WHEREAS IT IS IMPORTANT TO CELEBRATE AND IDENTIFY THE WORLD WITH HISTORY IN OUR LIVES AND THE CONTRIBUTIONS MADE BY DEDICATED INDIVIDUALS SUCH AS THOSE HERE TODAY IN HELPING TO PRESERVE THE TANGIBLE ASPECTS OF OUR HERITAGE THAT HAVE SHAPED US AS A COMMUNITY. WHEREAS HISTORIC PRESERVATION [NOISE] IS AN EFFECTIVE TOOL FOR MANAGING GROWTH, REVITALIZING NEIGHBORHOODS, FOSTERING LOCAL PRIDE, AND MAINTAINING COMMUNITY CHARACTER WHILE ENHANCING LIVABILITY. WHEREAS THE TOWN OF JUPITER CONTINUES TO DEMONSTRATE ITS COMMITMENT TO PRESERVATION THROUGH THE NOMINATION OF SIGNIFICANT CULTURAL RESOURCES TO THE NATIONAL REGISTER OF HISTORIC PLACES, THE REHABILITATION AND RESTORATION OF HISTORIC PROPERTIES AND THE PROTECTION OF ITS TRADITIONAL NEIGHBORHOODS. WHEREAS THIS PLACE MATTERS IS THE THEME FOR NATIONAL PRESERVATION MONTH 2022, CO-SPONSORED BY THE TOWN OF JUPITER'S HISTORIC RESOURCES BOARD AND THE NATIONAL TRUST FOR HISTORIC PRESERVATION. OVERALL, YOUR TON OPERATIONS INCREASED NET POSSESSION BY APPROXIMATELY 28.1 MILLION, 10 MILLION OF THAT BEING DRIVEN BY THE NET PENSION ASSET BEING RECOGNIZED BY THE PENSION FUND. AS A CLOSE OF THE END OF THE FISCAL YEAR, THE GOVERNMENTAL FUNDS, WHICH ARE NOT YOUR ENTERPRISE FUNDS, WHICH ARE YOUR BUSINESS TYPE ACTIVITY HAD AN ENDING FUND BALANCE OF 90.3 MILLION. AGAIN, A VERY POSITIVE FISCAL YEAR FOR THE TOWN OF JUPITER, SHOWING ROBUST RESULTS BASED ON YOUR PENSION RETURNS. THEN LASTLY, IF YOU WERE TO COMPARE THIS DOCUMENT, THE ANNUAL COMPREHENSIVE FINANCIAL REPORT AS COMPARED TO LAST YEAR, THERE IS A DIFFERENCE WITHIN THE GOVERNMENTAL FUNDS. THIS YEAR YOU HAVE A NEW FUND, THE AMERICAN RESCUE PLAN ACT FUND. THAT'S BECAUSE YOU'RE RECEIVING THIS FUNDING WHICH IS BEING SEGREGATED FOR THE FINANCIAL STATEMENT READERS. YOU WILL RECEIVE APPROXIMATELY 7.6 MILLION. OF THAT, NEARLY 50 PERCENT OF THAT WAS CONSUMED OR USED FOR APPROPRIATE AMOUNTS AND THE REMAINING BALANCE IS EXPECTED TO BE USED IN THE UPCOMING FISCAL YEARS. AS A MATTER OF FACT, LAST NOVEMBER 2021, WE PRESENTED OUR BIRD ISLAND BUOY PROJECT TO THE BOARD AND WE'LL BE COLLABORATING WITH THE JUPITER INLET DISTRICT AS INSTALLATION APPROACHES. FOR EACH AREA, JIF HAS BEEN GRANTED A PERMIT FROM FWC, A LETTER OF NO OBJECTION FROM THE US COAST GUARD, EACH AREA HAS ALSO BEEN GRANTED A VERIFICATION OF EXEMPTION BY THE DEPARTMENT OF ENVIRONMENTAL PROTECTION, STATING THAT THE AREA QUALIFIES FOR ONE, REGULATORY EXEMPTION, TWO, STATE AUTHORIZATION AND THREE, THAT IS SEPARATE PERMIT FROM THE US ARMY CORPS OF ENGINEERS IS NOT REQUIRED. ESTIMATES FROM THE INSTALLER AND BUOY FABRICATOR HAVE BEEN APPROVED AND WE PLAN TO INSTALL THESE DIGITAL BUOYS IN THE NEXT SEVERAL MONTHS. OPENING PARKWAY STREET WOULD CUT WEEKEND TRAFFIC IN HALF IF THEY ACCESS DUBOIS PARK BY