IT IS A WORKSHOP, WE CAN'T TAKE ANY FORMAL ACTIONS. OUR GOAL, HOWEVER, WOULD BE TO THE DEGREE THAT WE CAN, WHEN WE GET TO MORE OF THE OPEN DIALOGUE AMONG US, IF WE CAN REACH A CONSENSUS WHICH WOULD HAVE TO BE THREE OR MORE, THEN THAT CONSENSUS WOULD REPRESENT SOME DIRECTION THAT WOULD GO TO OUR STAFF TO BEGIN TO DO SOME WORK TOWARDS WHATEVER WE WERE TO DECIDE NEEDS TO BE DONE. WE WANTED TO START OFF THIS WORKSHOP WITH SOME OF THE COMPLEX HISTORY OF THE BASEBALL COMPLEX BEFORE WE WORKED THROUGH THE ITEMS FOR YOUR CONSIDERATION. [NOISE] SORRY ABOUT THAT. THE EXISTING ROGER DEAN STADIUM AND BASEBALL TRAINING COMPLEX, [00:05:03] WAS CONSIDERED AS PART OF THE ABACOA DEVELOPMENT OF REGIONAL IMPACT REVIEW PROCESS. THE ABACOA MASTER PLAN WAS APPROVED IN JUNE 1995. THE LAND FOR THE BASEBALL COMPLEX WAS DONATED BY THE ABACOA DEVELOPER TO PALM BEACH COUNTY IN 1996. THE COMPLEX IS APPROXIMATELY 90 ACRES, WHICH ALLOWED THE STADIUM TO BE LARGE ENOUGH TO HOST THE TWO MAJOR LEAGUE BASEBALL TEAMS FOR THEIR SPRING TRAINING. ON THE OPENING DAY, THERE WERE TWO TEAMS, THE ST. LOUIS CARDINALS AND THE MONTREAL EXPOS. THE MIAMI MARLINS LATER TOOK OVER THE EXPO SPACE. THE LAND TRANSFER AGREEMENT REQUIRED THE 90 ACRES OF LAND TO BE CONVEYED UPON EACH COUNTY AND OTHER VARIOUS AGREEMENTS GOVERNING THE CONSTRUCTION AND USE OF THE COMPLEX AND THE PARKING WERE EXECUTED. IN 1997, THE TOWN IN JUPITER STADIUM LIMITED, JSL, OR ESSENTIALLY THE TEAMS, ENTERED INTO A LICENSE AGREEMENT WHEREBY THE TEAMS GRANTED THE TOWN USE OF FOUR OF THE SPRING TRAINING PLAYING FIELDS IN THE NORTHWEST QUADRANT OF THE BASEBALL COMPLEX. THE TERMS INCLUDED PROVISIONS THAT MAJOR LEAGUE BASEBALL HAS EXCLUSIVE USE OF THE QUADPLEX FOR TWO MONTHS EVERY YEAR. THEN DURING 10 MONTHS EACH YEAR, THE TOWN HAS THE USE OF THE QUADPLEX, BUT THIS REMAINS SUBORDINATE TO OTHER EVENTS THAT THE TEAMS MAY SCHEDULE AT THE COMPLEX. THE TOWN'S USE OF THE COMPLEX HAS BEEN DELEGATED, SHOULD BE JUPITER TOOK CLUSTER ATHLETIC ASSOCIATION. JTAA'S USE OF THE QUADPLEX HAS TYPICALLY BEEN SEVEN MONTHS PER YEAR. THEIR USE IS PRIMARILY LIMITED TO TRAVEL BASEBALL PROGRAM, WHICH HAS CONSISTED MOST RECENTLY OF ABOUT 100 PLAYERS, OF WHICH APPROXIMATELY 60 PLAYERS RESIDE IN THE TOWN. THE LICENSE REQUIRES THE TOWN TO PAY FOR MAINTAINING THE FIELDS. MAJOR LEAGUE BASEBALL STANDARDS, CURRENTLY AT A COST OF APPROXIMATELY $65,000 ANNUALLY. THE LICENSE ALSO REQUIRES THE TOWN TO PAY $25,000 ANNUALLY FOR THE TEAMS FOR ITS USE TO SCHEDULE SECURITY AT THE BASEBALL COMPLEX DURING THE SPRING TRAINING GAMES. THEY DID TO PARKING FOR SPRING BASEBALL GAMES. IN 1998, PALM BEACH COUNTY AND THE TEAMS EXECUTED A PARKING AGREEMENT WITH THE ABACOA DEVELOPER OF