THESE PEOPLE DON'T ALL LIVE ON JUPITER ISLAND, [00:10:01] THEY LIVE RIGHT HERE IN THE TOWN OF JUPITER. WHAT I'M TRYING TO GET AT IS THAT WHEN WE THINK ABOUT BUILDING THIS NEW TOWN COUNCIL CENTER, LET'S NOT JUST NICKEL AND DIME OURSELVES. I SAID, "WHY ARE YOU THINKING ABOUT THAT?" SHE SAID THAT SHE CAN'T GO OUTSIDE AT NIGHT. SHE DOESN'T FEEL SAFE. SHE DOESN'T FEEL SAFE IN HER OWN HOME. EIGHTY-TWO YEARS OLD, AND SHE ASKED US IF SHE SHOULD TAKE A WEAPONS CLASS SO SHE CAN LEARN TO DEFEND HERSELF. THAT'S NOT WHAT THESE FOLKS ARE SUPPOSED TO BE DEALING WITH. I DON'T KNOW WHAT THE PLAN IS FOR EAST VIEW MANOR OR FOR PIN PARK. I DON'T KNOW WHAT GOES ON AS FAR AS LAW ENFORCEMENT THAT'S SUPPOSED TO BE HAPPENING THERE. I'M HERE TO DISCUSS THE INCREASING NUMBER OF SAFETY AND SECURITY ISSUES THAT WE'VE WITNESSED AND EXPERIENCED DIRECTLY OVER THE PAST COUPLE OF YEARS. [00:15:02] I WISH I WERE JUST HERE TO SPEAK ABOUT THE RAMPANT AMOUNT OF DRIVING UNDER THE INFLUENCE AND RECKLESS DRIVING THAT MY FAMILY AND I WITNESSED CONSTANTLY ON OUR STREET ALONE. A FEW YEARS AGO, A DRUNK DRIVER HIT MY HUSBAND'S VEHICLE WHILE IT WAS PARKED IN OUR DRIVEWAY. THE DRIVER ATTEMPTED TO FLEE, BUT HE COULDN'T MOVE HIS VEHICLE SO HE POUNDED [NOISE] ON OUR DOOR AT 3 AM INSTEAD. IN AUGUST 2020, A RECKLESS DRIVER DESTROYED OUR MAILBOX. SECURITY CAMERA FOOTAGE REVEALED THE SAME DRIVER ALMOST HIT ME 45 MINUTES LATER AND I HAD TO JUMP OUT OF THE WAY TO AVOID BEING HIT. JUST A COUPLE OF WEEKS AGO, A RECKLESS DRIVER HIT A WOODEN POLE OFF WHITNEY IN NORTH VIEW, KNOCKING IT DOWN AND BLOCKING THE ENTIRE ROUNDABOUT. WHAT IS MUCH MORE DISTURBING AND DANGEROUS IS THAT OVER THE PAST COUPLE OF YEARS, ADDICTS, DRUG DEALERS, AND PROSTITUTES HAVE USED OUR STREET AS A HIGHWAY TO RUN THEIR OPERATIONS BETWEEN STREETS SUCH AS NORTH VIEW DRIVE AND WEST EPOCH CIRCLE. THIS WAS PROVEN WHEN THE DRUG BEST WERE CARRIED OUT IN THOSE TWO STREETS. OPERATIONS NEVER LAST, AS WE ALL KNOW. ONE QUESTION I HAVE IS IF THOSE WERE KNOWN DRUG HOUSES FOR SO LONG, WHY IS THERE A SCHOOL BUS STOP IN FRONT OF ONE OF THEM? I'M SICK OF MY CHILDREN AND I HAVING TO WITNESS THE GROUP OF ADDICTS HANGING OUT AT THE CORNER OF WHITNEY DRIVE IN SOUTH VIEW AT THE A&M DISCOUNT BEVERAGE STORE HIGH OUT OF THEIR MINDS, LAYING DOWN IN THE GRASS, WONDERING IF ONE OF THEM IS GOING TO O.D IN FRONT OF US. I AM DISGUSTED AND TERRIFIED THAT A COUPLE OF WEEKS AGO WHEN MY 10-YEAR-OLD SON AND HIS FRIEND WERE PLAYING BASKETBALL IN OUR DRIVEWAY, A SHIRTLESS ADDICT