YOU BETWEEN WALMART AND THE PUBLIX PLAZA CHASEWOOD CONVENIENTLY WITHOUT HAVING TO GO ON TO INDIANTOWN ROAD. PALMWOOD ROAD WAS CONNECTED TO CENTRAL BOULEVARD THROUGH THE CHASEWOOD BANK PARCEL AND THE JUPITER WEST COMMUNITY CENTER. ANOTHER SIGNIFICANT WAS RIGHT HERE AT TOWN HALL WHERE DANIELS WAY WAS CONNECTED TO MILITARY TRAIL THROUGH THE CAMPUS HERE AND THE HIGH SCHOOL ACCESS WAY, WHICH HELPS DISTRIBUTE TRAFFIC MORE IN A BETTER MANNER THAN ALL OF THAT TRAFFIC FUNNELING THROUGH DANIELS WAY AT INDIANTOWN ROAD. THEN THERE ARE NUMEROUS SMALL ONES THROUGHOUT THE TOWN THAT I'M SURE YOU'VE COME ACROSS IN YOUR TRAVELS. CONTINUING ON WITH ACCOMPLISHMENTS, BOTH THE COUNTY AND THE TOWN AMENDED THEIR COMP PLANS TO ADD ISLAND WAY SOUTH AS A COLLECTOR ROADWAY ON OUR ROADWAY NETWORK. [BACKGROUND] THE TOWN ALSO AMENDED ITS COMP PLAN TO ADD A BUSH ROAD MAPLEWOOD CONNECTOR. SIMILAR TO THE PUBLIX'S WALMART CONNECTION, THIS WAS A CONNECTION THAT WAS ENVISIONED TO CONNECT WALMART IN HOME DEPOT. WHILE THAT HASN'T BEEN IMPLEMENTED, WE HAVE ACQUIRED ONE OR TWO EASEMENTS OVER TIME, AND THAT REMAINS SOMETHING WE WILL PURSUE ANYTIME THERE'S REDEVELOPMENT IN THAT AREA. PALM BEACH COUNTY ALSO COMPLETED AN ALIGNMENT STUDY FOR ISLAND WAY SOUTH. THERE WERE A NUMBER OF LAND USE CHANGES AND DEVELOPMENT ORDERS THAT INCORPORATED TRIP PRODUCTIONS AND TRIP CAPS, INCLUDING THE RIALTO DEVELOPMENT AND THE DEVELOPMENT OF PARCEL 19 WHERE JUPITER COUNTRY CLUB AND SONOMA ISLE ARE LOCATED, [01:05:04] AS WELL AS THE RIVER PLACE OFFICE DEVELOPMENT THAT'S EAST OF THE DELAWARE SQUARE PROPERTY ON THE JUPITER CREEK. THE TOWN ADOPTED A BIOSCIENCE OVERLAY TO PROMOTE HIGH TECHNOLOGY DEVELOPMENT ON A NUMBER OF PARCELS THROUGHOUT THE TOWN AND ADOPTED AN I-4 ZONING DISTRICT THAT WAS ALSO FOCUSED ON HIGH TECHNOLOGY USES. THE TOWN ADOPTED AT THE LEVEL OF SERVICE FOR THE TOWN ROADS, WHICH WAS SEPARATE FROM THE COUNTIES LEVEL OF SERVICE STANDARDS. THERE HAS BEEN A SIGNIFICANT AMOUNT OF COORDINATION WITH FLORIDA DEPARTMENT OF TRANSPORTATION TO FUND IMPROVEMENTS TO EXPAND INDIANTOWN ROAD BETWEEN I95 AND CENTRAL BOULEVARD TO ADD AUXILIARY LANES ALONG THOSE SEGMENTS TO FACILITATE TRAFFIC FLOW CLOSE TO THE INTERSTATE. THEN ONE IN THE BEAUTIFICATION AND ENHANCEMENT DEPARTMENT, THE TOWN ALSO FUNDED THE GATEWAYS INITIATIVE AND IT'S COMPLETED THE FIRST PHASE OF THAT PROJECT TO ADD ENHANCEMENTS ALONG THE CORRIDOR FROM A VISUAL STANDPOINT, AND THERE'S A SECOND PHASE OF THAT'S IN PLAN WITH FUTURE FUNDING TO BE PROVIDED ONCE THE INDIANTOWN ROAD EXPANSIONS ARE DONE BY THE FLORIDA DEPARTMENT OF TRANSPORTATION. THEN LAST BUT NOT LEAST, SOME OF THE MITIGATION STRATEGIES THAT WERE EITHER REJECTED OR DEFERRED FOR VARIOUS REASONS. ONE WAS ADDING AN INTERCHANGE BETWEEN INDIANTOWN ROAD AND DONALD ROSS TO BETTER DIVERT AND ACCOMMODATE TRAFFIC THAT CURRENTLY IS ON THE INDIANTOWN ROAD CORRIDOR. THERE WAS AN INITIATIVE TO LOOK AT ADDING ADDITIONAL ON AND OFF RAMPS FROM I-95 AT THE INDIANTOWN ROAD INTERCHANGE. UNFORTUNATELY, THAT WAS NOT SUPPORTED BY THE DEPARTMENT OF TRANSPORTATION. THERE WAS ALSO AN INITIATIVE TO HOLD ITR ROAD TO A MAXIMUM OF SIX LANES, AND THAT WAS JUST PARTIALLY ALTERED TO CREATE AN EXCEPTION FOR THOSE AUXILIARY LANES