THE TOWN CENTER THAT REQUIRED 2,020 PARKING SPACES BE AVAILABLE OFFSITE IN THE TOWN CENTER FOR MAJOR LEAGUE BASEBALL SPRING TRAINING GAMES. THE TOWN IS NOT PARTY TO THAT AGREEMENT. HOWEVER, IT'S PART OF THE APPLICATION FOR DEVELOPMENT OR ABACOA TOWN CENTER. THE TOWN DOES REQUIRE SUBMISSION OF DATA TO DEMONSTRATE THAT THE 2,020 PARKING SPACES ARE MAINTAINED IN ACCORDANCE WITH THE PARKING AGREEMENT AND THE TOWN CODE. IT SHOULD BE NOTED THAT THOSE SPACES ARE IN EXCESS OF THE PARKING SPACES THAT ARE REQUIRED FOR THE USES WITHIN THE TOWN CENTER THAT HAVE A PEAK USAGE OR THE PERCENTAGE PEAK USAGE DURING THE TIME THE GAMES ARE HELD. IN FULFILLING THE OBLIGATIONS IN THE PARKING AGREEMENT, THE ABACOA DEVELOPER HAS A SEPARATE PARKING AGREEMENT WITH FLORIDA ATLANTIC UNIVERSITY TO PROVIDE 500 SPACES FOR USE DURING SPRING TRAINING GAMES. IN 2014, IN ORDER TO ACCOMMODATE THE TEAM'S DESIRE FOR EXTRA PARKING SPACES ABOVE AND BEYOND THE 2,020 PARKING SPACES AND THE PARKING AGREEMENT, THE TOWN COUNCIL DIRECTED THE TOWN MANAGER TO ADVANCE THE CONSTRUCTION OF THE PLANNED, SOUTH JUPITER COMMUNITY PARK, KNOWN NOW AS ABACOA COMMUNITY PARK, TO MAKE AVAILABLE A 180 OFF-SITE PARKING SPACES FOR THE TEAMS USE DURING SPRING TRAINING GAMES. THE TOWN ALSO AUTHORIZED THE STADIUM TO SELL PREPAID PARKING PASSES FOR GARAGE PARKING IMMEDIATELY WEST OF THE STADIUM THROUGH THE REQUIRED PARKING MANAGEMENT PLAN, WHICH WAS A CONDITION OF THE DEVELOPMENT ORDER FOR THE LOWER RESIDENTIAL DEVELOPMENT NORTH OF THE STADIUM. THESE TOWN PARKING SPACES ARE AN ADDITION TO THE 2,020 PARKING SPACES REQUIRED BY THE PARKING AGREEMENT. THE 1998 BASEBALL COMPLEX SITE PLAN APPROVED BY THE TOWN COUNCIL, PROVIDED FOR 300 FUTURE ON-SITE GRASP PARKING SPACES INSIDE THE BASEBALL COMPLEX, AND IT ALSO ALLOWED FOR VALET PARKING AND DOUBLE PARKING ON-SITE OF A COMPLEX IN ORDER TO INCREASE THE AVAILABLE PARKING. [00:10:01] IN 2017, THE TEAMS CONSTRUCTED MAINTENANCE FACILITY IMPROVEMENTS AND A PITCHING PRACTICE MOUND IN THE AREAS PREVIOUSLY RESERVED FOR APPROXIMATELY HALF OF THE 300 ON-SITE GRASS PARKING SPACES INSIDE THE BASEBALL COMPLEX. THIS WAS DONE WITHOUT TOWN SITE PLAN AMENDMENT APPROVAL. AFTER TOWN STAFF LEARNED ABOUT THESE CHANGES DURING THE REVIEW OF ADDITIONAL CHANGES. AFTER THE FACT, SITE PLAN AMENDMENT WAS PROCESSED IN 2019, THAT WAS AT THE TIME THE CARDINALS WANTED TO CONSTRUCT A COVERED ROUTING FACILITY IN THEIR QUADPLEX. NOW THAT YOU INTRODUCED THE POTENTIAL FUNDING SCENARIOS, THESE ARE CONCEPTUAL ITEMS TO CONSIDER. [NOISE] FORMER MAYOR WODRASKA MET WITH THE TEAMS IN EARLY 2020, TO BEGIN TO CONCEPTUALIZE ITEMS TO CONSIDER FOR FUNDING. IN FEBRUARY 2020, THE FORMER TOWN MANAGER BENOIT, SENT AN EMAIL