WHO FREQUENTLY ROAMS OUR STREET, CAME INTO OUR DRIVEWAY TO ASK HIM TO PLAY AND TRYING TO TALK TO THEM. I AM ALARMED THAT LAST WEEK MY HUSBAND WAS VERBALLY THREATENED BY THE DRIVER OF A SUSPICIOUS VEHICLE PARKED OUTSIDE OUR HOME WHEN THE DRIVER RETURNED FROM WHAT WE SUSPECT IS YET ANOTHER DRUG HOUSE DOWN THE STREET. I'M IN SHOCK THAT AROUND THE CORNER FROM MY HOME, THERE WAS JUST A SHOOTING AT 10:15 IN THE MORNING ON APRIL 30TH. I WOULD NOT BE SURPRISED IF IT WAS RELATED TO THE DRUG ACTIVITY IN SOME WAY. I AM ANGRY AND EXHAUSTED TO THINK THAT MY FAMILY AND I NO LONGER FEEL SAFE IN OUR NEIGHBORHOOD, WHETHER DURING THE DAY OR AT NIGHT. INCREASINGLY, I FEAR FOR MY CHILDREN EVERY TIME THEY GO OUTSIDE, EVEN IF IT'S JUST TO WALK OUR DOG. PRIOR TO MOVING TO OUR CURRENT HOME IN JULY 2011, MY HUSBAND AND I PURCHASED OUR FIRST HOME IN THE WESTGATE NEIGHBORHOOD IN WEST PALM BEACH. THAT NEIGHBORHOOD IS KNOWN TO BE ROUGH, DUE TO THE INCOME LEVEL OF MOST OF THE RESIDENTS. BUT WE NEVER HAD ANY OF THESE TYPES OF ISSUES THERE, NOT ONCE. IT FRIGHTENS ME THAT THIS ACTIVITY WAS SO CLOSE TO MY HOME. WHAT BRINGS ME FEAR THE MOST IS THAT KNOWING THIS PAST SATURDAY, THERE WAS A SHOOTING ON NORTH VIEW DRIVE. I WOULD LIKE TO SEE A DECLINE IN THE AMOUNT OF DRUG ACTIVITY GOING ON IN MY NEIGHBORHOOD AND A GREATER PROACTIVE POLICE PRESENCE. THANK YOU [APPLAUSE]. WE'RE LOOKING FORWARD TO YOUR CONTINUED PARTNERSHIP WITH ROGER DEAN STADIUM. WITH ME DECEIVING ARE MEMBERS OF OUR STAFF FROM THE COUNTY AND MAJOR LEAGUE BASEBALL, ROGER DEAN STADIUM. THEY UNDERSTAND THE IMPORTANCE AND CONSIDERATION OF THE AGREEMENTS THAT YOU'RE GOING TO BE DISCUSSING THIS NEXT WEEK OF THE WORKSHOP. THEY JUST WANTED TO SHOW THEIR SUPPORT. THIS VENTURE, WHICH BRINGS TOGETHER THE STATE, THE COUNTY, THE TOWN AND MAJOR LEAGUE BASEBALL IS HUGE ECONOMIC DRIVER. BUT NOT JUST FOR THE COUNTY, FOR THE TOWN OF JUPITER. MOREOVER, WITH SO MANY PARTNERS, THERE ARE SO MANY AGREEMENTS, AND WE'RE ALL PARTY TO ALL OF THEM IN ONE WAY OR ANOTHER. MOST IMPORTANT TO ALL OF US IS THE NEED TO COMPLETE THE NEGOTIATION OF THESE AGREEMENTS SO WE CAN GET THE $100 MILLION BOND IN PLACE TO MAKE THE NECESSARY IMPROVEMENTS TO KEEP BASEBALL VIABLE IN JUPITER AND IN PALM BEACH COUNTY. THE CURRENT JUPITER PARTNERSHIP CRITERIA WAS FIRST SUGGESTED TO THE COUNTY IN EARLY 2020 BY THE PREVIOUS TOWN MANAGER, UNLIKE EVERYTHING ELSE, WAS PUT ON HOLD BECAUSE OF COVID. SADLY, WE ARE NOW AT CRUNCH TIME WITH INTEREST RATES ON THE RISE. THE COUNTY AND