PARKWAY STREET. I DON'T UNDERSTAND WHY THAT WAS NOT LEFT ON THE TABLE FOR CONSIDERATION. THE OTHER THING IS FOR A SAFE EVACUATION, A TRAFFIC CIRCLE LEAVES ONE EVACUATION ROUTE FOR ALL THE CONDOMINIUMS, THE GOLF COURSE, JUPITER BEACH, DUBOIS PARK. THAT IS NOT A SAFE EVACUATION PLAN FOR OUR AREA. IF DUBOIS PARK IS OPENED, IF THAT PARKWAY STREET ROAD IS OPEN, WE NOW HAVE TWO EVACUATION ROUTES. THE SPEED HUMP AT THE PIT STOP CROSSING ALTERNATE A1A, CROSSWALK AND THE SPEED HUMP WOULD SLOW TRAFFIC TO THAT INTERSECTION. THE SPEED HUMP THAT IS NORTH OF THE INTERSECTION RIGHT NOW IT MAKES IT MUCH EASIER FOR US TO NAVIGATE THAT INTERSECTION. EVEN WHEN WE LOOKED FURTHER DOWN THE ROAD TO A POINT OF 20 YEARS DOWN THE ROAD, WE LOOKED AT 2041, WE SUGGESTED A POTENTIAL 10 PERCENT INCREASE TO THE SQUARE FOOTAGE OF THE BUILDING FOR THAT PROJECTED GROWTH BUT THE ANSWER WAS THAT'S NOT LIKELY TO HAPPEN, SO WE DID NOT DO THAT. WE PROGRAMMED THE BUILDING ANYWHERE BETWEEN 40,500 SQUARE FEET, WHICH MATCHES WHAT YOU HAVE ESSENTIALLY HERE IN THIS BUILDING TODAY, UP TO A HIGH END OF 43,000 SQUARE FEET. AS DESIGNED, AS YOU SEE IN THESE PLANS, WE'RE CURRENTLY AT 42,400 SQUARE FEET, SO WITHIN THE PARAMETERS THAT WE SET BY THE PROGRAM. WON'T GET INTO ALL THE DETAILS HERE, BUT THIS IS THE SECOND FLOOR. ALL THE DEPARTMENTS AND INDIVIDUALS ACCOUNTED FOR CURRENTLY HERE IN TOWN HALL ARE ALSO ACCOUNTED IN THE NEW DESIGN, WITH SOME ADDITIONAL NEEDED SPACES THAT WERE VETTED OUT THROUGH THE PROGRAM PHASE. THIS WOULD BE A VIEW AS IF YOU'RE IN THE ONE-STOP LOBBY. THAT WINDOW THERE TO THE RIGHT-HAND SIDE WOULD BE LOOKING OVER TO THE COMMUNITY CENTER, AND EVEN BEFORE THAT WOULD BE THE VETERANS MEMORIAL. IT WAS A WELL SOUGHT AFTER POSITION. I READ EVERY ONE OF THOSE RESUMES AND NARROWED IT DOWN MYSELF. WITH THOSE NINE RECOMMENDED, YOU HAVE SELECTED THREE THAT RECEIVE TWO OR MORE VOTES. I WOULD JUST LIKE TO HAVE THE STAFF TAKE A LOOK AT MAKING SURE THAT REDOING THE DOCK AT SAWFISH BAY IS CONSISTENT WITH THE LIVING SHORELINE PROJECT. IT SEEMS TO ME THE IDEA WE DO NOT WANT TO ENCOURAGE BOATS TO GO IN IN AN AREA THAT'S SHALLOW WHILE WE'RE TRYING TO GET THE SEAGRASS TO GROW AND TO DO THE LIVING SHORELINE. MY UNDERSTANDING [NOISE] IS THAT, ALTHOUGH THERE ARE CLEATS ON THAT DOCK, IT'S PRIMARILY USED FOR FISHING AND FOR PEOPLE JUMPING OFF AND SWIMMING. THAT WAS THE TOWN MANAGER, BUT IT HAD AN ENTIRELY DIFFERENT PERSPECTIVE. IT WAS THAT OUR STAFF SAID THAT THERE WAS ISSUES THAT HAD TO BE CORRECTED. I KNOW IT WAS HEARSAY, BUT THERE WAS SO I AM GOING TO BE GETTING WITH STAFF TO MEET WITH THE ASSOCIATION. WE JUST WANT TO MAKE SURE THAT EVERYBODY IS SATISFIED BEFORE WE PROCEED WITH THE PAVING WORKS. I JUST WANTED TO JUST SHARE THAT. THEN, LASTLY, ON THE CHARITABLE ORGANIZATIONS.