TO THE FORMER MARLINS PRESIDENT CLAUDE DELORME TO MEMORIALIZE THE CONCEPTUAL ITEMS THAT COULD BE CONSIDERED FOR FUNDING, SUBJECT TO A LIST OF PROVISIONS AND OF COURSE, TOWN COUNCIL APPROVAL. THESE CONCEPTUAL ITEMS INCLUDED BATTING TUNNELS APPROXIMATELY THE CONTRIBUTION WAS 3.3 MILLION. THAT WAS CONSIDERED CONTINGENT UPON SOME BENEFICIAL USE BY THE TOWN. SECOND, AN ANNUAL CONTRIBUTION OVER 10 YEARS EQUALING $2.5 MILLION. CONTINGENT ON BEING DETERMINED ANNUALLY BY REPRESENTATIVES OF THE STADIUM AND THE TOWN TO APPROPRIATELY RECOGNIZE THE VALUE OF THE ANNUAL CONTRIBUTION TO ENSURE BENEFITS MAKE SENSE FOR A LOCAL GOVERNMENT ENTITY, AND THOSE ALSO INCLUDED SOME TOWN SPONSORSHIP BENEFITS WERE CONTEMPLATED THERE. THE PALM BEACH COUNTY PROPOSED JUPITER FUNDING AGREEMENT CHARACTERIZES THIS ANNUAL CONTRIBUTION FOR OFF-SITE PARKING AND CAPITAL EXPENDITURES. THE THIRD ITEM IS FIELD MAINTENANCE COST AND SECURITY MONEY ALLOWANCE. SIMILAR TO OUR AGREEMENT WE HAVE FOR USE OF THE QUAD FIELDS. THEN FOURTH A PROVISION TO ELIMINATE PARKING AS AN ISSUE GOING FORWARD. SPECIFICALLY, A PROVISION THAT SOMEHOW CAPTURES THAT THE TOWN'S CONTRIBUTION TO THIS PROJECT FOREVER PUTS ANY REAL OR PERCEIVED ISSUE OF A PARKING DEFICIT TO REST. SO FAR AS HISTORY OF THE COUNCIL'S FUNDING ACTIONS, THE FISCAL YEAR 2020 STRATEGIC PLAN LISTED ABACOA BASEBALL AND PARKING AS AN ITEM. AS IT HAD PREVIOUSLY MENTIONED IN A COUPLE OF PRIOR YEARS PRECEDING THAT. [NOISE] IN THE 2020 FISCAL YEAR BUDGET, TO ADDRESS THE STRATEGIC PLAN ITEM, STAFF PRESENTED HOW $5.5 MILLION IN CAPITAL FUNDING COULD BE CONSIDERED IN THE FUTURE SURTAX CASH FLOW FOR STADIUM AND PARKING IMPROVEMENTS. THE TOWN COUNCIL DECIDED NOT TO PLACE FUNDING IN THE BUDGET PLAN AT THAT TIME. IN THE FISCAL YEAR 2021 BUDGET, $3.3 MILLION OF CAPITAL FUNDING [NOISE] WAS CONSIDERED IN THE FUTURE SURTAX CASH FLOW FOR UNDEFINED STADIUM IMPROVEMENTS ONLY. HOWEVER, THERE WAS NO CONSENSUS SUPPORT FOR CONTRIBUTING MONEY TOWARDS AN UNSPECIFIED SCOPE OF PARKING IMPROVEMENTS. AGAIN, THE TOWN COUNCIL DECIDED NOT TO PLACE FUNDING IN THE BUDGET PLAN. [NOISE] IN THE FISCAL YEAR 2022 BUDGET, NO FUNDING WAS CONSIDERED DUE TO THIS BASEBALL STADIUM IMPROVEMENT PROJECT BEING PUT ON HOLD DUE TO THE PANDEMIC. THE PROPOSED FISCAL YEAR 2023 STRATEGIC PLAN DOES NOT INCLUDE AN ITEM RELATED TO BASEBALL OR ABACOA. THAT CONCLUDES THE OVERVIEW. Palm Beach County Overview of Proposed Stadium Renovation Project and Funding.] NEXT, I GUESS WE HEAR FROM THE COUNTY. >> [NOISE] [BACKGROUND] GOOD AFTERNOON, GOOD EVENING, I SHOULD SAY, MAYOR, VICE MAYOR, COUNSELORS. HOWEVER, IN DRAFTING THE PRESENTATION, WE THOUGHT IT COULD PROVE A GREAT OPPORTUNITY TO PROVIDE A THOROUGH