THE TOWN HAVE MET ON NUMEROUS OCCASIONS TO GET THE FINAL WORDING ON ALL THE AGREEMENTS. WE THE COUNTY WERE ASKED TO WAIT UNTIL AFTER THE ELECTION. WE'RE LOOKING FORWARD TO YOUR WORKSHOP ON THIS NEXT WEEK TO GET A BETTER UNDERSTANDING OF THE NEEDS OF ALL THE PARTIES. AT THE CORE OF MATTER ARE TWO AGREEMENTS FOR THE TOWN. THE FUNDING AGREEMENT WAS SET ASIDE $3.3 MILLION FOR NEW BATTING TUNNELS AND $250,000 PER YEAR FOR THE NEXT 10 YEARS AS AN ANNUAL CONTRIBUTION THAT MAY BE APPLIED TO OFFSET PARKING COSTS AND OUR TOURISM IMPROVEMENTS OR CAPITAL IMPROVEMENTS. THE JUPITER FIELDS AGREEMENT, WHICH COVERS SECURITY INSURANCE, BOTH OF WHICH ARE FOR 10 MONTHS AND THOSE ARE THE 10 MONTHS THAT THE TOWN HAS ACCESS TO THE STADIUM. A TOWN WOULDN'T BE ABLE TO BUILD AND MAINTAIN A FACILITY LIKE THIS FOR ANYWHERE NEAR THESE COSTS. PERFECT EXAMPLE IS THE GARDENS DISTRICT PARK, WAS $14 MILLION TO BUILD AND THERE ARE NO BIG STRUCTURES. THE OPERATIONS AND MAINTENANCE ON THE DISTRICT PARK RUNS CLOSE TO $700,000 A YEAR. THE STADIUM SERVES THE TOWN AS A REVENUE GENERATOR, NOT JUST FOR THE MANY TOURNAMENTS THAT ARE HELD THERE IN THE OFFSEASON, BUT FOR THE PLAYERS AND THEIR FAMILIES WHO FREQUENT YOUR RESTAURANTS, THE SHOPS, STAY AT THE HOTEL. FOR THE GOODWILL, IT SERVES FOR ALL OF OUR CHILDREN AND FAMILIES. THERE IS NO GREATER COLLABORATION THAT OF MAJOR LEAGUE BASEBALL TEAMS AND THE JUPITER TEQUESTA ATHLETIC ASSOCIATION. CHILDREN HAVE USED THESE FIELD FOR YEARS TO IMPROVE THEIR SKILLS, LEARN HOW TO COMPETE AND BUILD ON THOSE DREAMS OF POSSIBLY PLAYING IN THE BIG LEAGUES. [NOISE] I'LL WRAP IT UP. WE HAVE A LETTER FROM THE PRESIDENT SAYING THEY ARE IN SUPPORTIVE AT THIS. THEY HAD FUNDRAISED THEMSELVES. THE COMP PLAN CAN BE AMENDED BY THE TOWN AS THEY DEEM APPROPRIATE. AMENDMENTS TO THE PLAN ARE TRANSMITTED TO THE STATE FOR THEIR REVIEW. SOMETIMES THE STATE HAS COMMENTS, YOU HAVE TO ADDRESS THE COMMENTS, BUT THEN USUALLY JUST BE ADOPTED BY THE TOWN COUNCIL. THERE USED TO BE LIMITATIONS ON THE NUMBER OF TIMES YOU COULD AMEND YOUR COMPREHENSIVE PLAN. YOU CAN AMEND IT AS MANY TIMES AS YOU WANT. THE AMENDMENTS ARE FIRST CONSIDERED BY THE PLANNING AND ZONING COMMISSION, SITTING AS THE LAND PLANNING AGENCY, AND THEN THEY MAKE A RECOMMENDATION AND THEN IT GOES TO TOWN COUNCIL FOR TRANSMITTAL. IT'S TRANSMITTED UP TO THE DEO, WHICH IS DEPARTMENT OF ECONOMIC OPPORTUNITY. THEY REVIEW IT AND THEN IT COMES BACK TO YOU FOR FINAL ACTION ON SECOND READING. THE EVALUATION APPRAISAL REPORT IS