THAT I PREVIOUSLY REFERRED TO WITHIN THE LIMITS BETWEEN I-95 IN PALM AVENUE, WHICH IS THE LIGHT AT THE CHASEWOOD PLAZA. THERE WERE ALSO PLANS INITIALLY TO DO SOME SIGNIFICANT INTERCHANGING CROSS WALK, AESTHETIC ENHANCEMENTS THAT WERE LARGELY DIFFERED. THEN ESTABLISHING MAXIMUM FLOOR AREA RATIOS WAS CONSIDERED BUT WAS NOT PURSUED, AND SOME OF THE CONCERNS WITH THAT WERE RELATED TO THE CREATION OF NON-CONFORMITIES AND HINDERING DESIRED REDEVELOPMENT ON PROPERTIES IN THE TOWN. ONE INVOLVING A TRIP AND FALL FOR 25,000 WHICH IS THE DEDUCTIBLE UNDER ITS POLICY AND ANOTHER ONE INVOLVING A MINOR ACCIDENT BETWEEN A DRIVER IN THE TOWN AND A POLICE VEHICLE, AND THAT ONE WAS SETTLED FOR 13,000. WE HAVE ONE MORE CASE PENDING. IT'S BEING HANDLED. ACTUALLY, IT HASN'T BECOME A CASE YET, BUT WE HAVE MORE POTENTIAL CASE THAT MR. REYNOLDS' LAW FIRM, THROUGH OUR INSURANCE COMPANY, IS GOING TO BE DEFENDING. THE OTHER CASES ARE THE CASES THAT YOU'RE FAMILIAR WITH INVOLVING HARBOR SIDE AND JUPITER SUCKER. WE CAN COME BACK TO YOU WITH SOME THOUGHTS ON THE PUBLIC BENEFIT IN THE FUND AND THE COST RELATED TO THAT. HELP MAKE AN INFORMED DECISION ON THAT. EAST VIEW MANOR, THE POLICE DEPARTMENT HAD A REALLY SUCCESSFUL MEETING WITH THE EAST VIEW MANOR NEIGHBORHOOD ON JUNE 1ST. THEY'LL BE FOLLOWING UP AND SO WILL NEIGHBORHOOD SERVICES TO CONTINUE TO ENGAGE THE RESIDENTS AND ADDRESS THEIR ISSUES AND CONCERNS KEEPING IN MIND TO PRACTICE SAFETY, BEING SAFE AND FEELING SAFE UNTIL HOPEFULLY WE'RE NAVIGATING THAT FEELING SAFE ARENA AS WELL. AND HE'S FILLED A LITTLE OVER 36 CALLS AND CASES RANGING IN EVERYTHING FROM HOW TO START A BUSINESS IN JUPITER TO BUILDING PERMIT CONCERNS AND A HOST OF OTHER THINGS AND I'D TELL YOU HE'S JUST PERFECT FOR THAT JOB. HE'S PRETTY LIKE AN AMBASSADOR. EVEN IF YOU DON'T EVEN THINK ABOUT STARTING A BUSINESS WHEN YOU GET AROUND ROGER, YOU WANT TO START ONE. SO HE IS DOING A GREAT JOB THERE. THEN FINALLY, I WANT TO THANK THE COUNCIL FOR ALLOWING US TO MOVE FORWARD ON THE CONTRACT FOR ICMA TO LOOK AT OUR FIRE SERVICES MOVING DOWN THE ROAD. BUT I DO WANT TO TAKE THE OPPORTUNITY HERE, ESPECIALLY SINCE MY COLLEAGUES ARE HERE TONIGHT, TO SAY THAT OUR FIRE DEPARTMENT DOES A TREMENDOUS JOB. I'VE HAD THE OPPORTUNITY TO WORK WITH THEM IN TWO DIFFERENT CAPACITIES NOW. AND I DON'T THINK THERE'S ANYONE IN TOWN THAT WOULD ARGUE WITH THE FACT THAT THEY ARE TREMENDOUS. I THINK THE CHALLENGE WE HAVE COMING FORWARD IS THAT THE COUNTY IS SIGNALING A DRAMATIC INCREASE IN THE MSTU RATE FOR THE TOWN, UPWARDS OF 90 TO 100 PERCENT INCREASE AND SO I THINK IT'S REALLY IMPORTANT FOR THE COUNCIL TO HAVE AS MANY FACTS AND AS MUCH INFORMATION AS POSSIBLE TO MAKE AN INFORMED DECISION AS WE NAVIGATE THESE CHALLENGES DOWN THE ROAD. BUT I CERTAINLY DON'T WANT TO EVER SEND THE IMPRESSION THAT WE DON'T APPRECIATE OUR FIRE DEPARTMENT BECAUSE WE CERTAINLY DO. THAT'S MY REPORT, MAYOR. >> JUST ON THE COMMENT. SECONDLY, TO THE DEGREE THAT THE TOWN OWNS MORE IMPROVEMENTS AT THE BASEBALL PROPERTY, THAN THE COUNTY HAD ANY IDEA, IT MADE SENSE THAT WE LOOK AT WHAT SHOULD WE DO WITH THOSE TO MAKE THEM IN GOOD SHAPE, TO GO OUT TO 2049 AND SINCE THERE'S ANYTHING THAT WE WOULD INVEST IN THAT WOULD BE THAT.