SUMMARY OF MATTERS RELATED TO ROGER DEAN, HENCE THE LEVEL OF DETAIL THAT WE HAVE INCLUDED. I DO HOPE IT PROVES TO BE A GOOD TOOL IN YEARS TO COME. TO PROVIDE YOU A BRIEF OVERVIEW, IN 1996 THE COUNTY ENTER INTO A DEVELOPER AND A SPORTS FACILITY USE AGREEMENT FOR THE CONSTRUCTION AND OPERATION OF THE ROGER DEAN STADIUM. THE COUNTY FINANCED THE CONSTRUCTION OF THE FACILITY THROUGH A $25 MILLION OF REVENUE BOND WITH DEBT SERVICE PAID OUT OF THE FIRST AND FOURTH CENT BED TAX. THE FACILITY OPENED TO THE PUBLIC IN 1998, IT IS ALMOST 25 YEARS OLD. THE SPORTS FIELD FACILITY USE AGREEMENT WAS SET TO EXPIRE IN 2017, BUT IN 2011, IT WAS EXTENDED BY THE COUNTY AND JSL SO WE AGREED TO A TERM UNTIL 2027. IN 2015, THE COUNTY ENTERED INTO AN AGREEMENT TO BUILD A BALLPARK OF THE PALM BEACHES CONCURRENTLY WITH THE USE AGREEMENT TO OPERATE THE SAME UNTIL 2048, THIS HELPED RETAIN MLB AT ROGER DEAN. SIMULTANEOUSLY, THE BOARD CONSIDERED THAT RENOVATIONS TO ROGER DEAN WILL BE NEEDED AND THAT AN EXTENSION TO THE SFUA AGREEMENT WILL BE NECESSARY. IN DECEMBER OF 2019, OUR BOARD APPROVED A TERM SHEET TO FACILITATE THE RENOVATION PROJECT [NOISE] AND AUTHORIZED STAFF TO PROCEED WITH NEGOTIATIONS. ONE OF THE CONDITIONS INCLUDED ON THE TERM SHEET PROVIDED THAT JSL WAS TO PURSUE A FUNDING AGREEMENT WITH THE TOWN OF JUPITER TO ASSIST WITH PARKING IMPROVEMENTS AND THAT IT COULD TERMINATE THE AGREEMENTS WITH THE COUNTY IF SET FUNDING WERE NOT TO MATERIALIZE. COUNTY STAFF WAS DIRECTED AT THAT TIME TO INCLUDE A SIMILAR CONTINGENCY FOR THE COUNTY, AND THEN NEGOTIATIONS PROCEEDED. JSL TOOK THE LEAD IN THE COMMUNICATIONS WITH THE TOWN. IN MARCH 2020, COVID HIT, AS WE ALL KNOW, BED TAX COLLECTIONS WERE SEVERELY AFFECTED AND THE AGREEMENTS WHICH WERE ALMOST COMPLETED AT THE TIME HAD TO BE TABLED. STAKEHOLDERS WERE NOTIFIED THAT NEGOTIATIONS WERE PUT ON HOLD. IN NOVEMBER OF 2021, BED TAX PROCEEDS WERE AGAIN AT A LEVEL THAT COULD SUSTAIN THE COUNTY'S CONTRIBUTION TOWARDS THE RENOVATION PROJECT. THEREFORE, NEGOTIATIONS WERE RE-INITIATED. JSL ONCE AGAIN, TOOK THE LEAD IN COMMUNICATING WITH THE TOWN REGARDING THE JUPITER FUNDING AGREEMENT. BEFORE NEGOTIATIONS WERE STOPPED IN MARCH 2020, JSL AND THE TOWN HAD A CONCEPTUAL UNDERSTANDING AS TO A POTENTIAL [NOISE] FUNDING AGREEMENT. DRAFT WAS CIRCULATED AMONGST ALL THREE PARTIES. BY THAT TIME, THE AGREEMENT HAD MOVED FROM A PARKING-RELATED IMPROVEMENTS TO A TWO PORTION CONTRIBUTION. THE DETAILS OF WHAT TOWN STAFF COULD RECOMMEND TO THE COUNCIL WERE CAPTURED ON AN EMAIL FROM THE FORMER TOWN MANAGER BENOIT IN FEBRUARY OF 2020. IN SUMMARY, THE FORMER TOWN MANAGER PROPOSED TO RECOMMEND FOR CONSIDERATION BY THE COUNCIL A 3.3 ANNUAL CONTRIBUTION FOR THE