REQUIRED EVERY SEVEN YEARS AND OUR CYCLE'S UP NOW. THE MINIMUM REQUIREMENT IS THAT THE EVALUATION COMPREHENSIVE PLAN NEEDS TO IDENTIFY UPDATES NEEDED TO MAINTAIN CONSISTENCY WITH ANY NEW STATE REQUIREMENTS. THE COASTAL AND CONSERVATION ELEMENTS BOTH HAVE GENERAL POLICIES THAT WOULD ALIGN WITH THIS, BUT IF THERE'S SOMEONE WANTS TO SPECIFICALLY CALL OUT SOMETHING MORE WITH MORE DETAIL IN THE COMPREHENSIVE PLAN, BECAUSE THERE'S DIFFERENT APPROACHES YOU CAN APPROACH THINGS IN THE LAND DEVELOPMENT REGULATIONS OR THROUGH GRANTS OR SOMETHING AND NOT NECESSARILY CHANGE THE COMPREHENSIVE PLAN. FIRST GOING BACK TO WHEN WE WERE LOOKING AT THE FISCAL YEAR 2020 BUDGET, WE CONSIDERED SETTING ASIDE SOME MONEY FROM THE CHART TAX CASH FLOW FOR THAT, BUT THERE WAS NOTHING PUT IN THE CIP PROGRAM. WE HAD DISCUSSED IT BACK THEN, SO IT WAS NOT FUNDED. AT THAT TIME, THERE WAS A NUMBER JUST THROWN OUT ON PAPER, $ 5.5 MILLION, BUT AGAIN, NOTHING WAS FUNDED. THEN IN THE CIP BUDGET MEMO FROM THE TOWN MANAGER, AGAIN FOR FISCAL YEAR 2020, WHICH WE'D BE TALKING IN THE MIDDLE OF THE YEAR 2019, THERE WAS A DISCUSSION ABOUT THE 5.5 MILLION, WHICH WAS PARKING AND STADIUM IMPROVEMENTS, BUT IT WAS CHANGED TO 3.6 MILLION FOR STADIUM IMPROVEMENTS. IT WAS CHANGED BECAUSE THERE WAS NO CONSENSUS FOR ANY SUPPORT FOR PARKING, AND IT WAS NOT FUNDED. BY THE WAY, I HAVE NOW MOVED DOWN TO THE 2021 CIP, WHICH WOULD HAVE BEEN IN AUGUST OF 2020. WHEN THE 2022 BUDGET WAS LOOKED AT, CIP PUT PREPARATION WHICH WOULD HAVE BEEN AUGUST, SEPTEMBER 21. OFTEN, IT WAS REMOVED FROM THE CIP CASH FLOW. [NOISE] BOTTOM LINE IS WE HAVE NOTHING IN THE BUDGET. ANYTHING WE WORKED TO DECIDE, WE HAVE TO MAKE SURE THAT WE ADDRESS THE BUDGET. THAT CURRENT PARTICIPATION WAS SET IN STONE IN 1997 WHEN THE STADIUM WAS COMING OUT OF THE GROUND AND WE WERE ENVISIONING, I USE THE WE LOOSELY, I WASN'T ON COUNCIL, BUT I'M JUST SAYING THE TOWN WHEN I SAY WE WAS ENVISIONING A PARTNERSHIP AND WE PROVIDED $25,000 IN ANNUAL SECURITY CONTRIBUTION. THEN WE PROVIDED FUEL MAINTENANCE PAID BY THE TOWN FOR THE FOUR PRACTICE FIELDS THAT WE WERE GOING TO HAVE THE OPPORTUNITY TO USE FOR 10 MONTHS A YEAR. THAT OPPORTUNITY WAS SET BECAUSE BASEBALL NEEDED IT TWO MONTHS A YEAR. THE PRESUMPTION IS, THE TOWN WOULD USE IT 10 MONTHS. IN PRACTICE, JTA USES IT ONLY 6-7 MONTHS PER YEAR. IT WOULD BE USING TWO MONTHS, [02:20:02] BASEBALL USES IT, BUT IT'S NOT AVAILABLE. I JUST WANTED TO FRAME AND YOU'LL BE GETTING AND I'VE JUST SEEN FOR THE FIRST TIME WHAT THE