CONSTRUCTION OF THE BEDDING TUNNELS AND ANNUAL CONTRIBUTION OF $250,000 PER YEAR, OBVIOUSLY OVER 10 YEARS, AND THEN AN INCREASINGLY ANNUAL MAINTENANCE [00:20:02] PAYMENT IN THE SECURITY CONTRIBUTION THAT THE TOWN PAYS TO JSL TOWARDS THE JUPITER FIELDS AGREEMENT. THE FORMER TOWN MANAGER, AS MY COLLEAGUE FROM TOWN STAFF SHARE, FURTHER INDICATED THAT THE RECOMMENDATION OF SET CONTRIBUTION WILL BE SUBJECT TO REACHING AN AGREEMENT REGARDING THE PARKING DEFICIT. DRAFT AGREEMENTS WERE CIRCULATED, ONE VERSION OF WHICH INCLUDED A WAIVER FOR PARKING DEFICITS FOR ANY DAMAGE ON WHAT IS CURRENTLY REQUIRE UNDER THE PARKING AGREEMENT TO WHICH JSL, [NOISE] THE COUNTY, AND THE DEVELOPER ARE PARTIES. TOWN STAFF COUNTER THAT PROPOSED DRAFT, WITH REVISIONS EXTENDING THE WAIVER TO FUTURE PROJECTS AND DEVELOPMENT APPLICATIONS WHICH WERE TO BE BROUGHT TO CONSIDERATION OF THE TOWN COUNCIL. THEREFORE REQUESTING THAT COUNTY AND JSL WAIVE THAT FUTURE RIGHTS. BOTH JSL AND COUNTY STAFF OBJECTED AT THAT POINT, WE FELT THAT WE COULD NOT RECOMMEND TO OUR BOARD WAIVING FUTURE RIGHTS WITHOUT A FULL AND THOROUGH UNDERSTANDING OF THE IMPLICATIONS THAT IT WILL CARRY. I CAN ONLY IMAGINE A SIMILAR SITUATION WILL HAPPEN IF TOWN STAFF WERE PRESENTED WITH THAT SCENARIO. MULTIPLE MEETINGS AND CONFERENCE CALLS WERE HELD TRYING TO FIGURE OUT HOW TO [NOISE] REFINE THE DRAFT FUNDING AGREEMENT. IN MARCH 2022, TOWN STAFF INFORMED US THAT NO FURTHER ENGAGEMENT COULD TAKE PLACE UNTIL A NEW COUNCIL HAD BEEN SELECTED IN APRIL 2022. FOLLOWING THE ELECTION OF THIS COUNCIL, WE REACHED OUT TO TOWN STAFF TO REENGAGE IN CONVERSATIONS. WE ASKED FOR ADDITIONAL FEEDBACK TO REFINE THE DRAFT, SHORT AFTER AGREEING TO THE WAIVER THAT I HAVE SHARED WITH YOU BEFORE, WAS BASICALLY A NON-STARTER FOR US. WE HAVE BEEN WILLING TO CONSIDER OTHER ASPECTS OF THAT DRAFT OF THE AGREEMENT WITH THE FINAL GOAL OF REACHING AN UNDERSTANDING THAT WORKS FOR ALL THOSE THAT ARE INVOLVED. AS OF THIS PRESENTATION, WE HAVE NOT RECEIVED THAT FEEDBACK. PARKING CONSIDERATIONS ARE CERTAINLY RELEVANT TO ALL STAKEHOLDERS [NOISE] AND THAT'S SOMETHING WE HAVE CERTAINLY SEEN. I WOULD LIKE TO TAKE THIS OPPORTUNITY TO PROVIDE YOU AN OVERVIEW. THE DEVELOPMENT AND OPERATIONAL ROGER DEAN WAS MADE BUYABLE TO A SERIES OF EASEMENTS FOR OFF-SITE PARKING AND PARKING AGREEMENTS. THE ORIGINAL DECLARATION OF EASEMENTS FOR OFF-SITE PARKING WAS MADE BY ABACOA DEVELOPMENT COMPANY IN FAVOR OF JSL IN THE COUNTY IN 1996. THE ORIGINAL PARKING AGREEMENT WAS EXECUTED IN 1998 BY JSL NORTH COUNTY LAND HOLDINGS, THE COUNTY AND ABACOA. THE DECLARATION ON THE PARKING AGREEMENT HAS BEEN AMENDED SEVERAL TIMES, MOST RECENTLY IN 2015. THE TOWN IS NOT A PARTY TO THAT PARK IN AGREEMENT, AND I HOPE THAT HAS BEEN CLARIFIED BEFORE. THE PARKING AGREEMENT PROVIDES FOR THE [NOISE] IDENTIFICATION OF THE AVAILABLE PARKING SPACES THAT WILL BE USED BY ROGER DEAN AND IS PREDICATED ON THE SHARE PARKING APPROACH AS PART OF THE ABACOA TOWN CENTER. IT ESTABLISHES A PARKING REQUIREMENT OF 2,020 SPACES TO SERVE ROGER DEAN, AND IT ESTABLISHES AS WELL, AMONG OTHER MATTERS, HOW REPLACEMENT SPACES ARE TO BE CALCULATED AS THE DEVELOPMENT PROGRESSES. THE PARKING AGREEMENT TIES TO A PARKING MANAGEMENT PLAN THAT WAS AGREED BY JSL AREAS IN THE COUNTY [NOISE] AND WHICH WAS APPROVED BY THE TOWN IN 2014 IN FULFILLMENT OF A DO CONDITIONAL APPLIED BY THIS COUNCIL TO THE APPROVAL OF THE ALLURE PROJECT. THERE'S NOTHING BETTER THAN A VISUAL REPRESENTATION, I WILL ARGUE. AS YOU CAN SEE, THE PARKING MANAGEMENT PLAN RELIES ON AN ESTABLISHED ALLOCATIONAL SPACES THROUGHOUT THE TOWN CENTER AND AFU SIGNAGE, COLOR-CODING, AND POLICY. THE PARKING MANAGEMENT PLAN RECOGNIZES THE AVAILABILITY OF THE SOUTH JUPITER COMMUNITY PARK FOR OVERFLOW PARKING THEREFORE THOSE SPACES ARE USE OR CONSIDERED FOR OVERFLOW AND NOT COUNTED ON THAT BASELINE OF 2,020 SPACES. ONE OF THE MOST RELEVANT ASPECTS OF THE AGREEMENT IS THAT IT PROVIDES THE METHODOLOGY TO BE FOLLOWED TO DETERMINE THE NUMBER OF PARKING SPACES REQUIRE IF THERE IS A CHANGE ON THE APPROVED USES. THAT'S WHY WE HAVE STATED THAT AS LONG AS THAT IS KEPT CONSISTENT AND IT'S BEING FOLLOWED CORRECTLY AND IMPLEMENTED CORRECTLY, WE HAVE NO OBJECTIONS TO THE PARKING ALLOCATION. NOW, A POTENTIAL ISSUE MAY ARISE [NOISE] IF OTHER USES THAT ARE APPROVED THAT REQUIRE A HIGHER DENSITY AND THE NUMBER OF PARKING SPACES THAT ARE REQUIRED UNDER THE PARKING AGREEMENT AND THE PARKING MANAGEMENT PLAN ARE NOT ALLOCATED. THAT'S WHY WE HAVE BEEN, I WILL SAY, CONSISTENTLY DEFEND IN THE FACT THAT WE NEED TO RETAIN THE ABILITY TO COME IN FRONT OF THIS COUNCIL IF THIS COUNCIL WORK TO CONSIDER AT ANY GIVEN POINT THE POSSIBILITY OF MAKING CHANGES OR APPROVING CHANGES TO THAT BASELINE THAT WE HAVE. ANOTHER TOPIC THAT WARRANTS REVIEW AS IT SPEAKS TO THE LONG-STANDING RELATIONSHIP THAT THE TOWN, [00:25:03] JSL, AND THE COUNTY HAVE HAD FOR ALMOST 25 YEARS IS THE JUPITER FIELDS AGREEMENT. SET AGREEMENT WAS EXECUTED IN 1997 AND PROVIDES THE TOWN THE LICENSE TO USE FOUR SPRING TRAINING PRACTICE FIELDS 10 MONTHS EACH CALENDAR YEAR. UNDER THE AGREEMENT, THE TOWN PAY JSL A SECURITY FEE AND A MAINTENANCE FEE, THE FIELDS ARE USED BY THE JUPITER-TEQUESTA ATHLETIC ASSOCIATION. AT THIS POINT, YOU MAY ASK WHAT IS THE RELEVANCE REGARDING IN THIS FACILITY? WHAT VALUE-ADDED IT BRINGS HAVING AN MLB TRAINING FACILITY IN OUR TOWN? WELL, SPRING TRAINING IS SOME