MORE RECENT USE HAS BEEN OF THOSE FIELDS. OBVIOUSLY, AS MY UNDERSTANDING, THOSE SAME FOUR FIELDS WOULD BE AVAILABLE FOR CONTINUED USE AND SO WOULD BE SOMETHING IN A NEW AGREEMENT TAKING US NOW TO WHAT THE NEW STADIUM WOULD BE THAT WE WOULD HAVE TO COME TO AGREEMENT ON WHAT OUR CONTRIBUTIONS ARE FOR THAT. THAT'S ONE ITEM. SECOND ITEM THEN IS THE FUNDING AGREEMENT, WHATEVER THAT MAY BE. THERE WAS TWO COMPONENTS THAT HAVE BEEN DISCUSSED AND THAT'S 3.3 MILLION FOR THE BEDDING TUNNEL CAPITAL CONTRIBUTION. AGAIN, I EMPHASIZED IT WAS JUST A CONCEPT. TODD WAS TRYING TO FIND AN ACCESS TO SOMETHING THAT COULD BE A SHEARED USE THAT WE COULD RATIONALIZE THAT MADE SENSE. THEN THERE WAS THIS ITEM ABOUT TWO-AND-A-HALF MILLION DOLLARS, WHICH WAS QUARTER MILLION DOLLARS SPREAD OUT OVER EACH YEAR FOR 10 YEARS. I'M JUST TRYING TO KEEP THIS HIGH LEVEL SO THERE'S MORE TO IT THAN WHAT I'M SAYING HERE, BUT I JUST WANT TO LAUNCH IT HERE THAT IT'S LISTED AS CONTRIBUTION FOR OFF-SITE PARKING OR CAPITAL IMPROVEMENTS. IN ALL THESE, THERE'S PROVISIONS ON HOW THE MONEY COULD BE SWEPT OR DON'T USE FOR OTHER THINGS, BUT IT SEEMED TO BE PRIMARILY FOCUSED ON OFF-SITE PARKING. AS WE'VE ALWAYS BEEN ADVISED BY OUR COUNCIL, THE TOWN HAS NO OBLIGATION TO PROVIDE PARKING. PALM BEACH COUNTY HAS AN AGREEMENT WITH THE ABACOA DEVELOPER. IT COMES UP EVERY TIME WE DO A DEVELOPMENT ORDER APPLICATION WHERE WE HOLD THE DEVELOPER RESPONSIBLE FOR DOING CALCULATIONS TO MAKE SURE THAT THEY'VE GOT ENOUGH SPACES RESERVED AS THEY'RE COMMITTED TO BASEBALL IN PALM BEACH COUNTY BUT WE'RE NOT PARTY TO THAT AGREEMENT SO IT'S ALWAYS BEEN MESSY. OTHERS HAD WANTED A STATEMENT ASSERTING THAT THIS FOREVER MORE RESOLVES ANY PARKING DISAGREEMENT. I UNDERSTAND THAT NEITHER BASEBALL NOR THE COUNTY HAVE YET AGREED THAT SUCH A STATEMENT TO BE IN THERE, BUT NONETHELESS, WE'RE NOT PARTY TO ANY PARKING OBLIGATION. AGAIN, MR. BARRETT, I'M NOT TRYING TO CIRCUMVENT THE WORKSHOP, I'M JUST TRYING TO GIVE EVERYBODY JUST AN OVERVIEW HERE. I KEEP EMPHASIZING THAT. I CALL THAT BECAUSE THE COUNTY AND BASEBALL WERE ALWAYS NERVOUS FOREVER HAVE THEM COME INTO THE PUBLIC AWARENESS AND I GET THAT BECAUSE IT WAS NOT TO BE RELIED UPON ON THE DEVELOPER OF ABACOA TO COUNT FOR THE SPACES. THAT'S IN THE ONE PARK IN A GARAGE AND TOWN CENTER BY THE HOTEL WHERE THE THEATER USED TO BE WITH NEW CUSTOMERS WOULDN'T EVEN KNOW ABOUT IT. THE THEATER, BUT FOR THOSE THAT DON'T KNOW IS WE DON'T ALLOW PAID PARKING IN THE TOWN. SO WE DID WHAT ONLY WE COULD DO.