MAJOR ECONOMIC DRIVER. PRE-COVID SPRING TRAINING GENERATED AN ECONOMIC IMPACT OF APPROXIMATELY $70 MILLION WITH $32 MILLIONS CONTRIBUTED FROM ROGER DEAN ALONE. IN 2021, WOULD ATTAIN THE CAPACITY CONSTRAINTS AS YOU MAY IMAGINE AND RECALL FROM COVID THAT ECONOMIC IMPACT WAS APPROXIMATELY $29 MILLION. ROGER DEAN ACCOUNTED FOR ABOUT 48 PERCENT OF THAT TOTAL. AS YOU PROBABLY KNOW, THE STADIUM IS BUSY THROUGHOUT THE YEAR. JSL WORKS WITH THE TDC, WITH THE TOURISM DEVELOPMENT COUNCIL, THE SPORTS COMMISSION, AND THE OPERATORS OF THIS FACILITY AND OTHERS FACILITIES TO SCHEDULE TOURNAMENT OUTSIDE SPRING TRAINING SEASON. IN 2021, 33 EVENTS OCCURRED, 12 OF WHICH HAD SOME LEVEL OF ROGER DEAN INVOLVEMENT IN SOME CAPACITY. KNOWING THE VALUE THAT SPRING TRAINING BRINGS TO THE COUNTY AND TO THE TOWN, JSL AND THE COUNTY STAFF HAVE WORKED ON DEVELOPING A RENOVATION PROJECT THAT WILL IMPROVE THE VISITOR EXPERIENCE AND ALIGN THIS 25-YEAR-OLD FACILITY, WITH ITS NEWER COUNTERPARTS. THE PROJECT COST OF THAT RENOVATION IS ESTIMATED AT $108 MILLION, COUNTY REVENUE BONDS WILL BE ISSUED TO FINANCE THE PROJECT AND THE DEBT SERVICE OF THOSE FUNDS WILL BE MET THROUGH COUNTY AND STATE CONTRIBUTIONS AND THEN UNUSED FEE THAT THE TEAMS WILL PAY FOR THE FACILITY. NEXT SLIDE BASICALLY PROVIDES YOU A VISUAL OVERVIEW OF WHAT THE PROJECT REPRESENTS. AS YOU CAN SEE, AS I STATED BEFORE, THE GOAL IS TO UPGRADE THAT FACILITY, SO IT GOES ALONG WITH THE CURRENT TIMES AND ITS MORE RECENT COUNTERPARTS. ALL THIS CONSIDER THE QUESTION MIGHT BE WHAT FOLLOWS? COUNTY STAFF IS SCHEDULED TO TAKE IN FRONT OF THE BOARD OF COUNTY COMMISSIONERS FOR THEIR CONSIDERATION, THE NEW DEVELOPER AGREEMENT IN THE NEW SPORTS FACILITY USE AGREEMENT THAT WILL HAPPEN ON MAY 17TH, 2022, SO NEXT TUESDAY. DUE TO EXISTING FINANCIAL AND CONSTRUCTION MARKET CONDITIONS AND I THINK WE ALL KNOW HOW THINGS ARE FLUCTUATING LATELY, WE WILL BE RECOMMENDING THAT OUR BOARD CONSIDERS AND HOPEFULLY APPROVES THE PROJECT WITHOUT FURTHER DELAY IN TRYING TO REACH AN AGREEMENT REGARDING THE JUPITER FUNDING AGREEMENT. CERTAINLY WITHOUT ANY DOUBTS, IT WILL HAVE BEEN OPTIMAL TO HAVE AN AGREEMENT BEFORE GOING TO A NEXT STEP. BUT AT THE SAME TIME WE FEEL IT'S AN ORIGIN PROJECT. WE'RE SURE THAT THIS PROJECT WILL CONTRIBUTE TO THE COUNTY, CONTRIBUTES TO THE TOWN, AND WE KNOW THAT THE MARKET CONDITIONS ARE RIGHT THERE TO MAKE IT HAPPEN. WE ARE MOVING FORWARD TO MAKE SURE THAT HOPEFULLY IF OUR BOARD APPROVES, OBVIOUSLY THAT THE RENOVATION PROJECT TAKES PLACE, IT IS TO BE IMPLEMENTED IN TWO PHASE. WE HOPE TO COMPLETE DESIGN IN 2022, IMPLEMENT THE FIRST PHASE OF CONSTRUCTION IN 2023, AND THEN THE SECOND ONE AFTER IN SPRING TRAINING IN 2024. WITH THAT SAID, COUNCIL, WE REMAIN AT YOUR SERVICE. AS YOU SAW, THOSE EVENTS TRADITIONALLY TAKE PLACE DURING THE OFF-SEASON, STARTING IN AFTER THE SPRING, INTO THE EARLY SUMMER MONTHS ALL THE WAY INTO THE FALL. HERE AT ROGER DEAN STADIUM, WHEN YOU LOOK AT WHAT JUST HAPPENED FROM MAY OF LAST YEAR TO THIS MAY, THERE WAS 13 EVENTS THAT GENERATED ALMOST 27,000 OVERNIGHT ACCOMMODATIONS IN HOTELS, CREATING SIGNIFICANT BED TAX REVENUES AND A PROJECTED ECONOMIC IMPACT OF $18.7 MILLION. THE TOTAL SPRING TRAINING IMPACT FOR THESE YOUTH BASEBALL TOURNAMENTS YOU SAW ON THE SLIDE, THERE WAS ALMOST 47,000 ROOM NIGHTS. THERE'S A LOT MORE GROWTH THAT COULD HAPPEN. I DIDN'T WANT TO POINT THAT OUT. WE FOCUS ON MAJOR LEAGUE BASEBALL, BUT THE MULTI-USE OF THESE VENUES, PARTICULARLY FOR THE COUNTY FOR THE YOUTH BASEBALL EVENTS THAT ARE CREATING A GREAT IMPACT TO OUR HOSPITALITY INDUSTRY, THE HOTELS, THE RESTAURANTS, AND OUR LOCAL BUSINESSES, THOSE CREATE JUST AS MUCH VALUE, AND THEY'RE JUST AS IMPORTANT TO OUR COUNTY AS MAJOR LEAGUE BASEBALL. [00:35:06] PARKING IS NOT PART OF THIS DISCUSSION. I KNOW THAT IT SAYS OFF-SITE PARKING. BUT REALLY, WHAT WE'VE DONE IS WE'VE TAKEN PARKING OUT AND WE'VE PUT IN PRACTICE FACILITIES FOR THE KIDS. BATTING CAGES, BATTING TUNNELS? BATTING TUNNELS. I'VE NEVER BEEN IN A BATTING TUNNEL, SO I CAN'T TELL YOU WHAT THAT IS. IF IT WERE A GOLF COURSE, I COULD TELL YOU EXACTLY WHAT IT WAS. THERE ARE 15 TEAMS THAT PLAY IN THE STATE OF FLORIDA, FOUR OF THOSE TEAMS PLAY IN OUR COUNTY BUT ONLY ONE OTHER STADIUM HAS THE ABILITY FOR LITTLE LEAGUE AND THE YOUTH LEAGUES TO PLAY IN THEIR STADIUM. WE ARE IN A VERY UNIQUE POSITION TO BE ABLE TO OFFER THAT TO JTAA AND THE YOUTH THAT ARE HERE TODAY. I DON'T WANT YOU TO LOSE SIGHT OF THAT BECAUSE PARKING TENDS TO GET EVERYBODY A LITTLE BIT OFF TRACK. IT'S REALLY NOT ABOUT PARKING. IT IS A TRUE RETURN ON YOUR INVESTMENT. THE TOWN OF JUPITER HAS THE USE OF THE STADIUM WHEN MAJOR LEAGUE BASEBALL ISN'T HERE. I KNOW THAT THERE'S 10 MONTHS OR 7.5 MONTHS OR WHATEVER, BUT THE AVAILABILITY IS THERE WHEN MAJOR LEAGUE BASEBALL ISN'T. THE FACILITIES ARE HERE, THE PRACTICE FACILITIES. THERE'S LICENSE AGREEMENTS THAT ARE IN PLACE THAT USE OF THE CONCESSION. IF A TOURIST EVENT COMES INTO TOWN AND JTAA IS DISPLACED BECAUSE OF THAT, JTAA STOCKS THE CONCESSION AND SELLS AND KEEPS ALL THAT MONEY REVENUE FOR THEM. IT'S ANOTHER GENERATOR FOR JTAA TO STAY DOING THE THINGS THAT THEY DO FOR THE YOUTH OF NOT JUST TOWN OF JUPITER, BUT ALSO THE KIDS THAT ARE SURROUNDING IT. WITHOUT AN ACQUISITION COST OF LAND, THAT PARK, THEY MADE IT 40$ MILLION INVESTMENT IN THE PARK AND THERE IS NO LARGE BUILDING ON IT. THERE IS JUST A CONCESSION STAND.
